Democrats are beginning to pressure President Biden to take on marijuana reform as Congress struggles to find a path forward on decriminalization and as the party contemplates what’s possible before the midterms.
Liberals have been building momentum with just two months until the November elections with back-to-back wins on key pieces of Biden’s agenda, from student loans to health care and tax reform.
With the wind at their sails, they are now hoping to get the president on their side once again by moving toward what they believe would change the nation’s criminal justice system in a meaningful way.
“Now that the president has delivered on a progressive policy of student debt relief, he has seen an uptick in the polls, he’s united the base, put Republicans on the defensive and Democrats across the country seem to be riding the wave as well,” said Stacey Walker, an influential Iowa Democrat and former surrogate for Sen. Bernie Sanders (I-Vt.) who focused on cannabis reform during the “unity task force” negotiations between theBiden and Sanders camps in 2020.
“Along with several members of President Biden’s senior leadership team, we all agreed that at the very least the president should decriminalize marijuana and reschedule it through executive action at the federal level,” Walker said of the negotiations following the last presidential election.
On the campaign trail, some Democratic candidates are becoming more vocal about the issue, seeking to reignite what they see is not only a moral imperative but a smart political move to maintain their majority.
The loudest call in recent weeks came from Pennsylvania Lt. Gov. John Fetterman, one of the most prominent Democrats to publicly urge Biden ahead of a visit to the Keystone State to direct his political will toward reforms where a closely watched race to flip a Senate seat is currently skewing in Fetterman’s favor.
“It’s long past time that we finally decriminalize marijuana,” said Fetterman, who is comfortably leading against Republican nominee Mehmet Oz. “The president needs to use his executive authority to begin.”
Fetterman was not alone. His request came after a group of Democratic senators sent a letter to the Biden administration ahead of the August recess pushing the president to start addressing the issue. They asked officials at the Department of Justice (DOJ) to remove marijuana from the list of federal controlled substances and pardon those convicted of nonviolent cannabis-related offenses.
“I think Biden understands the larger issues at play here and I’m encouraged by that,” Sen. Cory Booker (D-N.J.), one of the Democrats who signed on to the letter, told The Hill on Tuesday. Sen. Elizabeth Warren (D-Mass.), who also helped lead the letter, stressed, “There is more that we could do.”
The lawmakers said the request was a follow-up after receiving a “disappointing” response months prior, claiming the DOJ’s sole reason for not acting was a determination by the Department of Health and Human Services that “cannabis has not been proven in scientific studies to be a safe and effective treatment for any disease or condition.”

While the August cannabis sales total of $129,441,315 is about $6 million below the 2022 monthly record set in July, Illinois’s total for the year now stands at $1,015,700,115.

President Joe Biden and Pennsylvania Lt. Gov. John Fetterman (D) briefly discussed marijuana policy reform during a meeting near Pittsburgh on Monday, two campaign spokespeople told Marijuana Moment.
Fetterman, a U.S. Senate candidate and longstanding cannabis legalization advocate, called on Biden to take executive action to decriminalize cannabis days ahead of the meeting. His campaign initially said that he intended to discuss marijuana reform with Biden when they were expected to cross paths at a Labor Day parade. The president did not end up attending the march, but the two met before Biden’s speech at a union hall later in the day.
The Fetterman staffers confirmed to Marijuana Moment that the two elected officials discussed potential changes to marijuana’s status under the Controlled Substances Act.

Cannabis legalization decreases the stock market value of major pharmaceutical firms

Researchers from California Polytechnic State University and The University of New Mexico find that stock market investors predict cannabis legalization will reduce conventional pharmaceutical sales by billions of dollars.
In their recent study, “U.S. Cannabis Laws Projected to Cost Generic and Brand Pharmaceutical Firms Billions,” published in PLOS One, Ziemowit Bednarek from the Finance department at California Polytechnic State University, Sarah Stith from the University of New Mexico’s Economics department, and a co-author studied how the stock market returns of publicly traded pharmaceutical firms responded to medical and recreational cannabis legalization events. They found that stock market returns were 1.5-2% lower at 10 days following a cannabis legalization event and that the implications of the annual sale from this reduction were in the billions.
Other studies have determined that cannabis access reduces the consumption of specific types of medications, such as opioids, or in certain patient populations like Medicaid patients, but this is the first study to analyze the overall effect of cannabis on pharmaceutical firms across all products and types of patients. Unlike other drugs, which are designed to target and are approved for specific conditions, cannabis is used to treat an astonishing range of conditions including physical symptoms such as headaches and muscle spasms as well as mental conditions such as depression and anxiety.
The cost of pharmaceutical drugs remains a major barrier to healthcare for many Americans and a significant financial burden to state and federal governments – cannabis may be part of the solution. The current study concludes that cannabis acts as a new competitor in drug markets. Extrapolating the results to full federal legalization, the authors estimate a reduction in conventional pharmaceutical sales of almost 11%. Substitution away from conventional drugs towards cannabis appears to be occurring even without standardization, clear dosing instructions, or health insurance coverage.

