Fleetsafer by Cogosense - Product Review UPDATE I

FleetSafer® by Cogosense is a software solution for smartphones and tablets that automatically detects driving status and enforces compliance with corporate safe driving policies.
Review of app 10/13/2017 Updated 10/15/2017
I recently tested Fleetsafer for possible use in my company vehicles.
The app has worked very well at doing what is described. The main purpose of the app is to reduce distracted driving and report driver status records. This is where Fleetsafer excels over other apps. Its reporting is robust.
I've included photos to detail the reporting features. The administrator/manager is able to drill down into the detail of single team driver and pinpoint 'events' with the cell as they occur. Each single event can be drilled into - even to the detail of a map showing the exact location and timestamp of the event.
Review Update:
Testing the app involved communicating with Cogosense and expressing my interest in trying out the app. I run a business that maintains drivers on every level…from manager vehicles to delivery trucks, to semi-trailers and pups. We are certainly a target company for the product.
Communication with Cogosense was easy and very professional. All of my questions so far have been answered promptly and fully. I have communicated with sales, management, and tech. All levels proved professional and thorough. I received documents detailing all steps.
I am not new to OBD devices and driver tracking, but at this point we have not used anything that controls the drivers personal cell device and blocks any apps.
There are two ways to run Fleetsafer. GPS mode and OBD connection. They are both equally accurate, but they vary in desired use. Since my employees use their own cells and we provide stipends, my method of use would likely be an OBD connection. Otherwise, the app will control the device in every vehicle they ride in. Easy enough to switch to passenger mode, but for simplicity, best to run on OBD in that case. If an administrator provided company cells, then the safest, best method would be GPS mode.
That said, I tested bSafeMobile in OBD mode and Fleetsafer in GPS mode. Both work as they should.
Fleetsafer operated in a similar way to bSafeMobile (or I should say the other way around, since Fleetsafer has been out for much longer – far more updates as well, so likely fewer glitches at this point in time). Like many apps, installing requires allowing the app admin control over certain cell functions;
a. Enable Device Management
b. Control Volume Muting
c. Disable Touch Screen
d. Use Current Location
e. Make Phone Calls
f. Send Text Messages
g. Search Your Contacts
h. Apps That Can Appear On Top
If you don’t allow admin, you can't install. Likewise, removing the app takes an additional step. You must go to security settings and disable Fleetsafer as an administrator before uninstall. This is clearly explained in the administrator’s info. I believe that’s where some of the online comments of ‘can’t uninstall, this is a virus’ come from. Lack of knowledge on the user’s part – perhaps downloading from store without knowing what the product is.
Testing the app came with a 3 page install guide, a 2 page uninstall guide, a 3 page quick reference guide, and a 31 page detailed administrator manual. The reporting features are quite robust.
When the FleetSafer app is installed you will notice the location icon on the top left hand corner of the screen and also the FleetSafer icon on your desktop.
Certain apps can still be performed (approved), such as navigation, where it allows the user to toggle back and forth between the curtain and the nav screen. No driver penalties for using approved apps. For devices running Android 6 and below, Fleetsafer will still have the curtain screen with approved application tiles on it (if the approved application is configured). The latest update (requires android 7) has an option for a transparent screen such that the user can still see the approved application running on the foreground. It is important that the Android 7 user to launch the approved application prior to driving detection. The transparent screen allows the user to see what is running on the foreground but the touch screen will be non-responsive if the user touches it. I did not test the transparent screen, but plan to do so.
Once the safe curtain screen is activated, the driver can not text or use the phone, outside of approved apps. Trying to close the app will pop the screen back up in 2 to 3 seconds and records an event in that specific driver log. Drivers can click on ‘Passenger’ and confirm to close the curtain. This action is also indicated in the driver log, along with the map location of the event. When the vehicle has been stopped for a while, the curtain displays ‘End of Drive?’. The driver can click and close the app by ending the drive. However, if the vehicle begins motion again, the event is recorded in the driver log as prematurely ending drive. It all works pretty smoothly.
Handsfree devices may be used, unless the administrator has disabled handsfree for that particular driver. Lots of admin level control over each specific driver. I can certainly see differing levels based on driver grade.
I would highly recommend use of this app wherever team driver monitoring and grading is applicable.
I plan to update this app review as I further test the product.

