Nebraskan, I just checked tomorrow's Chieftain and there is nothing concerning Niocorp or the air construction permit.
The way I see it we are now on the verge of earning our air construction permit. It is true that we had hoped to leap this hurdle several months ago, but this was not under Niocorp's control. Mark has said for a while now that the companies efforts were focused on two fronts, this permit, and financing. I am hoping the state of Nebraska issues our permit as soon as next week then financing will follow soon after. I have seen no reason for doubts. STILL LONG AND STRONG HERE IN NEBRASKA!
I am just saying that the people on this board are not privy to all of the information necessary to judge this situation. It is not our place to question the integrity of management without all of the facts. I tend to believe they are operating out of good faith. If you don't this would be a reason to sell.
Who here is in a position to say that Nicorp has not been impacted by this pandemic? Certainly not you Tedro! For all, we know this mine could have been financed months ago if not for these circumstances. NDEQ has been working from home, maybe we have the air construction permit in hand if they are in the office each day. I would suggest we leave these decisions to the informed professionals.
You are correct Middleborder. Fieldwork was just beginning to ramp up in this area early last week until we received about 5 inches of snow on Thursday. I would guess that farmers will get back to the fields in the next couple of days. Very little has been planted around here at this time.

I drove by the mine site yesterday evening. No noticeable farming operations have taken place at this time.
Douglas, you may be 100 % correct, but I like the fact that the red shovel which obviously represents our groundbreaking has been in the background of Marks last two videos after not being there for the last 3 years. Either Mark is sending a subtle message or he has redecorated his office. If it is the latter at least we know he has not thrown the shovel away.
There is a public notice in Thursdays Tecumseh Chieftain regarding the air quality construction permit for Elk Creek Resources. The proposed permit and supporting materials are available Thursday, April 16th through Monday, May 18. It appears that comments received by the department during this period will be considered prior to a final decision being made. This is also the time frame for requesting a public hearing.
I hope your right Putz, Covid-19 is beginning to make its presence known in our part of the world, just over 500 cases in Nebraska, one confirmed case in Tecumseh. I would like to see our 30 day comment period begin prior to any shelter in place order.

At the 2:40 point of the recent video referencing the potential infrastructure initiative, Mark Smith says, "We sincerely hope to be at the table when this legislation is crafted".
To me, it sounds like Mark is expecting something positive to come out of this bill.
Article in today's Lincoln Journal Star. Shares that large construction projects in Lincoln have continued normal operations during the Covid-19 pandemic. This gives me hope that our mine can begin construction without delay once finance is obtained.

It seems that many people both inside and outside of government are beginning to realize that we need to ensure our supply lines and that China is not the place to do that. Niocorp should benefit from this realization.

Excerpts from an article in today's Tecumseh Chieftain, I would copy the entire article but I don't have a digital subscription.
The expectation, based on feedback from the NDEE is that the construction air permit may be issued as a draft for public comment in late January or early February.
"We are anxious to get moving with work on the ground at the project site," said Honan. In addition to financing, the next steps will include acquiring the land, getting natural gas and electrical service to the project site, completing detailed engineering, and the initial steps of project construction - land surveys, geotechnical studies, land grading and clearing, etc.
Scott Honan was quoted,"We have had encouraging discussions with the Tecumseh Board of Public Works regarding a water supply arrangement, whereby the Company would pay for capital improvements as part of the water supply rate structure that could include a water tower on the south side of Tecumseh. That tower would have the added benefit of helping to resolve current water pressure issues for residents and businesses," Honan added.
The article lists the many ways the mine will benefit the community from taxes and jobs to the road improvement and law enforcement agreement during the construction phase. He speaks of recycling chemicals and mentions that the construction workers that are brought in to build the mine will not bring law enforcement problems or they will be dismissed.
I don't know this but from the tone of the article, I am guessing Scott Honan contacted the newspaper for an interview with the goal of publicizing the many benefits to the community of building this mine. He is putting Nocorps best foot forward prior to the public comment period for the construction air permit.
It is obvious to me that this team has put together a plan and is methodically checking off items as the time comes. 2020 will be a memorable one for this community, Niocorp, and all of its investors!
Luckily for Niocorp they don't need me to lead this sleigh! Mark and team will fill all of our stockings With Niobium, Scandium, and Titanium (No coal here) in 2020.

Other than the special hearing on the Niocorp special use permit the rest of the meeting was the usual routine county business, roads, bridges, etc
I just returned from the Johnson County Commissioners meeting where they voted 2-0 (one commissioner abstained because he is a Niocorp shareholder) in to grant the special use permit.

You are correct Nebraskan, I actually found this agenda posted on the post office wall. This item is listed as an "appointment" which leads me to believe it is an opportunity for Scott to deliver information to the commissioners for action at a later meeting. I don't think it will take long.

I have been googling for this as well with no luck.
In Nebraska, the two largest newspapers are the Lincoln Journal Star and the Omaha World-Herald. I have not seen anything in these publications recently. Our small local paper the Tecumseh Chieftain often reprints company news releases.
I agree it either introduced them to the project or in my opinion re-introduced a population that had researched it before and concluded it was too risky at that time. I feel that Mark Smith's positive comments may have convinced these people that now is the time to jump on board.

Grunt, I wonder if the past couple of years of low prices have allowed us close followers to load up on cheap shares to the point that we are hesitant to put even more eggs into this basket. I currently hold a little over twice the number of shares that I intended when I made my first purchase 5 years ago. I think we need the big news to bring in "NEW" money.