Remember that ASK is nothing more than a MM offering to sell x amount of shares for x price. Most of the time they are Shorting those shares and will work to cover those shares at a lower price and they make money.
As you have seen many MM trades are made between the BID and ASK if any of the other MM want to play.
It is just another reason you can't beat these guys short term and the crumbs are not worth the effort. Play for the HUGE Payoffs. it is worth the wait.

Marijuana use is outpacing cigarette use for the first time on record

More people in the U.S. are now smoking marijuana than cigarettes, according to a Gallup poll.
Cigarette use has been trending downward during the past decades, with only 11% of Americans saying they smoke them in a poll conducted July 5 to 26, compared to 45% in the mid-1950s.
Sixteen percent of Americans say they smoke marijuana, with 48% saying they have tried it at some point in their lives. In 1969, only 4% of Americans said they smoked marijuana.
Attitudes around both substances have also shifted dramatically.

In 2019, 83% of Americans said they thought cigarettes were "very harmful" to smokers, while 14% said they are "somewhat harmful." Nine out of 10 adults said in 2013 that smoking causes cancer, while 91% of smokers surveyed in 2015 said they wish they never started.
"Smoking cigarettes is clearly on the decline and is most likely to become even more of a rarity in the years ahead," Gallup Senior Scientist Dr. Frank Newport said. "This reflects both public awareness of its negative effects and continuing government efforts at all levels to curtail its use."
Meanwhile, 53% of people said in a July poll they think marijuana has positive effects on those who use it.
Still, alcohol is the most popular substance, and has remained consistent for a while. Sixty-seven percent of Americans in the most recent poll said they are drinkers, compared to 63% in 1939. About a third totally abstain from alcohol.

Biden faces growing pressure to legalize weed
Democratic Senate hopeful John Fetterman is calling on President Joe Biden to decriminalize marijuana before visiting Pennsylvania next week.
“It’s long past time that we finally decriminalize marijuana,” Fetterman said in a Monday statement. “The president needs to use his executive authority to begin descheduling marijuana, I would love to see him do this prior to his visit to Pittsburgh.”
Biden is expected to travel to two key midterm swing states next week — Pennsylvania and Wisconsin — to “celebrate Labor Day and the dignity of American workers,” according to a Monday White House advisory. When in Pittsburgh, Biden is set to meet with Fetterman, the Democrats’ pick to beat Republican opponent Dr. Mehmet Oz.
FETTERMAN IS A LONGTIME ADVOCATE FOR CANNABIS REFORM
Fetterman is a longtime advocate for cannabis reform and has made legalization a key issue throughout his Senate campaign. On his campaign website, Fetterman pledges to “work to end the war on drugs by fighting to deschedule marijuana, expunge the records of those convicted of nonviolent marijuana offenses, and prevent the monopolization of this vibrant new industry” if elected in November.
Biden has previously opposed fully legalizing marijuana, but his position shifted toward decriminalization by the time he became the Democratic party’s nominee for president in 2020. That year, the Democratic party adopted decriminalizing and rescheduling marijuana through executive action as part of its platform. Despite the platform, Biden has yet to take any significant action to reschedule or reform cannabis regulation.
Last month, Marijuana Moment reported that the Biden administration was preparing plans to free people incarcerated for marijuana-related crimes. Speaking to reporters, Biden said that he didn’t believe “anyone should be in prison for the use of marijuana.” He continued: “We’re working on the Crime Bill now.” In April, Biden granted clemency to over 70 people convicted of cannabis-related crimes.
The White House did not immediately respond to a request for comment from The Verge on Monday asking if the president planned to take any cannabis-related actions.
In his Monday statement, Fetterman said, “I know firsthand what real crime looks like. [Marijuana] does not fit the bill. It’s time to end the hypocrisy on this issue once and for all.”

Marijuana use reached a record high in new polling, as for the first time more Americans said they smoke marijuana than reported smoking cigarettes in the last week.
Sixteen percent of Americans in a new Gallup poll reported smoking marijuana, up from 12 percent last year and more than double the all-time low of 7 percent.
Fewer Americans, at 11 percent, reported smoking cigarettes in the past week, down from 16 percent last year and a far fall from a peak at 45 percent in the 1950s.
It’s the highest percentage of reported marijuana use and the lowest percentage of past-week cigarette use since Gallup started asking those questions in 2013 and 1944, respectively.
Nearly half of U.S. adults now report having tried marijuana, up from 4 percent when Gallup first surveyed about its use in 1969.
Despite increasingly common use of the drug, Americans remain evenly split on whether marijuana is having a negative or positive effect on society.
Yet more than two-thirds of Americans, at 68 percent, think the drug should be legal, a record-high maintained from last year’s polling.
