Okay, that still doesn't change it into anything else....but the day is young.

The RS is imminent. They benefit twice immediately from it.
1) They stay listed on a major exchange.
2) Their capitalization rises.
3) Longer term, they can issue more shares (a shelf) now that the OS is smaller. That brings dilution with it and the process repeats itself until they announce contracts and are able to go with a real loan based on real revenue, once they get past the pilot programs.
It's clearly laid out in their PRE-14 and they will do a 1:10 RS.
But post split, the float will be smaller and will be actionable again. I'm looking forward to that.
But really, go do the due.

Earlier this month, California voters defeated Proposition 23, which would have suspended California Assembly Bill 32, which requires a reduction in greenhouse gas emission levels in the state. The ethanol produced by each of the California ethanol production facilities within Kinergy's supply portfolio has the lowest carbon intensity rating of commercially available transportation fuel in the United States, according to the California Air Resources Board. Beginning in January 2011, the California Low-Carbon Fuel Standard will require refineries to reduce the carbon intensity of their fuel by 10% over the next nine years.

Good luck. I mean that. The low liquidity makes it a bit less accurate for TA, but it looks like it may pull back a bit. The Stochastics across the 10,60 and day are over 80 and pinching. If it does retrace it should find support circa 7.40.

Netflix Signs Multi-Year Deal with Level 3 for Streaming Services

BROOMFIELD, Colo., Nov 11, 2010 (BUSINESS WIRE) -- Level 3 Communications, Inc. (LVLT) today announced that it has been selected to serve as a primary content delivery network (CDN) provider for Netflix, Inc. to support the company's streaming functionality and to support storage for the entire Netflix library of content.
As a result of the deal, Level 3 has accelerated plans to further invest in its CDN capacity. Level 3 will double its storage capacity and add 2.9 Terabits per second (Tbps) of globally available CDN capacity, which is in addition to the 1.65 Tbps that was deployed in the third quarter of 2010.
The CDN augment will provide the headroom needed to meet demand requirements from Netflix now and to accommodate future growth. Netflix says its subscriber base will exceed 19 million in North America by the end of this year and that they expect more growth and international expansion in future years.
"Level 3's track record for delivery and network scalability were critical factors in our decision to work with Level 3 on a long-term basis," said Andrew Rendich, chief service and DVD operations officer with Netflix. "We've been impressed with their speed and consistency, and we feel confident in their ability to quickly scale to meet demand as more and more Netflix members watch instantly."
In addition to supporting Netflix for streaming movies and TV shows, Level 3 will store the entire Netflix streaming library of more than 20,000 titles. Over the course of November and December, the two companies will move the library to storage with Level 3 in preparation for serving traffic beginning Jan. 1, 2011.

This is all bad so far. Price is continuing it's erosion. There will be a 1:10 RS soon, not likely to hold that split value and the company will require another shelf reg for more money to continue ops. Though it will be more actionable from a trading perspective, post split. Company has made progress, that the retail investor pays for, with no ROI.
