Obscure local oil firm is chosen to work leases off Nigeria, São Tomé

WASHINGTON - An obscure Houston oil company cleaned up in the bidding for some potentially lucrative blocks off Nigeria and São Tomé and Príncipe.
ERHC Energy has been awarded equity stakes in five different blocks in West Africa's oil-rich Gulf of Guinea, in waters believed to hold more than 11 billion barrels of crude.
"ERHC is now in league with the big boys," said Phil Nugent, an ERHC investor.
But the bidding process run by Nigeria and São Tomé and Príncipe's Joint Development Authority has been mired in controversy, helping to spark a political crisis in the tiny, turbulent nation.
ERHC, controlled by a wealthy Nigerian businessman, began talks with São Tomé and Príncipe's government about a possible oil deal long before other companies would give the twin-island nation a second glance.
Those roller-coaster negotiations were marked by corruption accusations, international arbitration and threats of arrest. But eventually the outfit with no experience in the offshore was granted preferential rights in the offshore acreage of the two countries' joint development zone.
Realizing ERHC could open the door to waters where they might make a blockbuster discovery, U.S. independents Devon Energy Corp., Pioneer Natural Resources and Houston's Noble Energy Corp. agreed to team up with the virtual unknown.
And this week, a Devon-Pioneer-ERHC consortium won a 65 percent stake and was named operator of the development zone's Block 2, while a Noble-ERHC alliance was awarded rights to explore the much-sought-after Block 4.
Devon, Pioneer and ERHC also will be minority partners in a block operated by Houston-based Anadarko Petroleum Corp., while ERHC will enjoy stakes in two other blocks.
Like ERHC, super-major Exxon Mobil Corp. had preferential rights to claim stakes in two of the offshore blocks. But the Irving-based company decided not to exercise those rights.
The bid results were controversial because the winners weren't always the parties that had initially agreed to pay the highest upfront payments, known as "signature bonuses."
Anadarko, for instance, had agreed to pay a $90 million signature bonus for the rights to explore for Block 4, while Noble-ERHC had agreed to pay only $57 million, International Oil Daily reported. The Noble-led group was then asked to submit a new bid to match Anadarko's proposal.
Likewise, the Devon-led group was asked to submit a new bid to match a higher bonus offered by an Indian oil company, Oil Daily reported.
A statement from the Joint Development Authority announcing the winners, said the winning signature bonus for Block 4 was $90 million and the winning bonus for Block 2 was $71 million.
Officials from Devon and Anadarko declined to comment. A spokesman for Noble could not be reached for immediate comment.
Stung by accusations of corruption, the Joint Development Authority issued a statement, noting: "Other details pertaining to the commercial and technical aspects, including the work program, ... were given due consideration during the exhaustive bid evaluation process."
On Thursday, São Tomé and Príncipe's prime minister, Damiao Vaz de Almeida, abruptly resigned, accusing the government of signing deals with companies "of doubtful credibility and inadequate technical ability," the Associated Press reported.

Lamperd has been on a tear since last week's news confirming the receipt of a letter of intent from Taylor's & Company, Inc. to market LLLI's goods to over 6000 arms dealers and distributors. The non-exclusive U.S. sales and distribution agreement calls for Taylor & Co to focus on their client's law enforcement and military consumers.
Onelink4travel recently made a pair of key acquisitions, The Call Center LLC and Reservation Center Inc., and continues to name the new officers for its subsidiaries, naming Dawayne Flor as its vice president of sales and marketing for RCI. The acquisitions will help Onelink market its travel reservations concept to travel industry suppliers and their retail distribution channel in a more cost-effective approach, but more importantly TCC is expected to provide positive cash flow to Onelink4travel in 2005. TCC, established in 1998, provides telemarketing, customer service, payment collection and marketing survey services for major U.S. corporations. TCC's founder, president and CEO, Paul Flannery, will remain CEO of the company, which will now operate as a wholly-owned subsidiary of Onelink4travel from its call center facility in Reno, Nevada. Onelink's official operations, for its integrated global distribution and financial settlement services system, in the U.S. and Europe are planned to commence later this year. By focusing on the non-airlines portion of the travel reservation industry, like the hospitality industry, OneLink will be in a unique position. It appears that OneLink has no competition in its sector and according to previously released information from the company. If the product achieves 5% market penetration it could generate over $250 million in income.
United Airlines has agreed to contracts with its machinists union and mechanics yesterday. The deal will help United cut labor costs and avoid a strike threat during the peak summer travel season.
ERHC Energy was part of a group which was awarded an interest in several blocks offered in the 2004 JDZ Licensing Round, by the Nigeria-Sao Tome and Principe Joint Development Authority, who issued a press statement on May 31, 2005.

