AIKI .47 - So, outsiders have sold this company's stock down to less than .50-on-the-dollar and insiders aren't filing Form-4-Buys by the truckload? How can management EVER promote it's own stock again when they show no interest in less than .50-on-the-dollar?

I can't recall ever taking a loss in any stock that I bought ".50 cents on the dollar". Neither have I seen this many available at one time.
At some point the institutions, and even moreso, the insiders have to start buying these "1/2-cash" issues in bulk, one would think...

100 stocks are trading below the cash they have on their balance sheets.
210 stocks are trading with a cash/market-cap ratio <2.
447 stocks are trading at oversold territory (i.e. RSI <30).
Basically, buying biotechs right now is the equivalent of buying cash, and in many cases you get more than $1 of cash for every $1 you put into this space.
Using the XBI/SPY, you can see that not only is the ratio at the lowest level in about 8.5 years, but it's around the same level it was at the bottom of the subprime crisis!
If this isn't considered cheap, I don't know what is!
