does the DTC CHILL document say-anything-about-2009…. NO

a 'CHILL" is issued to current management for correctional action……..

this is a 2014 issue,,,,.known to current mngmnt….sorta like exceeding the speed limit….managment knows the guidelines…what they do about staying within them is WHY the CHILL

a CHILL is not an SEC "halt"………ticker can trade with brokers who assume "higher" risk tolerances
