If your planning to vote no, it might be a better idea not to vote at all.
1. Management is trying to manipulate the "NO" votes, into not voting at all stating a quorum is not met.
2. They want you to vote no, because they believe they have enough votes, but not enough to meet the quorum.
Anyone else have a different theory?

If they promise a 2:1 RS, I will vote yes.
Slow and steady. That's the way.
I would love parabolic.

Is taking a short cut the best business approach?

Depends on the ROI.
Obviously, the previous acquisitions and rapid growth plan has hurt ECIG.

Based on your self confessed selling and chasing stock investment history, I am totally convinced ECIG will have the biggest gains in the future.

I have always told people "Do exactly the opposite of what I do and you can't go wrong"
Reflecting on my investment history, I have picked some big gainers.
If you invested in my picks upon my exit, you would have made tons.
My problem was, I have never held onto those stocks long enough.
ECIG is one of those big gainers.
My average share price is just under .06
I normally would have dumped it all on Friday. But, I truly believe ECIG will be my biggest pick.
I have invested 110% of my 2015 investment budget into ECIG.
In fact I haven't had a cigarette since I purchased FIN several weeks ago. The money I save will be added to my ECIG investment.
Even my wife believes ECIG is a winner. She has allocated more funds to my budget to make sure I do not sell ECIG.
She doesn't know I added some of those funds to ECIG as well in a different account.
That's the best confirmation any married man can ask for.

To mitigate the impact, the FDA has proposed to use its enforcement discretion to allow products to stay on the market for 24 months from the time the regulations are promulgated. Even with this grace period, however, premarket review may pose a significant barrier to small brands, some of which may be better suited to harm reduction than the products marketed by big tobacco.

Given the statute’s inflexibility, and the scientific uncertainty, it might seem sensible for the FDA to stay its course until the science is settled. During such delay, state and local governments could continue to develop their own regulatory responses to e-cigarettes. Already four states have applied some or all of their indoor smoking laws to e-cigarettes; as have almost 200 cities. Many local jurisdictions also ban youth sales. These more localized regulations may serve as the laboratories of democracy that will allow us to gather evidence about the impact of e-cigarettes, and their regulation, on smoking rates.
On the other hand, state and local governments have far more limited regulatory tools at their disposal than does the FDA. In particular they cannot prevent adulteration, and they have less authority over labeling. Moreover, because some e-cigarettes deliver higher doses of nicotine than do traditional cigarettes, the risks of addiction are high. As a result, once e-cigarettes become firmly established in the market—especially among young people—it may be become quite difficult to implement effective regulatory responses.
In the ideal world, the solution would be for Congress to amend the TCA to permit the FDA to exercise greater discretion as to which regulations should apply to e-cigarettes. This would permit the FDA to impose youth bans, bans against adulteration, and labeling requirements, while waiting on a wider range of measures. Given the politics in Washington, however, that’s not likely to happen. Congressional gridlock thus joins scientific uncertainty as yet another challenge confronting the FDA.

PPS is on the rise at a steady pace.
Any faster and we will run into situations such as on Friday.
(150% of steady gains, but one day of 13% decline and people panic)
(Many factors contributed, but nevertheless it was inevitable and predictable)
Many would perceive it to be some sort of p&d, although all p&d's use some outlandish and false PR's
IMO:
O/S is maxed.
RS will not pass. (90% of RS in OTC = bad)
(many got burnt by RS in OTC including myself)
ECIG will not BK. (Cash flow is not an issue at this point in time)
PPS will continue to rise until and after 3/31.
RS vote will be announced again after PPS makes sense. (May not even be necessary)
Eventually uplist.
Longs will reap the benefits. (Flipping maximizes ROI and Risk)
If it was fast and easy, we would not be looking at 50 to 1 ROI.

It may take a day to reconcile the share count because I myself have flipped 30% of my shares.
Anytime there's an RS, there have always been delays in allocations to various agents.
The RS won't be executed until the pps qualifies and maintain its pps for I believe 100 trading days.

It is because there are millions of small investors, who are being introduced to ECIG. They see the opportunity here. They are afraid of not being a part of the resurrection. They do not want to miss the ECIG liftoff. They see the charts. Gator converted. Others will follow. The more they read, the more they believe. I started flipping a few months ago. Now, I am long ECIG. We will succeed.
They are both listed as Director on etrade.
I guess Wells Fargo won't be under writing this time.

Thursday I sold 30% of my shares @ .146 expecting the pullback.
Setup buy for the same dollar amount @ .1292 immediately.
I changed my order to .1234 watching the free fall.
I was dancing when it climbed to .15 for 2 seconds.
Luckily we closed @ .123
I don't think I'll try that again next week.
But, I did have a good night's rest because my initial investment was in the bank.
In a few month's I'll take my money and buy an absentee owner franchise with a 50% annual return.
And add another business every few years and semi retire in 10 years.
In the meantime, I'll be scanning for another ECIG opportunity.
I did have a "free ride warning" two years ago. No big deal.
I'll probably get another warning this year.
Just flip once a week and you'll have no problems.
In an emergency ( sell, buy, sell, free ride warning) no big deal.
I play with 30% because I can sell, buy, sell, buy, sell, buy without a free ride issue.
