HO CHI MINH CITY, Vietnam – Four decades after the Vietnam war ended, US fast-food giant McDonald's opened its first restaurant in the communist country Saturday, February 8, aiming to lure a rising middle class away from rice and noodles.
The arrival of one of the most potent symbols of US capitalism in southern Ho Chi Minh City – known as Saigon when American troops dramatically withdrew in 1975 – is the result of a partnership with the son-in-law of Vietnam's powerful Prime Minister Nguyen Tan Dung.
McDonald's is following US rivals Burger King, KFC and coffee giant Starbucks into Vietnam – a country many Americans associate more with an unpopular war than a newly wealthy middle class.
But with its 90 million-strong population and average per capita income of more than $1,500, "Vietnam is on the radar now" for US franchises, said Sean Ngo, managing director of consulting firm Vietnam Franchises Ltd.
Critics say that Vietnam's rapid economic growth since "Doi Moi" reforms opened up the country in the early 1990s masks rising inequality and inefficiencies in an economy still dominated by state-owned enterprises.
But signs of the country's rising affluence were on display Saturday as hundreds of people queued at the McDonald's store on Ho Chi Minh City's Dien Bien Phu street – named after the battle that forced the French to withdraw from their former colony Vietnam.
"I like fast-food. I don't like Vietnamese food. I don't like fish sauce," Nguyen Hoang Long, 25, told Agence France-Presse as he devoured a Big Mac meal, referring to the pungent condiment made from fermented fish and sea salt that is used liberally in local cooking.
A Big Mac costs about $2.85 (around P128) at the new outlet, while a bowl of traditional pho noodle soup can be bought on most street corners for around $1.50 (approximately P67.50).
The arrival of McDonald's marks a full turnaround for the fortunes of US brands in former wartime foe Vietnam.
Iconic brands such as Coca-Cola were available in US-allied South Vietnam until the end of the war, but the companies pulled out after the communist victory which paved the way for the unification of the country in 1975.
McDonald's local partner, Henry Nguyen, stood outside the store Saturday directing traffic – mostly motorbikes and the odd cyclo – into the drive-thru.
Also known as Nguyen Bao Hoang, he once flipped burgers for McDonald's while growing up in the United States, where his family fled at the end of the war. He returned to his native country more than a decade ago. – Rappler.com

- Famed football player and former murder-suspect O.J. Simpson is begging President Barack Obama for an early release from prison. The troubled ex-NFL great is serving time for kidnapping and robbery. In 2007, Simpson and several associates robbed a sports memorabilia dealer in search of paraphernalia that used to belong to Simpson.
Simpson is said to be in poor health and possibly suffering from brain cancer. Though tests have so far been inconclusive, Simpson is asking the president to commute his sentence and allow him to live his last, sick days as a free man.
Simpson penned the letter to the president after months of failing health. If his pardon is denied (or ever even acknowledged) Simpson would not be eligible for parole until 2017.

Last 7 days in Iraq for Jan 2014...
Levels of violence rose significantly in Iraq last week. It was the worst seven-day period recorded by AKE since the height of the insurgency between 2005 and 2007.
At least 274 people were killed and 243 injured in nationwide incidents, although the true figure may be significantly higher.
A total of 71 non-suicide bomb attacks left 56 people dead and 179 injured. Seven additional suicide bombings left nine people dead and 20 injured.
Small arms attacks left 33 people dead and 26 injured. A notable rise in indirect fire attacks (rockets and mortars) left seven people dead and 18 injured.
The most deadly development, however, was an escalation in armed clashes between gunmen and the security forces in Anbar province. The violence left at least 170 people dead and dozens injured.
Outside Anbar province, violence was concentrated in Baghdad, Ninawa, Salah ad-Din, Babil and Diyala provinces, where conditions could worsen even further over the coming weeks.
The south of the country and Kurdish administered north saw no major incidents and remain much more stable – albeit far from immune from violence.

Please find below our latest summary on the security situation in Iraq.
LONDON - Levels of violence rose slightly in Iraq last week. At least 136 people were killed and 317 injured in nationwide incidents.
A total of 69 non-suicide bomb attacks left 76 people dead and 262 injured. Small arms attacks left 30 people dead and 18 injured.
Seven additional suicide bombings left 29 people dead and 37 injured. The figure would have been higher but the security forces were able to shoot dead several would-be bombers before they were able to detonate their explosives.
Violence was concentrated in Baghdad and the districts surrounding it in Anbar, Babil and Diyala provinces, as well as in Mosul and scattered throughout Salah ad-Din province. There was also a rise in violence around Kirkuk.
The south of the country was quiet, except for a rare shooting in Basrah city. The Kurdish region in the north of the country was also quiet although the security forces reportedly foiled an attempted terrorist attack in Dahuk province.

