I just had another thought which is that the dividend, although likely deferred for 20 quarters, was swept to a lower class. So it was not deferred, no cumulation occurs.
After 20 quarters the dividends are cumulative

CTs are pari passu with the most senior preferred stocks owned by LBIE and hence should have gottan a dividend also.
