Perhaps it is Northcott who brought Niocorp and Nordmin together?

I disagree because Nordmin has just created a new division called Nordmin Constructors ( recalling name from memory) and The Nordmin release states an intention to discuss Nordmin handling build out once Detailed Engineering work is done.
It seems Niocorp's general intent is to partner with Nordmin in: Detailed Engineering, obtaining financing and the complete buildout.
Important to note Nordmin has lots of real life experience in all of this.
I personally believe the the Nordmin company is probably starting with the primary purpose of handling Niocorp's project.

Regarding 3rd party review;
Another thought is that I doubt Nordmin would be so positive about suggesting substantial material improvements could be made to the FS if there was going to be any 3rd party problems. I suppose Nordmin did their own 3rd party review internally. I'm suggesting it's very probable the FS has had in effect TWO 3rd Party Reviews. I also think Nordmin's internal review was even more rigorous. These are my speculations. Blessings to all !!
I appreciate your thoughts. I too was wondering what the verbiage of the recent announcement really meant, but I was hesitant to post any concerns. For certain the language is NOT NEGATIVE. It is positive in the sense it gives a green light and presents no obstacles. I have zero experience with these types of reviews. So perhaps the language is as positive as it gets?
I do recall Mark said at the Town hall that it's possible the 3rd party review could come back asking for more requirements or studies. Which it apparently did not. So perhaps in the universe of reviews it's very positive!

Perhaps now is a good time for a few of us to email the home office and just let them know shareholders would appreciate an update or shareholder conference call. To alleviate any concerns and perhaps get more clarity on recent events and near term expectations. No nasty grams but just a friendly request. Just a thought :)

No information that wasn't public of course. Niocorp is extremely prudent about SEC rules, perhaps overly cautious. They were always good to explain things to my dyslexic brain!! lol I'd be dangerous if I could read good!!
One thing I've learned is this whole process of bringing a mining project from Exploration to production is very complex with many moving parts.
Jim Sims is very good at explaining things. Also if you ever get the chance to talk to Scott Honan he is very good at explaining things to folks like me who are learning this whole mining thing.
Again there are many fluid parts in process simultaneously. But the less time they have to chat is good!! It means much is happening!!

One thing to consider is both Largo and IBC have had very positive developments since Mark Smith got involved. So in one sense it adds confirmation to his abilities in mining and alloys.
On the other hand it's frustrating to see Niocorp languishing.
But Niocorp is where he has invested more of his personal money as far as I know. So whatever the hold up is one would think it's not for lack of trying.
Reasonable thoughts!! Recently in a private conversation with a fellow investor, he expressed dissatisfaction when there are what some call negative posts. But I disagreed wholeheartedly!! Where else can people share their thoughts about this stock!! The only people who care like We do are in fact other investors who bellied up to the bar with their hard earned money!!
I suppose if someone is trying to manipulate things that's not good. But who the heck can control the market? Not little peons like me!!

I feel the frustration of your post. The time delay on this is extraordinarily frustrating! We could have put this money elsewhere and bought back in and not missed a beat!! And in fact sparred much angst!!
But it would be even worse pain to miss the pop when it comes.

The 100 page FS report is often referred to as a condensed version.
And perhaps it is that to some degree? But my understanding is that it's main purpose is a "3rd party review of technical and engineering work in the 900-1000 page FS". The 3rd party is RPM Global.
I think Niocorp has explained it as a condensed version to keep it simple. But I'm fairly certain it's main purpose is to provide a second layer of evaluation of technical information as a Qualified Person and NOT a Cliff notes version of FS.
It's also my understanding that this is a normal requirement and does not usually slow up financing that much unless 3rd party wants more verification of something critical that might require more studies. RPM's review happens simultaneously with financing efforts. But final approval of financing won't occur until RPM's Review is completed.
But and Nordmin has already began the Detailed Engineering work also!
So there are many fluid parts moving simultaneously. Clear as mud right?