AKE has raised the security risk rating for Iraq
LONDON – Risk mitigation company AKE has raised the risk rating for Iraq on its intelligence website Global Intake. The rating change follows a sustained deterioration in security over recent months.
The country experienced an average of 15-16 attacks per day and 191 violent fatalities per week between July and September.
In comparison, there was an average of seven attacks per day and 60 fatalities per week throughout 2012.
Over 95 per cent of the current attacks are taking place in seven provinces – Anbar, Babil, Baghdad, Diyala, Ninawa, Salah ad-Din and Ta'mim.
The south of the country sees far fewer attacks but conditions in the oil-rich region are still far from stable.
Conversely, AKE has also lowered the risk rating for Kurdish Regional Government (KRG) territory. This follows the conclusion of parliamentary elections in the semi-autonomous northern region.
From a security perspective KRG territory remains much quieter than the rest of Iraq but recent political rallies and a terrorist attack in September highlight that it is not completely without risk.
The current AKE security risk rating for Iraq is 40 (Highly Dangerous Business Environment) while the rating for KRG territory is much lower at 18 (Elevated Risk).
As a comparison the United Kingdom is rated at 7 (Stable) and Iraq's neighbour Syria is rated at 54 (Extreme Security Risks).

Finance committee member stressed n passing law for deleting zeros

A finance committee member of Iraq stated that a law for omitting zeros from Iraqi currencies should be passed in order to confront the issues like debt and money frozen.
Finance Committee deputy secretary, Mr. Hadi stated further that the law should be passed as soon as possible to overcome some serious financial issues within the country.
He remarked, “The project to delete the zeros is in frozen state now and cons of approval is launched without coordination with the executive bodies will stagger policy the country, stressing the need for coordination and agreement with the concerned authorities for approval within a proper timeline.”
It has been known that the project of omitting zeros from the Iraqi currency will like to take place in next month.

Economic committee mentioned Central Bank of Iraq’s measures as ‘failed’

The parliamentary economic committee has described the effort of the Iraqi Central Bank for maintaining the value of Iraqi dinar as ‘failed’. It has to be noted that recently the Central bank of Iraq has promised the nation that the organization will take care of the Iraqi dinar and will take significant steps to make it stable so that sustainable economic ambience prevail throughout the nation.
Mahma Khalil stated, “The central bank demands to maintain the exchange rate of the Iraqi dinar, and determine a fixed price against the foreign currencies, as it is unreasonable that there is a balance of a sovereign Iraqi exceed seventy billion dollars, and it remains the Iraqi dinar rate over 1200mm dinars to the dollar, and sometimes brings about this price on the black market. “
He added that “the policy of the central bank failed to maintain the exchange rate of the Iraqi dinar against a basket of foreign currencies.”
Khalil explained that exchange rate of IQD against USD depends on a number of things. This depends on the foreign reverses and along with that on some other factors. He pointed out that it is a good thing that Iraq has been released from all UN sanctions and this is a step forward towards the economic success of Iraq in near future. It has to be noted that after uplift of the sanctions, the IRQ rate against USD had fallen significantly. This is why Mr. Khalil thinks that it is the right time to take right measures to rejuvenate the currency exchange rate of the country.
“What distracts today dollar of deposits is not the real size of the Iraqi market needs,” he mentioned.
Observers and economists believe that the increased turnout to buy the dollar has led to a significant drop in the price of the dinar, and attribute this to smuggle most of it will offer daily Central Bank of dollars abroad.
The Iraqi Central Bank announced shortly before the new measures that it will restrict the availability of U.S. currency in markets where demand to buy them, amid suspicions suggest the smuggling of large amounts of hard currency for the benefit of neighboring countries.
The Central Bank of Iraq has issued new instructions to stabilize the exchange rate of the Iraqi dinar against foreign currencies select the stakes weekly for banks and money transfer companies.

Don’t Choke Iraq’s Revenue
This week’s bomb attack on the freight port of Umm Qasr was something new, but it appears to be an extension of the terrorist strategy of targeting Iraq’s commercial infrastructure.
Seen in the context of the growing number of attacks on northern pipelines – at least 37 attacks in the past 2 months alone – it is clear that the intention is to choke Iraq’s trade and destroy its oil revenues.
But while the aim may be to damage the government, the effect is to harm all Iraqis, not least those directly affected by the violence.
And the tactics needed to tackle this threat may lead to more restrictions on the movement of people and goods, further diminishing the quality of life and hampering the development of the country.
Attempting to destroy Iraq’s trade helps no-one, and prolongs the suffering of ordinary Iraqis.

