Dunno fer sure, but I thought the ban was on ordinary incandescents and halogens of the 100 / 60 / 40 Watt ilk. Specialty incandescent, for example tri-lights, were exempt.
I, in the last year or two, purchased 50 / 100 / 150 tri-lights at Rona (Canadian chain) and a 50 / 200 / 250 at HD.
If you can't find them locally, then perhaps a border run and smuggling operation is in your future.

Up here, at Lowe’s, we can now get lower power replacement halogen bulbs. They are made by Sylvania and are labeled Energy Saver or Triple life (Philips makes them too).
100 Watt equivalent replacements, for example, consume 72 watts and being halogen have a longer life and “whiter” color temperature than the old incandescents.

As a kid, I was in the Boy Scouts also. Even made it to Queen's Scout (Canada).
Besides the well known motto of: “Be Prepared”, our troop had an additional one of: “Leave your campsite in better condition than you found it.”
Those two mottoes have stuck with me all my life since.
The wackos in the environmental movements drive me nuts. The hypocritical ones are most effective at that. Public land belongs to all. To have it changed to something that benefits mostly them just ain't right. They would have an excellent argument if they purchased such lands and paid the yearly taxes, however I have the feeling that monies raised for such projects are spent in lobbying governments to take care of that minor detail for them.
No building permit probably equates to no inspections either (if applicable). Ya know, a little birdie could squawk to the authorities. Besides assessing back taxes, an inspector could be sent in and have the interior and insulation ripped out to perform a proper inspection of the structure, electrical, plumbing, HVAC, and insulation and vapor barrier. After all, one would not wish to see the addition develop a mold problem, or fall down, or burn up.

IMO there is no physical barrier defining where the ozone ends and the “Hole” begins. No red line or line in the sand. There is ozone in the “hole”. I believe I read that years ago the graphic of the “hole” was defined by the limits of the sensors on the bird. I would hope that NASA (and others) now would have more sensitive instruments or measurement techniques. If so, the graphic should show a gradient of the ozone concentration. Why would NASA withhold such information if they possessed it? Perhaps because they also have their fingers in the pie.
I don't believe that a stable molecule of 'freon', even if it got up there, would attack an unstable, strong oxidant, ozone. I think that the ozone attacks the 'freon'; at least in (possibly assisted) lab tests. Same result though. A six of one, half a dozen of the other argument. There are other molecules that O3 can react with (oxidize).
Most of the depletion has to be unstable 2x O3 becoming stable 3x O2.
And yes, with little or no direct sunlight during the polar winters... replenishment does not occur, and the 'hole' grows. So what? The Sun never is positioned directly over the 'hole' pouring UV to the Earth's surface.
I also discount the cyclone and migration theories, Just shows to go ya that any excuse is better than none to prove a bogus supposition... especially to the sheeple.
So what happens to the 'freon'? I bookread that it sinks into the soil and is decomposed by microbes.
The ozone layer debacle turned me into more of a skeptic and caused me not to buy into “global warming”; now re-branded as “climate change”.

Over three decades ago, prompted by two incandescent light bulbs over my head, I researched the “Hole”.
The first light bulb was: “Hey, Ozone is an unstable molecule...”
The second was: “Freon is a complex molecule; probably heavier than air. How does it get up there and what, at ground level, happens to it?”
I figured out the hoax. The “scientists” perpetrated it to get and keep getting the gravy. Follow the money indeed.
Occasionally I still come across passing comments about the current state of the “Hole”.
What is an environmental scientist or climatologist? ANYONE whose beliefs fit the “Consensus”? What are their actual credentials?

I've been pondering the “regional thingie”. (Yeah, it's dangerous at best when I ponder.) Perhaps there is an ethnic (if that is the correct term.) component to that.
The village in Manitoba where I grew up in was largely settled by Scots. Lots of “Mc”s and “Mac”s heading the surnames there. Other surnames were Scottish in origin. The links TH and I posted had the “.uk” domain. That would explain the commonality between the village and the phrases website. It would also explain why the phrase I posted is not universal in North America.
That said, I have heard that phrase here in Alberta. Where I live has a much more diverse ethnicity than that of the village... The slightly larger groups, but not majority, being (or at least used to be) German and Ukrainian.

Most of the time the Beagles can be found snoozing on the bed in the master bedroom. Although they MAY appear to be asleep, either one of them must be watching the sidewalk out front for foot traffic. (or kitties or bunnies)
If they spot “Mom” or Soldier Son they commence to howling, whining and barking.
Soldier Son lives about 50' across from us and many times he has had to detour to visit with them to settle them down.

In the rural village that I grew up in many people did not lock their doors even at night. Dunno how many... I never tried a door to see if it was unlocked.
Most people did not lock their vehicles. Some left their keys in the ignition.
Saved hunting for them when going somewhere.
The only time our house was locked was when we all went somewhere.
Same for our house here. The under cabinet lights in the kitchen are always on and besides, someone is usually awake 24/7. If someone should enter uninvited, the Guard Beagles would cause a commotion when they rushed to greet them as they Must Greet anyone coming to the door.
As to the Beagles; I advise anyone new coming to the door:
“They don't bite, but if they get you down on the ground, they could lick you to death.”

There was a five minute interruption when Soldier Son and his Fiance came for a visit to tell me that I had a bunch of emails to read.

After the “Show” I checked my emails, watched a bit of CNN, then did some other stuff on another basement computer.
My blood pressure is now pretty much back to normal and I Feel Good!
