December 8th, 2009 In his address to an over-flowing crowd at the conference hall in Caraquet’s Industrial Complex, Mr Peter Swire, CMA, surprised the gathering of business, community and political leaders by announcing an increase in the plant’s annual demanufacturing capacity from 1.6 million units to 3.2 million units. The doubling of the capacity was as a direct result with several national retailers over the need to handle counter top and household electronics as well as major white goods. The new capacity limit will require a third line within the same footprint. The number of new jobs will be just shy of 200 full time positions.
Joining Mr. Swire at the site, were the Hon Hèdard Albert and the Hon Denis Landry (two ranking Cabinet Ministers), His Worship Mayor Antoine Landry and Mr. Hillard Herzog from Bergamo Acquisition Corp. In his opening remarks at the news conference, Mayor Landry, speaking in both official languages, stated that after 4 years of dedicated work, the GreenSafe project will create meaningful long term “green” jobs within the Industrial Park. His comments were echoed by the Minister Albert who stated that the current low provincial (payroll and corporate income) tax rates will be lowered next year. The French language media were well represented picking up comments from Mr. Swire, the Ministers, the Mayor and local leaders. The environmental community supports this project with its refreshing openness and transparency.
Due to the winter rapidly approaching, footings will not be poured until late March. The general contractor and architects were at the ground breaking. With a break in the weather, we could get the site ready to receive the state-of-the-art processing equipment in June.

They must have presented a pretty good argument about the
viability of the proposed project and the amount of traffic

It is very expensive for ANY amount of railway to be maintained,
especially for the sake of ONE company, or even ONE township.

KARACHI (December 06, 2009): Sindh Engro Coal Mining Company has been set up to develop Thar Coal on fast-track basis and produce coal-based electricity, it is learnt. The project company is a joint venture between Sindh government and the Engro Powergen Private Limited (EPGL), which would operate within Block-II of the Thar Coal (a coal mine spread over 55kms) and associated mine mouth power station of up to 3,900MW for a maximum period of 30 years, sources told Business Recorder on Saturday.

WASHINGTON - In U.S. history, there may have been no better time to own a junk car, a rattling old fridge and a leaking dishwasher.
On the heels of its ballyhooed "Cash for Clunkers" program for cars, the federal government is expected to finalize details in the coming weeks of another tax-supported shopping extravaganza, known as "Cash for Appliances."
Supported by $300 million from the economic stimulus, the program will offer rebates to consumers who buy energy-efficient refrigerators, dishwashers, air conditioners and other appliances to replace their older models.

And like the $3 billion cars program that gave consumers money for swapping their clunkers for more fuel-efficient rides, the appliance initiative seems destined to inspire shoppers, drive up sales for a while and profoundly divide economists over how much lasting good this chunk of government spending will do for the economy.
"The premise seems to be that for Americans to be richer, they need to throw out their old appliances faster — I don't see it that way," said James D. Hamilton, an economics professor at the University of California at San Diego, who has blogged about the clunkers rebates. "I don't like the idea of just spending money for its own sake."
While many economists believe that government incentives to lift consumer spending can boost the economy during a recession, they differ over whether the sales spikes that accompany the rebates are meaningful or merely concentrate sales that would have occurred before and after the rebate period anyway.
'Shift expenditures'
The Obama administration's Council of Economic Advisers has indicated that the clunkers program provided a worthwhile boost even though many of the 690,000 clunkers sales would have happened anyway. In their baseline assessment, the program increased car sales in 2009 by 330,000.
Clunkers "is one of several stimulus programs whose purpose is to shift expenditures by households, businesses, and governments from the future to the present," the council wrote in a September report. "Such time-shifting is valuable in a recession, when the economy has an abundance of unemployed resources that can be put to work at low net economic cost."
The appliances program may be destined to continue the debate. For when it comes to stimulus, timing can be critical, and the implementation of the effort has dragged on, possibly diminishing its usefulness.
Although the $787 billion stimulus program was signed by Obama in February of 2009, much of the cash-for-appliances money won't hit the streets until next February, March or April. The rebate program is being run by state governments, which must define and enact their rebate plans with federal government funding and approval. A survey of some of the largest states shows that California is planning to begin its program in March, New York in February, Pennsylvania in the spring, Illinois in January and April.
Under the program, Virginia is expected to receive $7.5 million, Maryland $5.4 million and the District $568,000, but the requirements and rebates have not yet been disclosed.

