If we analyze the PR closely word for word, the delay was rad's fault. No mention of OMVS fault
The delay was due to Rads being so busy pursuing all these commercial opportunities first.
The documents needed were not submitted on time prior to today

The Department of Homeland Security (DHS) Chief Procurement Officer (CPO) and the Component Acquisition Executive (CAE) of Customs and Border Protection (CBP) would again like to sincerely thank all who took the time to submit responses to this Request for Information.
Approximately 290 responses were received to the Wall_Innovations@hq.dhs.gov mailbox, totaling over 350 emails and 1,500 pages of content. CBP is still reviewing these responses, with approximately half of all responses reviewed to date. Thus far, CBP has identified five categories of innovation that may be of interest to DHS:
• Unmanned Ground Vehicles (UGV)
• Financing/Economics/Funding
• Fiber Optic sensor placement / intrusion detection
• Implications across DHS (CBP, USCG, ICE, USCIS)
• Modeling and Simulation
The responses received are confidential to each company, thus DHS will not be disclosing their content outside of the Government. Further, FAR 15.207(b) states that information received in response to an RFI shall be safeguarded adequately from unauthorized disclosure.
CBP is working with the DHS Science and Technology (S&T) community to determine areas that should be further explored within the above categories. Other responses will serve as inputs to acquisition planning for procurements over the next few years, and still others will provide inputs for related technology roadmaps for the longer term.
Also, DHS still plans to conduct follow-on industry engagements to discuss some of the suggestions received and to outline our strategies for border security investments going forward. We will keep industry informed throughout this process. Currently, CBP's focus is on the source selection process for the Wall prototype solicitations.

The Department of Homeland Security is considering using unmanned ground vehicles along the border with Mexico.
The DHS solicited information from the public on March 2 related to long term strategy for the planned southern border wall. This included information related to the construction of the wall, and “technology that could be incorporated into the wall that would contribute to border security and agent safety.”
In an update posted last week on the site for federal bidding, the DHS said they received approximately 290 responses to the solicitation and that Customs and Border Patrol is still reviewing many of them.
The update stated that CBP has so far identified “five categories of innovation that may be of interest to DHS: unmanned ground vehicles (UGV), Financing/Economics/Funding, fiber optic sensor placement / intrusion detection, Implications across DHS (CBP, USCG, ICE, USCIS), and Modeling and Simulation.”
The Border Patrol currently uses aerial drones along the border, but does not employ the use of UGVs. Israel, however, uses unmanned vehicles along its border. The vehicle, called Guardium, can go up to 50 mph and includes a weapons system.

More and more, the security marketplace in the U.S. and Canada continue to see robotic security guards as an asset to augment security forces. Robotic Assistance Devices (RAD) and SMP Robotics are capitalizing on this growing market by announcing significant joint expansion plans.

"Everything is coming together" for the robot sector, he said. "We're excited about where this can go."
Others in the sector include Colorado-based Gamma 2 Robotics, which aims at warehouses, data centers, manufacturing facilities and retail stores, and California-based SMP Robotics, which makes outdoor robots and is marketing in Brazil, France, Japan, Singapore and the United Arab Emirates.
"The economics of these things is becoming cheaper," said JP Gownder, an analyst who follows robotics for Forrester Research.
"We're going to see growth of purpose-built robots that can do specific tasks."
Gownder said robots offer several advantages over human security guards.
"They don't experience security guard fatigue," he said.
"Security guard work is challenging because, mentally, very little is happening until it happens. Artificial intelligence can make assessments (on threats) and flag them to a human operator."

Teething issues notwithstanding, the brothers Knightscope are the first in a new generation of robot security guards that might turn the security industry on its head. Colorado-based Gamma 2 Robotics has RAMSEE, a similar style of security robot to K5. Japan’s Sharp Corporation has its Autonomous Unmanned Ground Vehicle (A-UGV), a squat, four-wheeled droid that looks a bit like a bomb disposal bot on patrol. And for even more rugged outdoor terrain, there’s SMP Robotics’ Rover S5, designed for tasks such as patrolling the perimeter fencing of power plants. All three are billed for release in 2017.
