Again I see this as a positive. Even though it is a loan from Lind... "Why purchase the land now"?? When during the AGM they made known the intent to purchase land a little further down the road (timeline) once the Big "F" was made?

Elk Creek & Johnson County NE 2020 Future Development Trends - Niocorp is mentioned...
"In the last five years no major housing developments occurred. A new chemical supply business was built along the Cook highway spur and Nio Corp is in the process of getting constructed.
According to the most recent American Community Survey, Johnson County’s population is generally stable, providing a stable tax base to implement mitigation projects. The local planning
team attributed the stability to available housing for the elderly. County funds are limited to maintaining current facilities and systems but have slightly increased over recent years. The population may increase once the Nio Corp facility is completed. In the next five years no housing or commercial developments are planned."
Future Development Trends ELK CREEK
The local planning team indicated that little has changed in the past five years other than the addition of a new elevator bin. According to the U.S. Census Bureau American Community Survey estimates, Elk Creek’s population has increased. The population growth may be attributed to inexpensive housing in the community. Municipal funds are limited to maintain and repairing existing systems, with a large portion going towards upgrading the park playground. Funds have stayed the same over recent years. No new housing developments are planned at this time.
Anticipated industry includes the manufacturing of scarce metals with the development of the Nio Corp mine which will be located near Elk Creek, Nebraska.

I was looking for any information in regards to water tower/fire department additions & located this 2020 posting. When Niocorp does start construction, updated fire permits, confined space training & additional services (Water supply, fire truck & emergency response training) may/will be in play.
Niocorp very well may purchase/donate funds to emergency town services in the future? Housing will be an issue for the workforce needed as mentioned in a 2015/6 study...
Everything I am seeing is still pointing towards the Elk Creek Mine moving forward.

" Where are we right now?
All key permits necessary to move to construction are in order and we only have to wait for financing to break ground on the project. The management has been working on this for a long time but I am convinced that the question is not whether the company will be able to secure financing, but rather when the preparations of this enormous financing operation (one billion dollars) will be ready.
A tip of the veil was lifted during the General Shareholders Meeting in November: the financing partner the company is negotiating with has already spent more than $ 100 million on “asset monetization,” which can be considered as the newest thing in town when it comes to financing technology. It means that the partner that is preparing the financing is trying to put up it's fixed assets as collateral for loans they take out, and can then invest in NioCorp and others; they make money on the differential.
Also, the proper structuring of capital while awaiting financing is quite a piece of work. If you are going to invest $ 1.1 billion in the construction of a mine, you are not just going to transfer that amount to a bank account. This will be done in tranches with different liquidities. The first tranche is needed faster than the last tranche, so it can be invested differently. The first tranche must be highly liquid and so will be put into money market funds (who, among other things, invest in short-term bonds), but the last tranche can be put away a little longer.
This, and the process of asset monetization, in my humble opinion, is the main reason for the process taking such a long time. A separate vehicle will have to be set up for each tranche, with its own valuation, collateral and administrative burden. There will also be various financiers. So we soon have to deal with a large group of stakeholders: financiers, lawyers, accountants, tax specialists, and so on. The corona measures do not make it any easier, but the financing is coming. I'm sure of it. The only question that remains is: when?
Conclusion
So we are dealing with a top project here, which is about to start. Briefly, the most important points:
• Large deposit of high quality niobium and the only one under construction in the US
• Rich in scandium and with titanium as a by-product. Three minerals classified by the US as “of critical importance”
• Has applications in several, diverse markets such as transport, aviation, renewable energy, defense, oil and gas, ... The niobium market alone is at least 2 billion dollars in size.
• Much of the future production has already been pre-sold to companies such as ThyssenKrupp and CMC Cometals
• The project has an estimated net worth after tax of $ 2.1 billion. The current market capitalization of the share is 180 million dollar
• NioCorp has a diverse and experienced management team and board, with Mark Smith at it’s helm. Mark Smith fully believes in the project, personally has an equity stake of 8% and has made loans amounting to about $ 3.8 million
When financing can be secured, I would be amazed if the stock price remains below 2 dollar. As such, I would argue that it is indeed no exaggeration to say that one can indeed triple ones money."

"Mr. SIMS. Chair Murkowski, Ranking Member Cantwell and
other members of the Committee, thank you.
I’m Jim Sims with NioCorp Developments.
NioCorp, we’re a small business, but we’re on a very large mission. That mission is to bring into commercial operation a breakthrough critical minerals mine and processing facility in the State
of Nebraska.
Why do I use the word breakthrough in this project? Well, because it’s very unique. We’re going to produce multiple critical minerals, and we’re going to produce only critical minerals at this mine
in Nebraska.
The niobium and scandium and titanium that we’re going to
make, in addition to being critical minerals, are all used in a variety of commercial applications and a number of defense and military applications. All of those, the U.S. is overwhelmingly reliant
on foreign nations for the supplies of each of those three elements.
I would also note, I think this project is unique because of the
way in which we’ve designed it to minimize and limit and, in some
cases, eliminate planned impacts to the environment. I’ll talk briefly about those, Madam Chair.
Our flagship mineral is niobium. Many of you remember niobium, I think, on your period table from your high school chemistry
classes. Well, you will soon.
[Laughter.]
Almost everybody who came to this hearing today, whether you
came in a car or a cab or a truck or a bus or a train or like me,
in a commercial jetliner, you experienced some of the benefits of niobium in the super alloys and the high strength steel that now goes
into almost all of those vehicles and systems today.
How much of that niobium that you experienced today, was made
in the U.S.? Zero. We’re 100 percent reliant on foreign nations for
niobium. The Elk Creek project will turn that around. We’re going
to put the U.S. in a position of being a producer of niobium for the
first time in U.S. history.
Our second critical mineral is called scandium. It’s also an element on the periodic table. What niobium does for steel, scandium
does for aluminum, strengthens aluminum to a great degree. Scandium has applications, a variety of applications, in both commercial
and defense. The U.S. uses it in a number of different military
technologies.
How much of the scandium that we use today is made in the
U.S.? Zero. One hundred percent reliant on foreign imports. The
U.S. will not only emerge as a scandium producer with the Nebraska project, the Elk Creek project, we will emerge as a scandium superpower. And I say that because there’s only 15 metric
tons made everywhere in the world today for scandium. Nebraska
is going to come online and make 100 metric tons per year.

