Ran a multi-state company very similar. 20-30% turnover annually isn't unheard of. It's a stepping stone job where there are only so many advancement opportunities. Both the company and employee are aware of this from the beginning. I'm sure there are area managers are in place to recruit/hire/train in a hurry.

Why would they? They would have vans/packages disappearing regularly. Would you put Amazon or so and so package delivery service on your van? Have fun eating in it and making sure it's empty before you walk away. How about a work truck loaded with tools? What would you put on it?
