If by "he" you mean Immelt will initiate a share buyback program, then I am skeptical. Too often those buyback programs simply mask the huge number of shares a company dishes out to executives and employees in the form of grants and options. The number of outstanding shares frequently do not go down nearly as much as would be expected.
I think we need to see dividend growth before any sustained move. We're now down below 3% and that can't justify much more for the share price.

SPARC and Power have wins in the top 10 but the rest is x86 with one lone Opteron system from DOE hanging around from years ago
Opteron powers the #2 system on the top500 list, but the coprocessor is NVidia. They do have 22 entries in the processor technology category, which means CPU. As for AMD GPUs being used as coprocessors, they only have 3 entries in the top500. None significant. My guess is poor support rather than poor technology.

AMD said Zen will see a 40%+ improvement in IPC. They don't say what it will be doing when it sees that improvement and they don't say if it will be able to match the clock rates of it's predecessors. It's classic AMD marketing speak to give the fans something to interpret any way your little minds want to. It could just be a very specialized task. The lack of any specifics leaves it wide open for the Believers imagination to run wild.

Anyone want to bet that a Zen core gets within 80% of the frequency and IPC of Broadwell?
AMD has said Zen will see a 40%+ improvement in IPC but they won't say which instructions or benchmarks will see that improvement. Coincidentally, Zen will include SMT, which could allow an improvement of 40%+ all by itself, depending on the usage.
Odd that they won't give any more specifics...

In a statement, an AMD spokesman told Bloomberg, "While we aren't commenting on any specifics of our ongoing IP monetization strategy at this time, we are actively pursing strategic relationships intended to bring our differentiated IP to market in ways that complement our own product plans and expand the install base for AMD technologies."

This is the first statement from an AMD official that says the Zen design is complete. In December AMD's CFO said "Zen would tapeout over the next few months". Seeing as it's typically 12-14 months from tapeout to product, It's hard to see how it will ship for revenue in 2016 unless they charge for samples.

Not always but it is a useful predictor.
Take AMD for example. A long established history of missed schedules and performance disappointments do not guarantee failure for Zen but it's a good bet.
