The article I quoted stated:
Intel’s move is of course being welcomed by Chinese authorities since it means the country has a clearer path to becoming less dependent on imported chips. The country is the largest maker of mobile phones in the world but sources the majority of the chips and processors from Qualcomm, Samsung and MediaTek.
China probably cancelled contracts for chips and the banks demand pay-back of loans secured by the contract.
Intel takes mobile chip war to China
Intel is taking its battle to be a leader in the mobile semiconductor space to China, where the US firm has invested in two Chinese mobile silicon players.
The investment, which was approved by the Ministry of Industry and Information Technology in late September, will put Intel in more direct competition with the world’s leading mobile chipmakers Qualcomm and Samsung.
Reuters said the State Council has set a target for the semiconductor industry to grow at least 20 per cent annually, with revenue rising from CNY41 billion in 2013 to CNY350 billion by 2020.

IBM will depend on Intel?
Intel rival AMD will cut 700 jobs after missing financial forecasts.
Advanced Micro Devices, struggling to compete with Intel Corp. in personal-computer processors, gave a sales forecast that missed estimates and said it's cutting 7 percent of its workforce, or about 710 jobs...
The company, which named Lisa Su to replace Rory Read as CEO last week, announced Thursday a restructuring that will trim AMD’s workforce by about 7%. AMD had 10,149 employees at the end of the third quarter, indicating the cuts will affect about 700 people.
AMD made the announcement as it released quarterly results that included a 65% drop in profit. It also said it expects revenue for the current quarter to be about 13% lower than the period ended in September. Most analysts had expected AMD’s fourth-quarter results to be flat or slightly higher.
The announcements are the latest in a series of disappointments for AMD, which had two major rounds of layoffs during Mr. Read’s three-year tenure.
AMD has moved to reduce its reliance on chips for PCs, a market dominated by Intel Corp. Still, the decline in that segment in the third period outweighed the growth in sales of chips for videogame consoles.
The company’s stock fell nearly 6% to $2.49 in after-hours trading. The share price had fallen 43% over the past three months through the close of trading Thursday.
Ms. Su told analysts the company is making further gains in customized chips for applications beyond videogames, landing two unnamed customers that should bring about $3 billion in revenue over three years.
“We know what we need to do to improve performance going forward and are taking appropriate actions,” she said during a conference call.
AMD said the restructuring will cause $57 million in charges in the current quarter. The company plans to take an additional charge of about $13 million in the 2015 first half, largely to reflect cost reductions related to its real estate.
JoAnne Feeney, an analyst at ABR Investment Strategy, said the restructuring is a good idea based on AMD’s current struggles. “However, I am concerned that in paring back further, the company may be compromising their efforts at research and development, and therefore future growth,” she said.
Stacy Rasgon, who follows the company for Sanford C. Bernstein, called the fourth-quarter projection “horrendous.”
AMD’s report comes two days after Intel announced surprisingly strong growth for chips used in PCs. The company said Tuesday that revenue for that segment rose 9%, and chip shipments for notebook computers jumped 21%.
By contrast, AMD on Thursday said revenue from its computing and graphics unit fell 16% from the year-earlier period. Analysts believe Intel has been expanding its market share in PC chips at AMD’s expense. AMD said the segment had a $17 million operating loss, compared with operating income of $9 million in the 2013 quarter.
In a group that sells chips for videogame systems and servers, AMD said revenue rose 21%. The unit posted operating income of $108 million, up 18%.
Overall, AMD’s net income for the quarter ended Sept. 27 was $17 million, or two cents a share, down from $48 million, or six cents a share, a year ago. Excluding items such as amortization of acquired assets, AMD said per-share profit came to three cents. Analysts on that basis had expected four cents, according to Thomson Reuters.
Third-period revenue was $1.43 billion, slightly below the year-ago total of $1.46 billion. In July, AMD had indicated revenue of $1.47 billion for the quarter.