The prime minister of Iraq, Mr. Nouri al-Maliki will visit the United State of America in the month of September, 2013. The Minister of Foreign Affairs, Hoshyar Zebari, assured in a press statement “Maliki will visit the US soon,” expecting the visit to be “On next September.”
Zebari also concluded by the same statement that Maliki will discuss bilateral relations according to the Strategic Framework Agreement concluded between the two countries in armament field and confronting terrorism in addition to the regional updates especially the Syrian crisis.

Economist says Iraqi dinar exchange rate is paving towards stability
Abbas, the economist mentioned that with an overwhelming majority, the exchange rate of dinar in comparison to the US dollar will bring stability in the Iraqi market.
In a recent interview for a local news agency, he explained the reasons for the stability of the Iraqi dinar against the dollar, which fell to independence of the Central Bank of Iraq recently in Basra.
He continued as the Central Bank set the currency doesn’t contradict the momentum in sales market to create a balance between the price and the domestic market. He further added, “This is a case of positive stability came on the back of the Central Bank’s actions to create a system for the Iraqi dinar exchange rate against other currencies.”
It has to be noted that in past few month, Iraqi dinar has experienced sharp decline against USD, though after ruling out of the sanctions of Chapter VII, dinar rate has been anticipated to go towards the stability.

91 people died in bombings across Baghdad on Eid. Funny how all the guru's talk about people spending money and everyone is happy or they say this or that, but never provide a link. If the dinar hits I'm out and will cash in all my chips immediately. Best thing the Iraq gov could do is pay these groups not to attack just like Kuwait and other nations do. If they aren't going to kill them then they might as well pay them. Lot goes on behind the scenes in Kuwait, UAE, and Bahrain for example...

Al-Qaeda front group the Islamic State of Iraq and the Levant has claimed a wave of attacks that killed 91 people and injured hundreds during the Eid al-Fitr holiday on Saturday.
"The Islamic State mobilised... in Baghdad and the southern states and others to convey a quick message of deterrence on the third day of Eid al-Fitr" in response to security forces' operations, a statement posted on forums late on Sunday said.
Iraqis have angrily blamed the authorities for failing to prevent a series of deadly bombings and other attacks on Saturday, which came as the country marked the end of the Muslim holy month of Ramadan, its deadliest in years.
The attacks came just weeks after assaults on prisons near Baghdad, also claimed by the al-Qaeda front group, freed hundreds of prisoners including leading fighters, prompting warnings of a surge in violence.
Continued assaults
Nine people were killed in fresh violence around the country on Sunday.
Gunmen opened fire at a checkpoint manned by Sunni armed group, killing two and wounding two in the town of Buhriz, about 60km northeast of Baghdad, police said.
Further north, gunmen attacked a busy park in the town of Balad, killing two and wounding three, police said.
Three anti-terrorism squad officers were killed and nine wounded by a roadside bomb in the town of Mahaweel, according to police sources.
The United States condemned Saturday's string of car bombings that targeted markets, cafes and parks crowded with people celebrating Eid al-Fitr holidays.
The State Department said Saturday's attacks bore the hallmarks of al-Qaeda's Iraqi (AQI) branch.
It reiterated that it was offering a $10 million reward for information leading to the killing or capture of Abu Bakr al-Baghdadi, the AQI leader.
Last month al-Qaeda claimed responsibility for simultaneous raids on two Iraqi prisons and said more than 500 inmates had escaped in the brazen operation.

In a press statement, Al-Shammari stated that the high volume of reserves of Iraq from foreign currency to $ 76 billion in addition to the 30 tons of gold bullion, and out of Iraq from Chapter VII, make it necessary to set a date to reset the Iraqi currency.
He further added that the investment of this reserve big help to raise the value of the Iraqi currency compared to foreign currencies. It will also help to reduce the price of the essential commodities in the general Iraqi market as most of the Iraqi goods are being exported from the foreign nations. This will help the common Iraqis who are struggling to but essential commodities with the price rise due to high exchange rate of Iraqi dinar in compare to foreign currency, like the US dollar.
To improve the overall living standards of the common Iraqis, it is very much necessary to reset Iraqi currency, as opined by Al-Shammari. To some extent, due to low price in the marketplace for the commodities will also eradicate crimes and terrorism issues from the country, as hoped by Al-Shammari!
