Simply because ... it mean ... PPHM despite all the efforts to find a partner ... FAILED to secure a partner ...

to

1. Advance BAVI into Phase III (had to move forward on its own)
2. Advance Cotara into Phase III (well basically put the program on hold)

so ... simply put ... if BPs do not see any value in PPHM ... why should you invest in it?