DJ Sao Tome Awards 5 Oil Blocks In Second Licensing Round-2-
The first round of licensing offered for deep-water blocks thought by some to hold huge oil reserves was won by a consortium of companies led by Chevron Corp. (CVX).
In all, 26 bids from 23 companies for the five blocks, offered a total $433 million in signature bonuses.
The award process was delayed by five months and marred by allegations of corruption.

This is a suit for Breach of Contract and Dissolution of Partnership Agreement

Nigeria, Sao Tome to Announce Winners of Oil Blocks

The Nigeria-Sao Tome and Principe Joint Development Authority (JDA) is to announce winners of five oil blocks put on offer last November this week, an official from the Department of Petroleum Resources (DPR) of Nigeria said Tuesday.
"The winners will be announced before the end of the week," said the official who refused to be identified.

its 25 percent option on two blocks for the next licensing round," he added.
According to the source, the winners are chosen based on competence and wherewithal to operate in the deep offshore waters.
The Joint Ministerial Council (JMC) of the JDA met in April and decided the winners that had been approved by Nigerian President Olusegun Obasanjo and his counterpart Fradique Des Menezes of Sao Tome and Principe.
Exxon-Mobil reserved its 25 percent options on two blocks among the five on offer in the 2004 bid round because it could not be given the operatorship of the blocks in line with its desire.
American oil firm, ERHC Energy in which indigenous firm Chrome Energy has major stake, had similar options and had already exercised them and validated by the JDA.
Oil activities are imminent in the JDZ after the Production Sharing Contract (PSC) on Block One was signed between Chevron- Texaco, Exxon-Mobil, Dangote EER and the JDA in February.

The JMC has submitted recommendations on the structure and final awards of the blocks that were put to tender for endorsement by the Heads of State of the State parties. Howard F. Jeter retired with the rank of Career Minister from the State Department in 2003 after a 27-year career in the Foreign Service. Ambassador Jeter is the immediate past US Ambassador to Nigeria. He also served as Deputy Assistant Secretary of State for African Affairs, State Department Director for West Africa, President Clinton's Special Envoy for Liberia, and Ambassador to Botswana. Ambassador Jeter was Deputy Chief of Mission and later Charge d'Affaires in Lesotho and Namibia. He also had multi-year assignments in Tanzania and Mozambique
Ambassador Jeter has been the recipient of numerous awards, including the Presidential Meritorious Service Award, Superior Honor Awards, and several Performance Awards. He received the Bennie Trailblazer Award from Morehouse College and the International Peace and Justice Award from the Rainbow Coalition. Ambassador Jeter is a member of the Council on Foreign Relations, the American Foreign Service Association, and Phi Beta Kappa.
He earned his Bachelor of Arts Degree, with Honors, from Morehouse College and Masters Degrees in International Relations, Comparative Politics, and African Studies from Columbia University and UCLA.
He is currently the Executive Vice President of GoodWorks International, an international consulting and business advisory group, Chairman of the Advisory Committee on Africa, US Export-Import Bank, and a Board Member of Africare and Africa Action.
Dr. Uzoigwe started his career with Dow Chemical Company where he held various senior positions in its Walnut Creek Research Center and in its Specialty Chemicals Production Facility in Pittsburgh, California. He joined the Nigerian National Petroleum Corporation (NNPC) in 1981. During his tenure at NNPC, Dr. Uzoigwe held several senior technical and management positions, including Chief Engineer and Project Coordinator (Petrochemicals), Group General Manager (R&D Division), and Managing Director of NNPC's Refining and Petrochemicals subsidiaries. In 1999 he was appointed the Group Executive Director (Exploration and Production), a position he held until he retired from NNPC in 2002.
Dr. Uzoigwe has also served in the Governing Boards of Raw Material Research and Development Council, National Management Agency. He has traveled extensively on numerous professional and official assignments on behalf of NNPC and the Nigerian Government.
Dr. Uzoigwe is a Registered Professional Mechanical Engineer and a Registered Professional Chemical Engineer in the State of California. He is also a fellow of the Nigerian Society of Chemical Engineers and a Fellow of the Polymer Institute of Nigeria.
Dr. Uzoigwe has BSc (Mechanical Engineering) and Master of Business Administration degrees from University of California at Berkeley. He also holds MSc and PhD degrees in Petroleum and Chemical Engineering from Stanford University, California.
Both appointments became effective on April 21, 2005.
