Because the USPTO is part of the bureaucratic cesspool of the US Govt, it takes years. Even in this day and time of technical advancements, it takes years instead of days to determine that your claims are unique. And we just keep voting for ALL the same ding-dongs in Congress.

The acceptance of the Patent App is usually good enough. That takes months if the wind is blowing right.
