Their is a public letter than came out from a large investor. He said he offered them $5.05 when company was trading at $4 a share.

Looked up a few other OTC stocks and at bottom, they show as OTC markets. This one says Nasdaq-CM.
How so?
Depends how they handle it. If it's a capital raise at or above current stock price, it would be solid. If it's because they uplist and issue new shares at a good price, also happy. They haven't done anything toxic in a long time as far as dilution goes.
