ITTLETON, Colo., Dec. 4, 2012 /CNW/ - Ur-Energy Inc. (TSX:URE, NYSE MKT:URG) ("Ur-Energy" or the "Company") provides the following update regarding construction activities at its Lost Creek Project and the petition for review filed recently in U.S. District Court (see Ur-Energy News Release dated November 13 , 2012).
Ur-Energy President and CEO Wayne Heili commented, "The Company has now taken steps to directly protect its interests in the Lost Creek Project." The Company has filed the legal papers necessary to seek to become a party to the petition for review, which seeks judicial review of the Bureau of Land Management (BLM) Record of Decision (ROD) on the Lost Creek Project. The Company's papers also ask the Court to allow the Company to file a brief in opposition to a motion for preliminary injunction which has been filed by the petitioner. The State of Wyoming has filed similar pleadings requesting that it also be permitted to be heard in the case. The Company currently anticipates that the motion for preliminary injunction will be heard by the Court before the end of the year.
There is a second, separate, request for administrative review of the BLM ROD which was made to the State Director of the BLM last month. Recently, the State Director accepted the request for review, while denying the related request to stay construction at the Lost Creek Project.
Construction activities continue at the Lost Creek Project: the east and west access roads are complete. The first and second disposal wells are installed, with subsurface completion activities scheduled this month, and the pad is constructed for the third disposal well. Construction of utilities is also advanced with the powerline to the processing plant complete and the main pipeline connecting the first mine unit to the plant ready to be installed. The plant pad is graded and the installation of cement pylons is complete. A significant portion of tankage and pumping equipment has been received at the site and will be set after the plant floor is poured and cured. Wellfield construction is also progressing as planned with initial drilling of more than 200 holes.

A Wyoming conservation group is suing the federal government over what it considers to be a failure to protect key sage grouse habitat in Wyoming.
The Biodiversity Conservation Alliance, a Laramie-based wildlife protection group, filed suit against the Bureau of Land Management on Friday. The group claims that construction of the recently approved Lost Creek uranium facility is infringing on sage grouse breeding grounds inside a core protection area.
In the suit, the group claims that the BLM failed to abide by both a Wyoming executive order and the agency’s own sage grouse policy in approving plans for the site.
The most recent sage grouse executive order was signed in June 2011 by Gov. Matt Mead. It states that no surface disturbance may occur within six-tenths of a mile of a sage grouse breeding ground, no main haul road may be within 1.9 miles and that there may be only one oil and gas well pad or one mining site per square mile. A BLM memorandum issued in December saysa reasonable range of conservation measures must be considered in the land use planning alternatives.”Erik Molvar is executive director of the alliance. He said the agency allowed surface and haul roads too close to a breeding ground, or lek, near the site. He also said the project includes installation of about 100 in-situ uranium recovery wells per square mile, exceeding the well density policy.
“The whole idea of core area policies is to provide safe haven for sage grouse where industrial development will only be allowed if it protects the sage grouse population,” he said. “This project directly violates that.”
BLM spokeswoman Mary Wilson said
Friday the agency declined to comment on all pending litigation.
Molvar said the BLM could have considered several other road siting options, which would have taken surface roads farther from the key breeding grounds.
“They should have looked at these options which were presented to them during their [review] process,” he said. “Instead they chose to ignore these possibilities.”
Ur-Energy, the company operating the facility, received its final permit in early October. A company spokesman declined to comment on the suit Friday, saying the company hadn’t reviewed it yet.
The Lost Creek facility is located just north of Rawlins. Ur-Energy plans to utilize in-situ recovery, a technique in which a solution is pumped into the ground to leach out uranium deposits.
Crews are already working to install well fields and construct access roads to the site. Molvar said Friday the alliance is considering filing an injunction to stop work.

They still have 30+ million in cash as of the last qt report I figure at least 25 at the point, all permits are in place so nothing left to stop them. UR- Energy has long term delivery contacts in place in the $60+ range.

Facility construction will start this month at the Lost Creek Project site. The US Nuclear Regulatory Commission issued its license in August 2011. The State of Wyoming Department of Environmental Quality (WDEQ) approved a Permit to Mine in October 2011. The Company received the necessary permit to install and operate Class I water disposal wells from the WDEQ and the US Environmental Protection Agency. Those agencies also approved an aquifer exemption authorizing the Company to conduct injection activities in the production well fields.

The plans have met strong opposition from business, which fears increased electricity bills and an unstable electricity supply.
I bought a lot of URZ @ 1.22 (avg).
With the Megatons to Megawatts program ending in 2013 along with Japan beginning restarts at the the fist of 2013 uranium prices are likely to rise to at least $60 or more. URZ using the "In Situ Recovery Method" should be profitable even with low uranium prices. There is also the possibility of a buy out by the likes of CCJ etc.
