Definitely a grave error.

I agree. How can anyone logically explain that they increased the authorized shares by 4.8 billion one day, but forgot that they did it the next?

Also--in the annual report, on page 4 under the section 3 heading titled "Security Information" that begins on page 3, you will notice the statement "List any restrictions on the transfer of security". The statement is answered as "none", however one would wonder if the DTC chill should be listed there?
