Depends. By my calculations, that means if I buy $5000 worth of a stock, I'm paying $28 ($25+3). That's not "bare-bones cheap", imo.
I guess if you're working with smaller orders, then yea, it might be cheaper. But as you make more and use more, that stuff starts stacking up.
It'd be particularly gruesome if they did that with Nasdaqs. I'm guessing they don't, because that'd be insane for self-service trading.
