Back in 2004 gullible voters passed (Proposition 63) an additional tax on anyone making more than a million dollars. Ultimately the state collected $7.4 billion that was to be used specifically for the treatment of mental illness in our state. But I guess it all depends on what the definition of “mentally ill” is. As far as the Department of Mental Health is concerned, they have a pretty loose definition.

Tri-City Mental Health Center board passes operating budget: 07/19/2012
POMONA - Tri-City Mental Health Center board members passed its 2012-13 operating and cash flow budgets on Wednesday at a regular meeting.
Total revenues for the 2012-13 fiscal year are projected to be more than $16.4 million while total costs are projected to be more than $15.3 million, according to the budget.
