I'm not surprised by the increase in O/S. How else do you expect a company with no substantial revenue to raise working capital?

The dilution is expected. But that's just a small price to pay once you see the potential this company has to offer.

The fact that they have gone through so many roadblocks makes me believe that they are so much closer to their goal now than they were before.

All I can say is, do your due diligence and invest at your own risk.
