9:36 ET - The omnibus spending bill released by Congress overnight includes a provision barring Treasury from selling the government's stakes in Fannie Mae (FNMA) and Freddie Mac (FMCC) until 2018. The move is likely to disappoint shareholders, who had hoped the Obama administration might release the companies from conservatorship. The administration has repeatedly rejected that option, but with Congress unlikely to take up housing-finance reform anytime soon, the omnibus provision would effectively cement the status quo into law for the next couple years.
