With all due respect, how else could have or should have the SEC proceeded here? Short of halting it, what could they have done when their ongoing investigation brought it to this point based on their protection of policies, rules, etc.

They certainly can't just let it keep trading when their investigation finds anomalies.

The SEC could/can change their procedural methods that doesn't just protect the potential investor, but also the current investor.

How?..I don't know, but if they allow the Penny market to exist, then they shouldn't destroy the current shareholder without some type of warning.
