I just this moment concluded a phone call to T D Waterhouse/Ameritrade, Central Headquarters located in Texas.
I spoke with a Brokerage Supervisor regarding the alleged "restriction".
The short answer is "There's no on line trade restriction PERIOD" There's no note, flag, Brokerage in house policy restricting the trade for rltr PERIOD
There's no short taken or recognized PERIOD

I also had similar phone conversations with my other accounts, Scottrades, same answer PERIOD

IMHO, there’s something strange about this I-Hub board!

MWM123 Hands down!! rltr wins. The yahoo rendition, is blurred, the sound follows the lips(more so that rltr).
rltr's "full" screen is larger than yahoo's by a wide margin.

I just viewed the "trailers". Other than taking a while to send the required email to start, (server over load) the play back has IMPROVED markedly, IMHO! I have a ViewSonic VE500 17" LCD monitor and the video is absolutely DVD quality. The audio still follows the video, but as I mentioned a marked improvement since beta testing. The full screen/wide screen issue is not as much of a stretche. The top/bottom black bands are significantly reduced.

FWIW my up/down load rates at the time of viewing: Last Result:
Download Speed: 3342 kbps (417.8 KB/sec transfer rate)
Upload Speed: 349 kbps (43.6 KB/sec transfer rate)

Data processing system and method for pacing information transfers in a communications network


Abstract
A data processing system and a method implement a unique push, or streaming, model for communicating time sensitive encoded data, such as video and audio data, in a communication network. A pacing mechanism is implemented in the data processing system to allow a client to pace a streaming server in a stable way such that a fill level of a client buffer will oscillate around a single threshold value. A simple protocol is implemented to protect pacing primitives, allow recovery for pacing primitives, and to keep a client and a server synchronized during the pacing operation. To implement the pacing mechanism, the streaming server transmits data at a slightly faster rate than it was encoded. Subsequently, a decoder circuit at the client, or receiver, uses the transmitted data at the encoded rate. Thus, the utilization of buffers in the client will gradually increase. When the utilization of buffers reaches a threshold level, the client provides a pacing message to the server. When the pacing message is received, the server withholds sending data for a period of time sufficient to drop the client buffer utilization to a level below a threshold level.

I asked the question, as I could not properly recall, "full screen" or "wide screen", with last weekend powerGrid. Am I making since here?? As a invitee with the "beta" testing I would like to be accurate with my responses.

At this juncture, the Earth Science doesn't support the "Accounting".
