We are going to deal with these primary issues as set out below and in the hope that our shareholders get a clear direction and that we now properly address their primary concerns.
We failed to recognize the importance of our meeting “hoped for” target dates and as a result it has damaged the credibility of ourselves and the Company. All we can do going forward is to ensure that this does nor re-occur. Light trading volumes and a lack of knowledge of Internet postings created a false belief in our minds that the interest in the Company’s plans were not widely followed. We now are acutely aware that is not the case. Our engagement with and our communications to shareholders clearly have been unsatisfactory and this will change immediately. We are however now aware of the enormous level of frustration amongst our shareholders.
We are now also aware that ourselves and indeed, the Company, is being labelled as “short on delivery and making vague promises”, that we are simply “kicking the can down the road in respect of deal consummation”, that we are “dumping shares of Common Stock into the market”, that we are “running a scam”, that we are “planning a Reverse Split of our shares of Common Stock” and that we “consistently fail to meet deadlines”. This is distressing to us obviously but we have to deal with these accusations as conveyed to us by our shareholders.
Obviously certain of these accusations made us realize that far more information needs to be imparted to our shareholders. This we are doing today and without breaching Confidentiality but it is imperative that our shareholders know that we recognize the problems. We are not going to comment on unadulterated nonsense about “running a scam” or our supposedly planning a Reverse Split”. Insofar as our “dumping shares into the market”, your Directors have never directly or indirectly sold a single share of the Company’s stock nor pocketed a dime for our efforts. Your Directors hold long term and untouched unsecured shares of Preferred Stock. Furthermore we do not follow nor do we look at the daily activity in the trading of the Company’s shares of Common Stock, we review the weekly trading activity reports provided to ourselves. To hold us responsible for any market action is unfair and unfounded. Given the extremely light volumes in the trading of Company’s shares of Common Stock; this is definitely a moot point.

Provincial wholesalers and medical patients in Canada report a shortfall of CBD products for the nonmedical and medical markets, and new data released to Marijuana Business Daily suggests imports aren’t enough to fill the gap.
Cannabidiol in Canada can be sold to adults only via a provincially or territorially authorized cannabis retailer or directly by a federally approved medical seller of cannabis.
Maintaining a reliable supply of CBD oil is a challenge across the country, said Cannabis NB spokeswoman Marie-Andrée Bolduc. Cannabis NB is the wholesaler and retailer of nonmedical marijuana in New Brunswick.
“We have a few suppliers who provide us intermittently with CBD oil, but it runs out quickly when we do have it,” she said.
“Based on conversations with existing and new suppliers, they are aware of the high demand for CBD oils and they are working to increase productions, but it’s still moving slowly.”
Common problem
New Brunswick isn’t alone.
British Columbia’s wholesaler does not have any supplier of CBD-only products for the government-run BC Cannabis Stores or its privately owned customers, according to a spokeswoman for the Liquor Distribution Branch.
“Demand for CBD products has been higher than what was anticipated by licensed producers,” the agency’s Kate Bilney said.
“CBD products, especially oils and capsules, tend to sell out quickly after new shipments are received.”
The province’s wholesaler is currently working with federally licensed firms to actively source CBD product to cater to customer demand.
“However, we have experienced a lack of supply for CBD products, due to a lack of availability from licensed producers,” Bilney said.
Why is there a shortage of such a popular product?
Market watchers say regulated cannabis companies aren’t making enough CBD products, either because they misread market demand for the extract or because they’re choosing to grow and sell higher-margin marijuana with THC.
“Most people in the industry are aware of the popularity of CBD products,” said Matt Maurer of Toronto-based Torkin Manes cannabis law group, “but I suspect that most licensees misread the market and thought that the interest was primarily in CBD-rich edibles, topicals and concentrates, all of which are products which are not yet legal.”
Maurer said he does not believe it will take an extended period of time to correct the shortage.
“Companies aware of this demand ought to already be working toward fulfilling the demand. For cultivators, that could take a bit of time,” he said.
“However, for companies such as MediPharm Labs, producing CBD-rich products from existing stockpiles of dried flower is something that could be accomplished in short order if the demand for product is there.”
Medical CBD supply
Another reason for the missing CBD stockpiles in wholesale warehouses is that cannabis cultivators may be holding back CBD for their registered medical patients.
Medical CBD is regulated by Health Canada the same way as THC products are, which means – personal cultivation notwithstanding – the only way for patients to access medical CBD is by receiving doctor authorization and registering with a cannabis company for direct-to-door shipments.
But even medically authorized CBD is in short supply, according to Canadians for Fair Access to Medical Marijuana (CFAMM), a nonprofit designed to protect the rights of medical cannabis patients.
“We’ve been hearing from patients there has been a lack of consistent availability of CBD oil and high-potency CBD dried flower basically since legalization,” said Max Monahan-Ellison, head of strategy for CFAMM.
“Products are rarely in stock, and, when they are made available, they go out of stock pretty quickly.”
Imports, meanwhile, are far from filling the shortfall.
In 2017, Health Canada issued 17 import permits.
That rose slightly to 30 import permits in 2018.
Countries that legally shipped CBD to Canada last year included China, Colombia, Germany, Italy, Jamaica, Spain, Switzerland, the United Kingdom and the United States, according to Health Canada.
Medical cannabis patient Dan Goulet said finding high-CBD products since Oct. 17, 2018, has become a constant challenge.
“Immediately after legalization, it took over three weeks for my LP to get oils in stock – and during that time, my health suffered. I would refresh the online store multiple times a day, hoping stock would be updated,” he said.
“Now, when product is found in-store, it’s often not available for long before its unavailable again.”

