High-polluting vehicle elimination to benefit bus and heavy-duty truck markets

BEIJING – According to the 12th Five-Year Plan (2011-2015) of Air Pollution Control in Key Areas (the Plan), high-polluting vehicles, also known as yellow-labeled vehicles, will be eliminated from main cities in air pollution control key areas by the end of 2013. By the end of 2015, yellow-labeled vehicles that registered before 2005 will be eliminated nationwide with no yellow-labeled vehicles running on roads of Beijing, Tianjin, Hebei, Yangtze Delta and Zhujiang Delta regions.
China will invest ¥94 billion ($15 billion) from 2012 to 2015 in eliminating 5.44 million yellow-labeled vehicles in key areas with bus and medium- and heavy-duty truck markets benefitting the most.
China had 15.2 million yellow-labeled vehicles by the end of 2011, accounting for 16.4 percent of the whole vehicle parc. Most of the country’s vehicle pollution can be attributed to medium- and heavy-duty trucks as well as medium and large buses that have not reached the State III or above emission standards. The country is estimated to eliminate 348,000, 392,000, 610,000 and 778,000 units of high-polluting large buses, medium buses, heavy-duty trucks and medium trucks respectively during the 2012-2015 period, according to a report of Bank of China International Securities (BOCI Securities).
BOCI Securities says most city buses under the State III emission standards will be eliminated or to be replaced by energy-saving and new energy buses including hybrid buses, CNG and LNG buses in the next few years.

According to Chinese regulations, following their purchase, new small cars are required to be inspected once every other year for the first six years, than every year for the next four years. Afterwards, they are required to be inspected once every six months. A vehicle which fails to pass three inspections in a row is subject to be forcibly scrapped.
Furthermore, drivers of a vehicle that has not been inspected in over a year risk being fined up to 200 yuan ($31.85) and having three points put on their driver's license.
According to Yayuncun Automobile Market Deputy General Manager Yan Jinghui, the new standards will force manufacturers to raise the quality of their automobiles in order to ensure they last longer. Mr. Yan believes that the standards will help rid Chinese roads of old vehicles, whose safety standards may be outdated, while reducing automobile emissions at the same time.

In Tuesday’s State of the Union address, President Obama proposed a program to divert revenues from federal oil-and-gas drilling into research for alternative energy solutions. How would that be done? Well, by raising taxes and creating another new government program.
The proposed program carries the name “Energy Security Trust Fund” as a nod to the economic woes facing many families across the nation. The idea builds upon numerous proposals, one by Securing America’s Future Energy, or SAFE.
The plan is also similar to one introduced by Representative John. Larson featuring a carbon tax to fund R&D for alternative energy solutions. It remains unclear whether Rep. Larson considers his bill inspiration for the Presidents plan, as his office did not respond to requests for comment. SAFE however did reach out, Larson’s plan was pitched as a solution to reduce household gasoline expenses, which have spiked numerous times this past year. Interestingly, the plan will only increase costs to families who can least afford it.
The current idea is to create a government run fund that would be overseen by thought leaders opposed to fossil fuel. The money received by taxing the oil and gas industry would then be spent by the government to support research for electric vehicles, biofuels, solar, and hydrogen fuel cells. The end goal is to eventually replace gasoline and diesel fuel from cars and trucks. While we do not know the details, Larson’s original bill would impose a per-unit tax on the carbon dioxide content of fossil fuels, beginning at a rate of $15 per metric ton of CO2.

Just for reference, the average passenger car obtains 20.3 miles per gallon. Therefore, a car driven 12,000 miles per year would roughly be responsible for generating 5.5 metric tons of CO2 per year. Naturally commercial motor vehicles, buses and the like would generate even more on a per unit basis. Airlines would face an even higher cost on a per unit basis.
Aside from the obvious fact that any such tax would be passed along to consumers in the form of even higher fuel costs, such an artificial increase to the operating costs of every personal, business and construction vehicle used in the country would have a chilling effect on our fragile economic recovery. Airlines struggling to avoid bankruptcy would potentially fare worse, and let’s not forget that the vast majority of trains run on fuel that would be affected by this government imposed tax.
On the other hand, the plan boasts an incentive for those who “stop contributing to global warming” by granting them a bigger payroll tax rebate.
While enacting a tax for a trust fund traditionally requires the approval from Congress, the President boldly declared, “If Congress won’t act soon to protect future generations, I will. I will direct my cabinet to come up with executive actions we can take.”
In essence, the “Energy Security Trust Fund” is an attempt to levy a new national tax affecting everything we purchase in this country. That Starbucks cup of coffee didn’t just materialize, the coffee, equipment and even plastic lids was transported to your neighborhood location. It would be somewhat untenable to suggest that the actual operating costs would not in turn, be passed along to consumers.
Given the government’s less than stellar track record at say, running any other governmental program, it is difficult to imagine how this program would result in any benefit to the average taxpayer. At worse, it is simply another attempt to artificially manipulate the winners the losers in the energy industry by raising costs on one form of energy products while subsidizing another.

