The European Union is poised to impose sanctions against more Congolese officials, sources in Brussels said, amid worsening violence in the resource-rich country since President Joseph Kabila overstayed his mandate and pushed back elections.
One source said the EU will add nine names to its Congo blacklist of people subjected to asset freezes and travel bans. They join seven others, including members of the Congolese army and police, the bloc put on its list in December citing "serious violations of human rights".
The bloc's 28 member states are expected to approve the enlarged sanctions list at a meeting in Brussels later on Wednesday, the source said.
Kabila, in power since 2001, struck a deal in December with Congo's main opposition bloc to stay on after his mandate expired provided he held elections by the end of 2017. But talks to implement the deal broke down in March when Kabila refused to commit to the bloc's choice of prime minister.
Political tensions are high after security forces killed dozens during protests over election delays last year. Worsening militia violence in recent months has also raised fears of a backslide toward the civil wars of the turn of the century that killed millions.
The Congo government has repeatedly denounced earlier sanctions imposed by the EU and United States as unjustified and illegal, and has threatened diplomatic retaliation.
Congo mines significant amounts of cobalt, gold, diamonds, copper and tin but remains one of Sub-Saharan Africa's poorest countries.
On Tuesday, the EU said separately it would help transport aid workers and medical supplies to a remote north-eastern region of Congo, which is fighting an Ebola outbreak.

Ivanhoe - what's in a name?
When my mother was pregnant with me, she met Robert Taylor at the Roosevelt Hotel in New Orleans where my dad worked as headwaiter. I think she was impressed. Later, when I was a tiny tot my mother took me to see "Ivanhoe" starring Robert Taylor. That would have been 1952. I was enthralled by all the arrows flying from the longbows.
Robert Taylor is where I got my name and I think he was my connection to Ivanhoe, the movie. [I think my mom had a thing for Robert Taylor in tights. She would have given a hoot about an arrow and sandals movie]
And now I hope Ivanhoe does great things for my retirement, which, although comfy, could always use a little boost, whatever 55K shares can provide.
I fully agree with your assessment. However, never underestimate the power of African leaders to snatch defeat from the jaws of victory. Too much internecine blood-letting. DRC needs to get past the current "redistricting" hurdle and a presidential election, which is supposed to be held by EOY. Otherwise instability, with who knows what consequences. Hopefully, whichever side remains in power/emerges will have no desire to kill the golden goose, i.e., development of their rich mineral resources.

It's not really a contract. This agreement puts them on the signee's list of approved contractors. It's up to individual franchises to use or not use BLGO's process. It is a very hopeful sign, however, and in all likelihood, will be followed by sales contracts. jmho.

I still think Joseph Kabilia is trying to rescure defeat out of victory. Seems no coincidence to me that a couple of weeks ago, he announced they were reorganizing their provinces from 12 to 26, i.e., gerrymandering the districts to put the money where they want it. They then requested Ivanhoe move their headquarters to place it in the "same district as their mining operation." Another way of saying it was gerrymandered to give his tribal relatives the money from the mining operation. The three big rules of governing in Africa - Corruption, tribalism, and brutality. Our CEO had this all worked out. Now he and the Chinese will have to pay more under the table (my opinion only) to work things out. The political instability made investors nervous. All in a days work for doing business in Africa. Next political obstacle? The elections scheduled of NLT December 2017. Wanna bet they get "delayed?" That being said, no one there wants to kill the golden goose. Ivanhoe will go on. It just takes "money" [and maybe Chinese AK-47s] to do business in Africa. Re Fuel Cells, as a side bet I have been building a position in BLDP. They hold tons of patents and now, after many years of languishing in the wilderness, they have contracts with China and others. Price starting to climb. I liken them to where Ivanhoe was, way back there in the Fall of 2016. Anyone remember those days when a buck fifty would get you 1000 sh of IVPAF?
Some fuel cell'ers like Plug Power, which has deals with Wally and Amazon, but my understanding is they get their F-Cells from Ballard. They are making great applications of the technology. DYODD.
So,the way I see it, we get on-line with Kipushi in 2018, Kakula/Kamoa in 2019, and, my WAG, Platreef in 2020. All my guesstimates.

FYI, YH financial data users: If you click on IVPAF, YH shows 0/0 for Bid/Ask. If you look under IVN.TO, the TSX analog, it will show the current Bid/Ask, albeit, 15 min delay and Canadian $. If the Ask is above the current price, it is rising. If Bid is lower, probably dropping. e.g. current at this moment price is 4.09 C$; Bid is 4.09, Ask is 4.10. Maybe this helps someone out there other than vastly more knowledgeable gazillionaires like TT and those of you who log on somewhere to get RT quotes.

Sorry, based on earlier message board posts, I was under the impression it would be early next year. So I researched it this morning and cannot find a good projection for start of mining. May have misunderstood what I had read earlier. Ivanhoe's website has a lot of data but, unless I overlooked it, I did not see a projected start-up date for K-K. I would welcome any clarity someone can provide for start-up of production.
Why the drop? Spot Copper has trended down for two weeks, from 2.75 to 2.61. IMO, we are very sensitive to the price of copper, even though IVPAF is a year away from production. Second point is, of course, obvious. Doubled in price in recent months. Too much, too soon for Mr. Market. Long term view is only rational option here. LT = 1-3 years, or more. We should get a bounce in April with new PEA's do out. That said, bwaaa, this hasn't been a fun ride the last two weeks. Bwaaa.

If this just scared you as much as it did me, look at ivn.to. It is up .48. I don't know what the hey this 0 valuation means, but I assume it will correct to the TSX valuation, which is currently about 3.36.