Now the home appliance manufacturers who celebrated the passage of the program worry that the delay in its implementation might actually depress sales at first, with consumers putting off purchases until the rebates begin.
"Our desire would be to see these programs rolled out as soon as funding is available," said Jill Notini, a spokeswoman for the Association of Home Appliance Manufacturers. "Unfortunately, you may have people saying, 'It's kind of on the blink, but we'll wait.' We wish that the states would follow the intent, which is to stimulate the economy now."

PATTOKI (updated on: November 07, 2009, 17:23 PST): Prime Minister Syed Yousuf Raza Gilani Saturday said increased energy production in the country was a high priority on government’s agenda and measures were afoot to exploit all available natural resources for this purpose.
Launching the 200MW Nishat power project worth $234 million here, Gilani said it was the third such project in the fast-track category and said the government was working to meet the current shortfall of 3500MWs.
The prime minister emphasized on harnessing the potential of natural resources in the country and added that the government was focussing in this regard on medium to long term plans to generate more electricity and enhance industrialization in the country.
He said the government was exploring all other options to generate more electricity. He stressed the role of private sector in power generation and said it can play a vital role in increasing its production in the country.
The prime minister said no country can work in isolation and Pakistan desires good commercial relations with all countries. He said Pakistan was also pursuing economic interests in foreign policy, aimed at catalyzing trade ventures.
He said the government was pursuing policies to attract foreign investment and providing investor friendly environment.
He said PPIB, PEPCO, NEPRA and others were working with great cohesion to help increase power production in the country.
He said the government will allocate more funds for hydel projects.
The Prime Minister noted the credible track record of Nishat group in various projects and said it proves that Pakistan was an attractive place for investment.

ISLAMABAD (October 25, 2009): The United States has expressed dissatisfaction over investment climate in Pakistan, but assured its full support in dealing with the energy crisis through short-term solutions, including the much criticised rental power plants (RPPs) and the fast track power projects, initiated by the American investors, well-informed sources told Business Recorder on Saturday.

He added that as a part of the plan all possible conventional and unconventional resources shall be exploited towards resolution of the present energy crisis in the country.

Pakistan-US energy talks begin today

ISLAMABAD (October 23 2009): The US has urged Pakistan to fully comply with the power sector agreements reached with the International Monetary Fund (IMF), with the schedule of full cost recovery and elimination of cross subsidies to be agreed with the World Bank.
In the face of a perceptible increase in fuel and non-fuel cost components, Pakistan government reached an agreement with the World Bank/Asian Development Bank on May 21 to increase average base tariff according to a schedule. The government requested that the schedule be delayed due to political constraints.
According to the sources, a proposal would be discussed in a two-day energy dialogue between Pakistan and US, starting on Friday on setting up a separate fund for the payment of subsidy to ensure a transparent payment mechanism and complement the agreement with the WB/ADB.
The proposal would target all government agencies/departments to make prompt payment for electricity and failure to do so must lead to disconnection. This would automatically increase billing collections. It has been noted that the tariff determination by the National Electric Power Regulator Authority (Nepra) has done on a cost plus basis, based on embedded cost. The tariff consists of a power purchase price adjusted for losses plus distribution margin.
A previous year adjustment has also been done by the Nepra to cover any shortfall, occurring due to late notification by the government of Pakistan. The US urged the government and the Nepra to review all tariff structures and subsidy programmes and re- target them gradually to improve the social safety net for the lifeline consumers by reducing inefficient subsidies in other sectors.
"Political intervention should be minimised to strengthen the independence of the Nepra that will provide more transparent decision-making on tariffs, including the screening and contract negotiating of projects based on tariffs," the US said in guidelines submitted to Pakistan.
The US proposed short-term and long-term steps to address the Nepra issues, and maintained that in the near term, management needed to be improved that might be accomplished through eliminating across-the-board appointments and bringing in technical, not political appointees.
As a long-term measure, it has been proposed that power distribution companies (Discos) must be fully independent and accountable to Pakistan Electric Power Company (Pepco) with no interference in the Discos operations. "To achieve the above a sustained government of Pakistan political will and strong legal enforcement is required," the US said.
On the technical side, the US proposed to renovate and augment the transmission and distribution system in a bid to reduce technical losses to a reasonable level of 6-7 percent instead of 19 percent. This required the donors' assistance and fiscal responsibility on the part of the Discos and the government of Pakistan, said the sources.

Canada’s newest telecom player took a major step forward Tuesday, as DAVE Wireless nailed down $125-million in long-term financing from ING Bank.
DAVE Wireless - it stands for Data & Audio Visual Enterprises Wireless - obtained a loan facility from the bank that will pay for building a network and attracting customers. President David Dobbin said Tuesday in a press release that the ING facility will speed up the DAVE Wireless roll out. The company expects to lauch in 2010. No terms were released on the ING loan.
