The government has used this tactic for 100 years. For example, trying to convince the public that red is red, it will issue a 600 page report. Government knows nobody is going to read 600 pages so most just go along with the government's wishes. That's also how a "bridge to nowhere" construction project gets attached to an abortion bill and it slides through Congress. It's all by design.
The statement to which you were replying assumes everyone is honest and not screwing with the law. George Bush, who everyone assumed was squeaky clean was actually a crook and getting paired with Paulson made things even worse. The biggest crook of all though was Obama who STOLE money from the GSEs to pay for that ridiculous Obamacare subsidies for those who couldn't pay their premiums. He asked Congress for the money and they refused but he still came up with the funds . . . to the detriment of GSE shareholders.