It's possible a short delay or none at all. If lenders & investors like the current FS numbers they would probably proceed with all the behind the scenes work and then just adjust numbers accordingly when available. Because every single thing announced regarding Nordmin was a positive impact on Capex & Opex. Any improvements just make the project more desirable.
Again it's good to point out that Nordmin was involved with the updated Feasibility Study released in December. Which means they have an intimate understanding of the project.
I highly doubt Nordmin would suggest multiple areas of lower costs and timeframes if it wasn't a sure thing. It's logical to conclude the only question is HOW MUCH IMPROVEMENT ?!!!
It's likely it will be substantial!!
The current total Capex is $1 billion and 8 million. Just a hair over 1 bill. Sure would be nice if price tag comes in at $900 mill or less. $800 would be phenomenal!!
I'm actually wondering why CBMM doesn't invest in Niocorp. Or expand their portfolio to Vanadium & Scandium? Sure would make sense I think?
I remember Mark Smith indicating he knew the family well. Mark was once on the Board of CBMM.
I know Brazil is a bit unstable politically. Wouldn't it be interesting if CBMM is one of the potential investors? Unless there would be some legal issues with antitrust legislation regarding monopolies?

Is Scandium on the stockpile list?
I know that Niobium is and has been for the last couple years.
But I'm not sure most people understand the process? In the past I had an extensive conversation with someone very knowledgeable about the process. Just because it's on the critical list doesn't guarantee it will be stockpiled. But it does mean any intelligent government or company wants redundancy in the supply chain. Meaning more than one reliable supplier. This is why the big Brazil company actually prefers Niocorp come on line with production. Many of their customers want other reliable suppliers.
The very last thing the US Government wants to do is stockpile anything!! Due to the obvious expenses and headaches. The government much prefers to purchase on the open market.
But if an element gets to stockpiling decision, they only stockpile what they need. It not like they're massive hoarders. So any sales to the government won't be a significant part of revenue. But it does have PR value and does indicate the importance of said elements.
Niocorp gets more bragging rights or any company supplying as well.
Main revenue will come from the companies DOING BUSINESS WITH THE GOVERNMENT. That's really the important point. Niocorp has helped push forward the debate and dialogue concerning critical elements and having a reliable USA provider.
But it all adds up. Just more pieces of the puzzle being successfully put in place.

One thing we should tell anyone regarding Niocorp is that the stock will probably be pretty volatile until there is real production and real financial numbers for the analysts to sink their teeth into. Even as it moves from .60 to $5 US dollars.
But that is also s HUGE ADVANTAGE!! Most people will buy more when their knowledge and confidence increase. And if you believe in a stock at X price and nothing has really changed you have to really love it at 60-70% of X.
The world is an uncertain place. The only thing that could really hurt Niocorp is if there are other elements more easily found and cheaper that yield similar or better benefits. But that doesn't seem likely. Also what if a bigger deposit easier to get to was discovered with higher quantities and better ore grades of these elements?
Yes that might effect things a little.
But no one seems to have found a better resource, and you don't just stumble upon these things!!
They are only discovered by looking for them at significant expense.

Quite a powerful statement and quote in the release dated February 7th.
It doesn't sound like there is any doubt in his mind this project is getting financed and will not only get to production but that Niocorp will be a major player on the world stage in
Both critical and strategic elements but also in the actual Alloys as is evidence by the recent development with IBC.
And it seems Nordmin has real experience in developing mining operations from A to Z. So obviously Mr Dougherty knows the business and seems extremely confident. I like the words "great undertaking"and "will establish" in the above quote.
Been there done that!! It means you have a high degree of integrity and value your word and care about others!! All beautiful virtues!!
I'll bet these friends and relatives all know this about you and respect you for it.
I'll also bet that the fact you don't recommend things lightly speaks volumes!! The fact you do believe Niocorp is a good investment and that you cautiously recommend it is a huge positive sign to them.
They get the advantage of all your many hours of due diligence and analysis!! Your doing them a favor!!

25-85, will support this project once they learn of it.
These elements and Super Alloys are simple good for the environment.
It allows for a wiser stewardship of this earths resources. Because Niobium and Scandium both
Leave a much smaller carbon-footprint.
That suspension bridge in France that Niocorp shows on the website used 40-60% less steel & concrete. So a lot less trucks, plant emissions, etc etc
I suppose one could calculate an enormous lessening of toxic emissions.
(Though the whole global warming, climate change movement is junk science with a political agenda. A whole generation has been brainwashed.)
Still we can use that brainwashing to our advantage!!!