IBM fails to give computer chip sites away
LARRY RULISON
THE TIMES UNION
MALTA, N.Y. —
IBM is so desperate to unload its computer-chip manufacturing unit that the company was offering GlobalFoundries $1 billion to take it off its hands, according to a report by Bloomberg News.
That narrative runs counter to previous reports that IBM had put the unit up for sale and that GlobalFoundries was negotiating to buy the division, which like other hardware business units has faced the chopping block, in an attempt by IBM to boost the company’s earnings.
The Times Union and other news outlets reported last month that the deal between IBM and GlobalFoundries had collapsed, apparently over price. Many thought that GlobalFoundries wouldn’t offer IBM its asking price of $2 billion.
However, according to Bloomberg, it was IBM that rejected demands by GlobalFoundries that it be paid $2 billion to pick up the IBM manufacturing unit.
While the idea of paying someone for a once-lucrative manufacturing business may seem counter-intuitive, it makes sense if IBM and GlobalFoundries were considering structuring the deal as a joint venture where GlobalFoundries would make chips for IBM, while IBM would retain some or all of the patents and intellectual property.
Now that the deal is dead, the real question is what will happen to IBM’s chip factories in East Fishkill in Dutchess County, Burlington, Vt., and outside Montreal. The Vermont factory is decades-old and also has an outdated manufacturing process that uses 8-inch silicon wafers instead of today’s standard of 12-inch wafers. The East Fishkill fab is only about 12 years old, but by semiconductor industry standards, that also is outdated.
The Montreal facility, however, could potentially be extremely valuable to GlobalFoundries since it specializes in chip “packaging,” where many of today’s advancements are occurring with 3-D chip stacking.
Computer chip making is so expensive that chip companies will shut down a factory the day it starts losing money. Just a second of downtime at a chip factory, from an electrical outage for example, can cost a company millions of dollars.
When at full capacity, operating a chip factory is like printing money. But once margins slide and production dips, owners lose money rapidly, which is why the facilities run 24 hours a day, 365 days a year.
Neither IBM nor GlobalFoundries responded immediately to a request for comment, although neither side has publicly acknowledged talks even existed.
IBM CEO Ginni Rometty had been hoping to get rid of the chip manufacturing business to help her achieve IBM’s goal of reaching profits of $20 per share by 2015, Bloomberg wrote.
‘’With the talks breaking down, the chip-manufacturing business will continue to weigh on IBM’s profit,” Bloomberg reporters Alex Barinka and Ian King wrote Aug. 5. “The unit loses as much as $1.5 billion a year, a person familiar with the matter said.”

Intel transferring 360 Israeli employees to Ireland
Intel Corp is transferring 360 Israeli employees to its new fab in Ireland. Intel had originally planned to send 60 Israelis to help begin operating the plant and most of those employees together with their families have already relocated to Dublin.
In recent weeks with the Irish fab requiring skilled staff to begin operations, Intel Israel was asked to send a further 300 employees. Most of these employees will relocate to Ireland by the end of the year. The employees have been told they will be required to remain in Ireland for 12-24 months.
The relocation of so many Israeli employees to help the Irish, albeit temporarily, maybe a source of national pride at the level of the country's high-tech skills, but it also rubs salt into the wound because Israel lost out in the race to set up the new Intel fab. In 2010, the Israeli government conducted tough negotiations over the grant offered to have the new fab in Israel and also insisted that it be set up in Bet Shean rather than Kiryat Gat. Intel preferred Ireland.
The lessons of 2010 have been learned and the Israeli government has agreed to give Intel a NIS 1.5 billion grant towards the $6 billion it will invest in its next generation fab in Kiryat Gat, which will employ an additional 1,000 people. Intel currently has 10,000 employees in Israel including 4,500 in Kiryat Gat. Most of the staff relocating to Ireland currently work in Kiryat Gat.

Wi-Fi, Not Cellular, Seen Ruling Internet Of Things
When a company enters a market with a superior product its growth rate reflects its ability to replace its competitors plus the growth of the total demand for the product.
Since the competitors are losing market share the replacement fraction of growth rate of the successful company is diminished.