Fleetsafer by Cogosense - Product Review UPDATE I

FleetSafer® by Cogosense is a software solution for smartphones and tablets that automatically detects driving status and enforces compliance with corporate safe driving policies.
Review of app 10/13/2017 Updated 10/15/2017
I recently tested Fleetsafer for possible use in my company vehicles.
The app has worked very well at doing what is described. The main purpose of the app is to reduce distracted driving and report driver status records. This is where Fleetsafer excels over other apps. Its reporting is robust.
I've included photos to detail the reporting features. The administrator/manager is able to drill down into the detail of single team driver and pinpoint 'events' with the cell as they occur. Each single event can be drilled into - even to the detail of a map showing the exact location and timestamp of the event.
Review Update:
Testing the app involved communicating with Cogosense and expressing my interest in trying out the app. I run a business that maintains drivers on every level…from manager vehicles to delivery trucks, to semi-trailers and pups. We are certainly a target company for the product.
Communication with Cogosense was easy and very professional. All of my questions so far have been answered promptly and fully. I have communicated with sales, management, and tech. All levels proved professional and thorough. I received documents detailing all steps.
I am not new to OBD devices and driver tracking, but at this point we have not used anything that controls the drivers personal cell device and blocks any apps.
There are two ways to run Fleetsafer. GPS mode and OBD connection. They are both equally accurate, but they vary in desired use. Since my employees use their own cells and we provide stipends, my method of use would likely be an OBD connection. Otherwise, the app will control the device in every vehicle they ride in. Easy enough to switch to passenger mode, but for simplicity, best to run on OBD in that case. If an administrator provided company cells, then the safest, best method would be GPS mode.
That said, I tested bSafeMobile in OBD mode and Fleetsafer in GPS mode. Both work as they should.
Fleetsafer operated in a similar way to bSafeMobile (or I should say the other way around, since Fleetsafer has been out for much longer – far more updates as well, so likely fewer glitches at this point in time). Like many apps, installing requires allowing the app admin control over certain cell functions;

If you don’t allow admin, you can't install. Likewise, removing the app takes an additional step. You must go to security settings and disable Fleetsafer as an administrator before uninstall. This is clearly explained in the administrator’s info. I believe that’s where some of the online comments of ‘can’t uninstall, this is a virus’ come from. Lack of knowledge on the user’s part – perhaps downloading from store without knowing what the product is.
Testing the app came with a 3 page install guide, a 2 page uninstall guide, a 3 page quick reference guide, and a 31 page detailed administrator manual. The reporting features are quite robust.
When the FleetSafer app is installed you will notice the location icon on the top left hand corner of the screen and also the FleetSafer icon on your desktop.
Certain apps can still be performed (approved), such as navigation, where it allows the user to toggle back and forth between the curtain and the nav screen. No driver penalties for using approved apps. For devices running Android 6 and below, Fleetsafer will still have the curtain screen with approved application tiles on it (if the approved application is configured). The latest update (requires android 7) has an option for a transparent screen such that the user can still see the approved application running on the foreground. It is important that the Android 7 user to launch the approved application prior to driving detection. The transparent screen allows the user to see what is running on the foreground but the touch screen will be non-responsive if the user touches it. I did not test the transparent screen, but plan to do so.
Once the safe curtain screen is activated, the driver can not text or use the phone, outside of approved apps. Trying to close the app will pop the screen back up in 2 to 3 seconds and records an event in that specific driver log. Drivers can click on ‘Passenger’ and confirm to close the curtain. This action is also indicated in the driver log, along with the map location of the event. When the vehicle has been stopped for a while, the curtain displays ‘End of Drive?’. The driver can click and close the app by ending the drive. However, if the vehicle begins motion again, the event is recorded in the driver log as prematurely ending drive. It all works pretty smoothly.
Handsfree devices may be used, unless the administrator has disabled handsfree for that particular driver. Lots of admin level control over each specific driver. I can certainly see differing levels based on driver grade.
I would highly recommend use of this app wherever team driver monitoring and grading is applicable.
I plan to update this app review as I further test the product.

