The Tecumseh Chieftain a small town local newspaper in Tecumseh NE, the county seat of Johnson County in which the proposed NIOCORP mine is located ran a story this week containing the following quotes.
From Jim Sims
"We have been for some time, in discussion and negotiations with multiple parties who have the ability and interest in making very large investments in the project. There are investors that are capable of financing the entire project. Some are interested in financing chunks. It's typical to have multiple investors at multiple levels. The good news is we have fielded interests and are in discussion with multiple parties."
In reference to the ground freezing process as opposed to the previously proposed water pipeline: "It was a pretty big change and a positive one." he continued "It may speed up the time to get the product to market"
Scott Honan stated the following in reference to the ground freezing process, "We won't need a line to the Missouri River. It's much simpler. It looks like a better approach and maybe a bit cheaper"

More effort is being put into communications about the project now. A meeting was recently held with local emergency responders to explain the kinds of situations they might find if they are called to the site.
I still believe Mark and team are still waiting to see what the U.S. government has planned with us if anything. I think financing will fall in place shortly after we know.
Why spend time meeting with local emergency responders if you are not confident that financing will happen? I am confident that this project will be realized. In my mind, SP at this point is not all that important. Other than it allows me to add to my share total, which I will continue to do until financing is announced.

Will the Dept. of Commerce report be made available to the public?
I think we are still waiting on the US govt. We will know more when the Department of Commerce makes their report to the POTUS by Nov. 14. I am thinking/hoping pieces fall into place shortly after that.

What would you consider a reasonable buyout?
I am not a geologist but I do know that there are certain REE's present in our deposit that are not feasible to mine at this time. If China is going to reduce exports of REE's the price will go up maybe making feasible a new revenue stream.

I believe Mark and team likely have funding options in hand. They are waiting patiently for a low or no interest loan or some type of prepaid purchase agreement. The patience they show now could be a key factor in keeping our dilution to a minimum.
I understand that there is no sure thing, but based on the things I have seen and heard about this project and it's management team I feel very confident that this mine will be built. In my mind, this discussion should move to dilution. What are posters expecting from the upcoming government announcement, I believe this will greatly affect our dilution, which in turn will affect our final share price. Thoughts?

Great news!! I am expecting an announcement concerning what the US government has in store: offtake agreement, loan, stockpile purchase or nothing followed by a financing agreement. Unless Mark and team want to wow us with another scandium sale first. Lets get this done by Christmas!

There is an article in the local Tecumseh Chieftain. Tecumseh is the county seat of Johnson County, located about 7 miles north of the mine site. I don't have access to a digital copy of the article to link to, so I will summarize.
Scott Honan spoke to the Tecumseh Board of Public Works, some of his comments included:
1) The pipeline to the river has been scrapped after testing Niocorp believes the groundwater is a closed system, meaning that the water is trapped where it is with no source to recharge it. Ground freezing will be used to handle this.
2) When the ore is brought up from the mine, acid is used to separate the metals from the rock and then they recover the metals. This stage requires a lot of water. NIocorp wants the city of Tecumseh to supply some of this water.
I see this as one more example of Mark and his team working to cut the time to production once financing is secured.
What are the chances that we have a good percentage of our financing lined up and in an attempt to minimize dilution management is waiting to see what the US govt is going to do?
I have been hoping that this is the reason we are waiting on financing.
I am thinking a positive announcement relating to the Nordmin analysis that includes details on a reduction of CAPEX and time to production if released a couple of days prior to Mark speaking at the conference would certainly raise interest and bring more investors into the room. I look for news on Tuesday, Sept. 4.

Nebraska niobium mine’s quest to raise a billion dollars gets boost from Trump administration

WASHINGTON — Calls from interested investors are pouring in to the company seeking to open a niobium mine in southeast Nebraska.
And the increased activity is thanks in part to Trump administration moves highlighting the national importance of critical minerals.
NioCorp Developments Ltd. has been working for years on the project that would pull niobium, scandium and titanium from the ground near Elk Creek.
The administration has identified all three of those elements as critical to U.S. economic and national security.
That has increased investor interest as the company seeks to raise a billion dollars in capital, according to Jim Sims, NioCorp’s vice president for external affairs.
“There’s no question that this process has helped our project by raising its visibility both in the states and internationally,” Sims told The World-Herald.
Sims was on Capitol Hill on Tuesday testifying at a Senate Energy and Natural Resources Committee hearing about the country’s increasing reliance on importing such critical minerals from other countries.
Last year, for example, the United States imported 100 percent of its supply of 21 such minerals, compared with 100 percent of just 11 minerals in 1997.
President Donald Trump has signed an executive order calling for federal agencies to address the situation. Toward that end, the Interior Department recently released a list of 35 “critical minerals” used in everything from rechargeable batteries to LCD screens.
A report is due later this year on additional steps to reduce reliance on imports of those minerals.
Tuesday’s hearing included debate about the role of environmental regulations in holding up domestic mining projects.
Sims touted his own company’s upfront efforts to reduce or eliminate environmental impacts, efforts he said have significantly limited the need to jump through federal hoops.
That’s why changes in federal permitting aren’t necessary for the viability of the Nebraska project, Sims said. And yet the ongoing discussion among policymakers has served to increase awareness of what they’re doing.
During the hearing, Sims ran lawmakers through the project and the minerals it targets.
Niobium is used to make steel stronger. Scandium does the same thing for aluminum, which allows for lighter and more fuel efficient vehicles and aircraft. Titanium has a variety of applications, including in the defense industry.
Sims asked rhetorically how much niobium is produced in the United States.
“Zero,” he said. “We’re 100 percent reliant on foreign nations for niobium. The Elk Creek project will turn that around. We’re going to put the U.S. in a position of being a producer of niobium for the first time in U.S. history.”
He talked about Nebraska and the United States emerging as a “scandium superpower,” given that only 15 metric tons are produced globally now, but the new mine is expected to produce 100 metric tons per year.
In an interview, Sims talked up the economic boom that the project could be to the region.
He said he couldn’t give specifics about how close the project is to that required billion-dollar threshold.
“It just takes time,” Sims said. “These are investors that are looking to put in anywhere from a million to tens of millions to hundreds of millions. The due diligence process that they do before they make that investment is very substantial. And it should be.”

I think we all would have been excited by that.
At his rally in Minnesota last night President Trump said: "We will put steel in our economy and we will make that steel right here in America". I am sure hoping we are using Elk Creek Niobium to make that steel lighter and stronger. Have a great first day of summer.
IMO our recent uptick in volume as well as SP are simply a result of it being "Late spring or early summer" Investors that have followed from a distance are looking to jump onboard for a ride when the big F announcement comes down.
Wondering if the lower volume of trade the past several days is a result of investors not wanting to be caught "out" when the big financing announcement comes. Hopefully soon. I happened by the mine site yesterday(less than 10 miles from my home) only action there was growing corn. Not that I expected anything else.

I have no experience in these things, so maybe this is way out in left field. Could having Rockwell on board early allow them to aid in fine-tuning the design of our systems. Saving money/time later.

Of course, we all are anxious for an update, that said we have an excellent management team that I trust is working towards our common goals. I believe that if they are not updating as it is for a good reason. I am not worried. Doubled my small stake this week.
