I don't think it's a matter of delivery and receipt as that's easy to establish. The issue is acknowledgement. ie taking the position that they're not valid and of no use to them and returning them. Stupid, but possible...

Go to "account history" then "confirmations" and find BCIT in the list. Hit view and it will bring up your purchase confirmation. It still has the 106 cusip. I have several copies of this printed out. Scottrade is easing of anything. After sending a request for them to change the cusip and explain their position, I got a letter from a law office representing them. It blames finra and the dtcc and says Scottrade is helpless in the situation until the restrictions by the dtcc are removed. It also states they will not address any of the other questions I raised due to issues of confidentiality and proprietary rights.

It's by and large an electronic system. There is no way to determine who purchased counterfeit shares unless the share transferral was an actual counterfeit certificate that changes hands. The vast majority bought electronically so where is the proof that you or I or anyone bought counterfeit shares. Mine are real, Scottrade has told me so repeatedly. They have also told me they cannot get certs, but they are real.
