That ticker is far from dormant.

Dormant means no activity of any sort, no PRs, no disclosures and no insider activity. Basically the shell is left for dead and the only trading that typically goes on is low volume exiting for a tick in change. Similar to Musical Chairs, people buying .0001 and immediately putting them up for sale at .0002 in hopes of snagging volume for any reason at all. In this case however that activity was broken because of a single SOS Filing to Sunbiz showing they were going to keep the State registration active.

This action alone brings speculators as to what is soon to be announced, so now you have something to produce rumors on and as such very slow accumulation starts to happen, thus the background volume that picked up in averages after the reinstatement of an active registration.

There were several of these dead tickers recently that were "rumored" back to life that had been trading nearly inactive for long periods of time. Obviously the most common rumor was soon to be a pot stock.