Court Awards, Settlements Rising In Distracted Driving Lawsuits

A New Britain couple, seriously hurt in a cellphone-related car accident on Route 8 in Harwinton, received a $1.3 million settlement in November. The previous year, a jury awarded a Torrington woman $1.4 million after a driver, talking on his cellphone while turning, struck her head-on, breaking her wrist and causing permanent injuries to her neck and back.
These are two of the largest awards or settlements to go to motorists injured in crashes since Connecticut's ban on talking and texting on cellphones went into effect in 2005, and a recent change to court procedure may pave the way for more large settlements.
The incidence of fatalities and injuries from motor vehicle accidents in the state has continued to rise in recent years, state data indicates. The total number of car crashes increased every year from 2011 to 2016 — from 78,433 in 2011, to 116,117 last year — according to UConn's Connecticut Crash Data Repository, which contains data that the state Department of Transportation collects. Whether more fatalities and injuries from those car crashes are caused by drivers distracted by their cellphones is harder to pin down.
In 2016, state data show that five people died in car crashes that involved drivers using a cellphone or other electronic device, up from three in 2015. Injuries rose, too. Last year, 31 people were listed by police as having a "suspected serious injury" in accidents that involved drivers using a cellphone or other electronic device — up 47 percent, from 21 in 2015.
The number of people police listed as having a "suspected minor injury" in crashes that involved drivers using a cellphone or other electronic device also rose — from 266 in 2015 to 314 in 2016. And reports of a "possible injury" linked to drivers using cellphones or other electronic devices went up from 459 in 2015 to 482 in 2016.
"Without a doubt, distracted driving has become more and more prevalent," said Mark Kochanowicz, an attorney with Trantolo & Trantolo, LLC, who represented the New Britain couple. "We see cases where there is no braking, no skid marks, especially on a highway, and there's a sudden stop in traffic, and that's a strong indication that the driver was texting or using their phone or on some other app."
In the two years before the $1.3 million settlement, drivers in other cellphone-related cases represented by Kochanowicz's firm got settlements or awards of $136,000, $206,000 and $633,000.
Effective Jan. 1, the state judiciary altered its standard list of questions a plaintiff can ask in a motor vehicle lawsuit to require defendants to state if they were "calling, texting, e-mailing, posting, tweeting, or visiting sites on the Internet for any purpose" at the time of a crash.
Attorneys have long complained that it's difficult to prove a driver was on a cellphone at the time of a crash if the driver did not admit it to police at the scene. Drivers now have to state under oath at an early stage of a lawsuit if they were using their phone, making it easier for attorneys to access texting or call records. If the records show the driver was using a cellphone, a plaintiff can allege recklessness — a much more serious charge that can result in loss of license. It's also a way personal injury attorneys can gain leverage against responsible drivers.
"It's getting rampant now. People are constantly using their cellphones," said Garrett Moore Jr., an attorney with Moore, O'Brien & Foti who has litigated distracted driving cases. "But the thing is, it's difficult to prove. You have to have the records."
The Connecticut Judicial Branch does not track trends in motor vehicle lawsuits. A judiciary spokesperson said the department amended the procedure because of an increase in disputes between parties in motor vehicle accident lawsuits over access to phone records.
Police and safety experts say drivers continue to use their cellphones while driving, causing more accidents than they are able to report.
The National Highway Traffic Safety Administration reports that in 2015, drivers using their cellphones caused 476 traffic fatalities and 30,000 injuries nationwide. In Connecticut, data on crashes that involved drivers using cellphones or other electronic devices from the first five months of this year show a decrease in fatalities but a slight increase in injuries.
The data is limited, however, because the standard crash report filled out by police across the state did not include a section for distracted driving until January 2015. The state also warns that the data does not present a clear picture of all traffic injuries caused by drivers on cellphones because it can be difficult for police to determine at the scene of an accident whether a driver was actually using a cellphone.
To bring awareness to the problem, in 2014 the state initiated its campaign: "U Drive. U Text. U Pay." Last year, the state directed more than $1.1 million in federal funds to 49 local police departments and the state police to pay for overtime so police could crack down on drivers using cellphones.
"It's almost the way we see a drunk driver operate: You'll see the weaving in the lane, you'll see the speeding up and slowing down, you'll see the slow drift of the vehicle operation and then the vehicle jerks back to within the travel lane," said Col. Alaric Fox, Connecticut State Police commander.
Since 2009, in Connecticut police at all levels have issued between 29,000 and 47,000 citations for using a cellphone while driving each year.
The current penalty for using a cellphone or other electronic device while driving is a $150 citation on the first offense, $300 on second offense and $500 on third offense. A bill to increase those penalties was introduced in the state legislature in January, but it never made it out of the transportation committee.
Most distracted driving cases settle before the distracted driving charge is concluded in court. That's what happened in a case last year, when a 72-year-old Stamford man was killed on his bicycle in May 2016 by a driver who was charged with talking on his phone while driving. The driver is facing a $150 fine for using a cellphone while driving and is next due in court this September. But the defendant's insurance company already settled in mediation with the estate of the deceased cyclist for $3.125 million.
"We see carnage from drunk driving accidents. We see carnage from texting while driving. We see carnage from just inattentiveness. I would encourage anyone to engage in safe driving behavior all the time," said Fox, the state police commander.
