US Senator John McCain (R-AZ, SASC Ranking Member) sent a letter to the Secretary of Defense announcing he “will not support any further reprogramming requests for new, unauthorized programs except for emergency requirements” until he has received a detailed report on reprogramming from the last 2 years.
Reprogramming (ab)use has apparently been getting worse, according to a McCain staffer quoted in Foreign Policy. During Ashton Carter’s confirmation hearing as Deputy SecDef in September last year, the senator had this to say on the topic:
Four times over just the last two months, the Department has asked this Committee to let it shift a total of over $10 billion among its spending accounts.
In doing so, it asked only the Chairmen and Ranking Members of the defense committees in the Senate and the House to let it reallocate billions of dollars
Authorizing funding in this way, outside of ‘regular order,’ subverts transparent congressional oversight, undermines accountability in how defense programs are managed, and actually encourages underperformance.”

(Reuters) - Federal authorities are investigating David Loeb, a managing director of Goldman Sachs Group Inc, as part of an insider trading probe focusing on technology stocks and the company's hedge fund clients, the Wall Street Journal reported on Wednesday, citing people close to the matter.
Loeb, 41, would be the latest Goldman official to be investigated after Rajat Gupta, a former Goldman director, who faces trial in May for insider trading. Goldman technology analyst Henry King is also under investigation, the WSJ reported.
Loeb, who deals with many technology hedge fund employees, worked closely with King, the paper said citing the sources. Documents filed in the case against Gupta referenced an insider at Goldman other than Gupta who provided inside information to a hedge fund client. That person is said to be Loeb, the WSJ reported.
Calls to Goldman Sachs and the FBI were not answered outside U.S. business hours.
On Monday during a press briefing, the FBI said to date, out of 64 arrests made in "Perfect Hedge," the name given to the investigation, 59 people have been convicted or have pleaded guilty.

Embraer remains committed to offer the best solution to the US Air Force and will await further clarification on the subject to decide next steps, in consultation with its partner, SNC.
The Wichita Eagle has the latest on Hawker Beechcraft’s ongoing legal and lobbying efforts to win back the Light Air Support US Air Force contract. Hawker Beechcraft and Sierra Nevada – Embraer’s partner in the US on this program – are having a war of words on whose offering has the best “made in America” credentials. Interesting angle for planes that are meant to be used by the Afghan Air Force… The Air Force issued a temporary stop-work order last month; the next step of the lawsuit filed by Hawker Beechcraft against the USAF is scheduled early next month.

Was listening & watching the news a few days ago, a politician said if you want to secure large contracts with the government you have to (wine & dine) them, guess Sierra Nevada Corp's (SNC) was not spending enough on wine, steak, lobster etc.

Global competition in the 20-ton air transport segment continues to intensify, with Brazil’s launch of its KC-390 program. Embraer figures reportedly place the global C-130 replacement market at around 700 aircraft. In response, it will develop a jet-powered rival to compete with Lockheed Martin’s C-130J, the larger Airbus A400M, Russia’s AN-12 and its Chinese copy the Yun-8/9, and the bi-national Irkut/HAL MRTA project. Smaller aircraft like the EADS-CASA C-295M, and Alenia’s C-27J, may also represent indirect competition.
Embraer is extending its efforts and markets by crafting a jet-powered medium transport with a cargo capacity of around 23 tons, that can be refueled in the air, and can provide refueling services to other aircraft by adding dedicated pods. The KC-390 has now become a multinational effort, and may be shaping up as the C-130’s most formidable future competitor…

Mexico’s T-6C+ Turboprop Planes: SIVA’s 1st Counterpart

On Jan 9/12, Hawker Beechcraft announced that it had sold 6 new T-6C+ military trainers to the Mexican Air Force (FAM), with deliveries to begin to “an advanced training base in Mexico’s northern region” in early 2012. This is almost certainly Santa Gertrudis, in Chihuahua. Terms were not disclosed, but Hawker Beechcraft also advertised the T-6C+ ”[carriage of] external stores and delivering practice weapons for training purposes.”
Latin American aviation expert and author Inigo Guevara added some outside background into the sale, and its rationale. The FAM needs to replace its entire 66-plane PC-7/9 fleet over the next decade or so. The FAM also needs planes that can respond to the information relayed by their new Integrated Air Surveillance System (SIVA) of aircraft and ground radars, since their fighter fleet is just a handful of aged F-5E/F jets….
Mexico’s Pilatus aircraft were used in combat against Zapatista guerrillas, and Switzerland banned further sales in 1995. That ban appears to have been lifted, as they delivered 2 PC-9Ms in 2006 as replacement aircraft.
T-6C+ planes with Heads-Up Display, Up-Front Control Panel, an integrated glass cockpit and an advanced Esterline CMC Cockpit 4000 open architecture avionics suite appear to be their choice to replace the PC-7s. A plane that can mount practice weapons can also mount simple, low-weight items like gun pods and small rocket pods, which are quite sufficient against drug-running aircraft.
Most of Mexico’s neighbors have chosen Embraer’s EMB-314 Super Tucano for this role instead, with its heavier construction, built-in guns, and more advanced weapons capabilities. On the other hand, HawkerBeechcraft has a long history with the FAM, and operates 2 factories in Chihuahua. With the AT-6B’s recent loss of the American LAS contract, Mexico’s initial and future order is a step toward securing those jobs in Mexico. It’s also true that T-6 aircraft are a less obvious escalation, and the tone of the release suggests that Mexico is being very careful in how it characterizes these planes. Finally, there’s the American angle. T-6Cs offer commonality with American military flight training, and are a more obvious candidate for future aid-based purchases, like the Merida Initiative.
Beyond this initial buy, Mr. Guevara states that:
”[As far as I know], the T-6C+ is meant for tactical training and emergency air intercepts using a gunpod… the Mex AF wants an initial 10 for tactical training in Chihuahua (I would guess these 6 plus 4 options) and a further 20 to form two squadrons to begin immediate air sovereignty patrols over southeastern Mexico…. [As an educated guess,] These may well be any of the AT-6 versions (my bet is on the AT-6B) and/or T-6C+. Those 30 are the first phase of the programme, a second phase will seek to acquire the other 36 or so.”

It said that is predicated on what happens at the U.S. Court of Federal Claims, where Hawker Beechcraft filed suit. At stake is what company will build the light air-support (LAS) aircraft, a single-engine turboprop supporting the security effort in Afganistan. Embraer declined to comment on the suspension of work.