Whats going on? Penny Stock manipulation at its finest. The lower the volume, the easier to manipulate. The sad part is the few that fall for these games and lose their investment.

I wonder how they plan to make up the rest of the 15 billion deficit this year. Gee, I wonder if they were to save 15-25% on fuel costs, how much they could make up. Your statement in regards to the Wildcat needing EPA pr CARB Certification is a complete falacy. We''ve been selling and installing Wildcats for years without these verifications. As for the Hoss, HTI can sell as many as they desire outside the U.S. I believe that the only reason going the EPA route was for marketing reasons and to avoid the situation Chinese manufacturers faced in 2010, when several falsified emmision claims.
You are entitled to your opinion in regards to mass production. Please be careful not to get caught with your pants down, when the next PR does come out. It may take awhile to get the egg off your face. IMO

What I'm impressed with most with the infrastructure that AHS/HTI is building, is the strength each brings for the growth of the company. Besides, having the financial support, the company now has worldwide installers, numerous direct connections in the trucking, marine, agricultural, and now government defense industries. The addition of Lindon is a prime example of not only hooking up with a direct link to the government, but with a group ( woman owned, minority ) that has the inside tract on all new government contracts. How sweet it is !!

I had to laugh at the lack of knowledge displayed in regards to the notes payables that no longer exist. Equally funny were the comments in regards to whether AHS/HTI would be able to pay PWC their installment payments prior to March. To those concerns, I'll leave you to answer this very simple question. Do you think for one minute Bill Cunetta's well funded group would sign any deal with HTI, if they didn't have the bucks behind them to cover any deal with PWC. Anyone thinking that this was not the case should take a Bus 101 course. I applaud the hard work by our moderators, Casa, Carn, assets, and so many other longs that keep this board creditable. We'll all be having a good laugh real soon on all those who have been making feeble attempts to discredit AHS/HTI . ( If you notice, they'll not even try to discredit AHS ) IMO GLTA

Let's see now. I am old and I did have SSEV shares. I'm not sure as to the answer though. Was that the year of the "Hanging Chad" or the year of the "Hiring of the Chad". Oh well, doesn't much matter to me at this time. I do remember some poor soul dumping his shares at .007 and then having to watch the PPS go to .017. Just goes to show you, you can't keep a good company down that has the "Right Product at the Right Time " GO HLNT !!!

You're absolutely correct. EPA does not do the testing. We all just have to sit here and wait for them to approve the results. Similar to our government passing a budget.

Some things you may want to consider.
1. The Humphries fiasco is just a convicted felon attempting every legal delay tactic to keep his sorry butt from entering his soon to be new home.
2. A big fat PR prior to the New Year would be a blessing for some, but may not be a likely occurance. Many companies have fiscal year ends that correspond to the calendar year. Thus any new approved budgets ( with approved P.O.'s ) will not go into affect till after January 1.
3. Depending on any government agency to respond in a timely and responsible manner these days is a pipe dream, thus EPA is no different.
4. More and more negative posts about HTI should be expected due to the companies continued silence in regards to current progress. This, as already witnessed, is no friend to the PPS.
5. In regards to HTI's bank account, most of us know that they would not be paying PWC. That's why they obtained and partnered with AHS. Believe me, AHS had the financial backing already secured prior to entering into the partnership to take care of PWC. IMO
6. As the holidays approach, less and less attention will be focused on the market. More attention will be on the "Fiscal Cliff" and it's affect on the market after Jan 1.
7. A question that's been on my mind is whether Delta is ready to mass produce our units to keep up with the potential over night demand. A progress report would not hurt anyone.
8. As frustrated as I am with the companies silence, I am willing to wait once again. The reasoning is quite simple. They have taken the time and obtained the support they need to become very successful.
9. Last but not Least: HTI has the Right Product at the Right Time. And believe me, going into next years projected recession, our country will need to seek out every opportunity to cut costs.
All the above items are completely my opinion. Your guess is probably as good as mine.
