You are right... The answer is clear... They can neither confirm or deny what a company is doing or where they are in a licensing process until a license has been granted and it has been posted on their website. By obtaining a Ready to Build letter, Bill has gone above and beyond to make sure he is doing this correctly as the Ready to Build is not required but is helpful to make sure companies are doing what they need to do how they need to do it from the get go.