Can't agree more!! And I don't think Nordmin nor Niocorp would have suggested those very positive items unless there was already a fair degree of certainty the capex numbers will go down substantially. It's just a question of how much? So I have a strong sense we may have more than one release announcing new capex reductions.
Again many things are lining up in Niocorp's favor.
And this project has support from local, state, and US Representatives, Senators, the DoD, and the Executive Branch!! I mean this is really something. Still a bit mysterious why so low.
There are many "elements" (pun intended ??) as to the steady increase in share price.
I think it takes weeks for the news in PR releases to take effect especially in a stock most of the world is simply unaware of.
Like major news on Apple would be at the speed of light.
Whereas major news on Niocorp is like dial up Internet.
Take for example the companies release on Nordmin. There were several items in there virtually worthy of separate news releases !! The biggest being the reduction in the dewatering time frames even with the possibility of ELIMINATING that phase altogether !!
Personally I think it's valuable use of time to go back and retread that milestone release again.
It's all about de-risking the project. The potential substantial reduction or elimination of the dewatering phase, reduction in capex, the earlier production of higher ore grades ( i.e. Increased revenues and EBITDA) is off the chart good news!!
All of which would increase the net present value and make the project all the more worthy of financing.
It could well be certain aspects of the financing are waiting for some detail from Nordmin before pulling the trigger and lending or investing.
But this stock is severely undervalued!! And once it pops it's going to shock a few people how fast this pony will Gallup up over $1 and then $2 !!
My opinion of course!!
Wouldn't it be interesting if some foreign entities not friendly to the USA wanted to buy controlling interest or all of Niocorp and then any outright purchase of Niocorp would be blocked by the US Government due to national security interests?

People in the know are probably putting on some quiet pressure
Getting some shares before any serious breakout.
What's so interesting is that more buyers will come in at every dollar mark: at 1$, at $2 & $3 etc. a huge increase of buyers will pour in at $5. Because almost ever investor sets a minimum at which they will buy a stock. The mindset is unless the stock is worth X amount it's not a reliable investment.
So upwards pressure will force the stock upwards until it exceeds its TRUE CURRENT VALUE!!
The true current value of this stock is between $4-8 US currency. But that number increases as Niocorp nears production.

I know we don't like forecasts 5-10 years out......but here I go:
Niocorp will do further resource assessment much sooner than most realize. Probably before the first full year of production.
Since the mineral deposit is open in 2 directions horizontally and at all directions going vertical (down), that's when this whole Thing WILL GET CRAZY!!
So many things point to increased uses of niobium and scandium as well as vanadium which hmmm Mark Smith just happens to be CEO of the only pure vanadium producer in the world!! (Most certainly mergers of Largo and IBC with Niocorp seem quite reasonable when the time is right).
Once that scandium market heats up, Niocorp will be able to increase production of current mine and perhaps more importantly open up a second mine with the primary focus on scandium.
The company then can design the flow sheet and metallurgy for absolute maximum production of Scandium and all other elements will be secondary. I believe that's what will cause this stock to run from the $25-35 range upwards of $70-80.
I know very few will remember this posts. But this is to me the truly exciting part, the expanded production possibilities to meet an ever increasing world demand.
Almost no one in the press seems to be aware of the 1500-2000 scandium patent applications over the past 5 years. The articles sometimes speak of an uncertain scandium market even if a substantial, reliable, high quality supplier emerges.
They are mathematically impaired!! There are hundreds of previous patents on scandium on the books and a huge amount of current and pending patents. How can a reasonable person doubt the OVERWHELMING DEMAND WORLDWIDE FOR SCANDIUM?!!! Is simply beyond me!!
Imagine buying shares around 50 cents US currency and having the stock go up 140 to 160 fold !!! Plus the attractive dividends that will most certainly be paid by then !!!
It will be interesting to see who of us will have the wisdom to hold until then? By the way nothing wrong with selling a few shares along the wonderful ride to those high values to capture all of the cost basis and some profit and let the house money ride!!!
One more thought. With all this government support it could be that deals almost done were put to the side in favor of ones with better terms but added a bit more time. I know that is speculation but everything keeps stacking up in Niocorp's favor . It wouldn't surprise me at all if institutions that passed before now want in.
It's hard to imagine Lind Partners bellied up to the bar with millions more $, without doing the due diligence. If there was any question of financing coming through why would they take on the additional risk?
Someone once told me mining deals can take over a year even
24 months to put together complex deals. This deal will probably come in under 12 months from the first full FS in August 2017. I bet they have it done before June 30.
But with all the Government support from all levels things should happen faster.