I think our third mineral is also important. That’s titanium. We
are about 91 percent reliant on titanium mineral concentrates. So
we’re going to help the U.S. increase our production of that as well.
This is also a breakthrough of a very unique project because of
how we’ve worked on the front end of the project. We spent a little
more money, we spent a little more time to try to limit the environmental impacts of this project. Most mines of this type have to go
through a number of federal permits, with NEPA processes. We’ve
been able to limit our, the need for us to go through a lot of these
because we have limited impacts on the front end.
For example, we have avoided the need to go through a full
NEPA analysis for the 404 permit that we have now in hand from
the Army Corps of Engineers. And we did that by avoiding any permanent impacts to waters of the U.S. It was not easy to do. We
had to do some metallurgical innovations that reduce the amount
of chemicals we had to bring in. That then reduced our expected
waste stream. It reduced the size of our tailings basin. It did a lot
of things. It allowed us to avoid those impacts in the first place.
Now not all projects are similarly situated and can do what we
did. It makes us a little unusual. But that helps us move forward
faster. It also reduces the risk, the permitting risk, that investors
look at when they look to capitalize these projects. That helps our
project go forward a lot faster.
Finally, I just want to note in summary, Madam Chair, that
scandium in particular, I think, is a very exciting element. It represents or it presents revolutionary opportunities to decrease the
weight of automobiles, commercial airliners, in particular. That
will increase fuel efficiency pretty dramatically and, of course, reduce emissions as well. We need more scandium. We don’t have it.
It’s critical and strategic to the U.S.
I also just want to note quickly that this project enjoys tremendous ‘‘local support’’ in Nebraska. That’s largely due to our local
landowners with whom we have partnerships. We’re all on private
land. We have agreements with all them for this project. That’s
usually helpful.
Governor Ricketts has been very, very helpful, all the members
of the Nebraska Congressional delegation, folks in the legislature.
We just—we’re gratified by that support.
I’ll also mention finally, that not only is that support just nice
to have, it really is a requirement for a mine like ours to get up
and running, to have that local support and we’re glad we have it.

The Elk Creek deposit is located in Johnson County, NE, under privately owned land. NioCorp
has retained 100% of the mineral and/or surface rights to 4,038 acres of the deposit.33 The Elk
Creek deposit contains the REE scandium, and the critical minerals niobium and titanium, among
other elements. If sufficient funds become available, NioCorp plans to pursue mining and
extraction of these three elements over an estimated mine life of 36 years, estimating an average
annual production of 95 metric tons of scandium trioxide; 7,220 metric tons of ferroniobium; and
11,642 metric tons of titanium dioxide.
My Point being these 4 mines are on the must build list to secure our supply of REE's & Niobium & Scandium! Sinice 2010 have been on the books! They are in the process of being Funded & built! TMRC is first looking for Niocorp #2, REEMF 3rd, & UCORE Separation facility first followed by mine #4th... The U.S. gov't finally gets it? "I hope lol!"
Our Niocorp team is working on securing Finance per Nov. AAGM 2020, & I'm gonna give em a chance to finish. My only concern with Niocorp is "funds" available...???, that is why I'm doing a gut check come April depending upon what we hear etc...

Kmack you do indeed have some good points. Many of the answers to your questions are there if you look, some info, DD - I & others have shared. It is up to every investor to do their own DD on every stock & to do a gut check once & a while to see if they should really be holding a stock or not.
Perhaps the partner/s at that time wanted completed & updated feasibility study for finance to continue? M.S. comment was indeed a poor choice, however everything I have looked at & my DD lead me to still believe Niocorp is moving forward with a partner/s & Finance. Each investor will come to their own conclusions.
In regards to Jim's response back to me on "the road show".. Well I kind of took that response two ways. First -negatively...wondering if they are intending/needing & promoting because they need funds? Second- positive... thinking they will promote Niocorp to new investors & funds once something (P or F) has been announced. Again it is up to each individual investor to determine their own conclusions.
I did not like the "Red shovel" & posted so numerous times, but it perhaps was a sign to some, & should only come out again "If" they intend to use it!!
As for the other 4 mine prospects... well I laid out my thoughts there & I'm not going to do it again other than to say ours is the #2nd "Shovel ready project!!!" Two of the four are not.
I very much like the addition of F.Fenga. Listen to the Nov. 2020 AGM call, & go through your own DD. You must come to your own conclusion to Buy, Sell or Hold. Do what is the right decision for you chief!

"If" this deal goes through this is HUGE for all. Looking into the Pluuf lithium holdings it appears they have a "rock lithium" that can be converted into a "Salt Brine", not unlike "American Lithium Clays" holdings.
The ABML separation technology would appear to me to work here as well! Meaning a lower Capex than Pluuf originally planned me thinks!
"If" this deal goes through the combined assets (Lithium in the ground are world class totals = to Abermarle) with a Uranium kicker on the side.
Buy the dips (anything under @3$) & keep a few shares long term. This LIACF asset was IMHO 10$ without Pluuf, now "If" combined & the deal is completed this becomes the #2 or #3 contender with lbs in the ground & much higher share price$$$$