FALSE: 3. You have provided no proof that Instadose is alive or Biocann is alive. If it was dead what you posted would old news which it is. Expect no announcement of anything going dark until well after the fact. For a company bought for 120 million there should be some proof of life out there. Where are the customers or clients, farmers, employees, farms, buildings, web site for customers and farmers to contact. Maybe a phone number that farmers can contact. There is nothing. FACT!!

I most certainly have provided proof, as many others on this board most certainly have provided proof to you. All you have to do is call Instadose Pharma, call BioCann Pharma, and send Chairman Ron Lowenthal of GNCP an e-mail. Each of them will confirm individually that they are alive and well. I've spoken with all parties and I've sent any and every concern that I have to GNCP via e-mail. Very responsive and they will do their best to share what ever information is permitted.
In the interim, I personally choose to follow the information provided by Chairman, Ron Lowenthal of GNCP. And do my absolute best to make contact with BioCann & Instadose for your very reasons...to validate that all parties are operating and EXIST.
Beyond that I also acknowledge that GNCP-BioCann Pharma is under very strict nondisclosure agreements (NDAs), so they CANNOT provide any specific information until the green lights are given. My belief is that the green lights will be flashing between now and the release of our Q4-2019 filing (Q4 ends September 30, 2019)

Can CBD oil be imported into Canada?
We’ve been fielding a lot of questions lately about the eligibility of CBD oil for importation. Based on our research, it would appear that regardless of its THC content, CBD is not eligible for importation unless the importer is a licensed grower and eligible for an import license from Health Canada
But what if the CBD oil contains 0% THC?
This does not appear to make a difference since Health Canada and the CBSA consider CBD (cannabidiol) to be a controlled substance notwithstanding its THC content.
What hemp products can be imported?
Other derivatives of hemp are eligible for importation without a permit, although they must be processed from specific elements of the plant, contain proper labelling and be shipped with a certificate of analysis indicating the products THC content. Please ensure you’ve verified with Health Canada that your specific product is cleared for import/export without a license before shipping and seizures and fines can occur if the CBSA’s rules are not followed.
I am a licensed grower. How can I get my hands on a CBD sample?
The process is similar to importing other cannabis products: contact Health Canada to obtain an import permit, then hire a customs broker to clear the shipment for you.
