To answer your questions, not necessarily in any order, I have not seen any estimated costs associated with the settling pond remediation, nor any detailed schedule posted other than the projections of a monthly schedule, posted on the CGFIA web page.
Since the work entails some foundation footers and a lining material topped with sand recovered from the processed tailings, as well as aggregate recovered from the same source, the cost should be relatively low. The liner being the most costly of the items, the rest is waste rock and sand. Labor of course is another expense.
The bond for all this work and future cleanup, post mill production and cessation of activity at the mill, was only in the $500k range. So you can figure the real cost of this cleanup is only a portion of that, at most. No costs were published, because it was a matter of getting the DRMS to accept a plan first. Ultimately, most of this construction is really a matter of earth moving, a job that miners do on a daily basis.
As far as the cease and desist order, that dates back to somewhere around 2005 I think, and it applied to the mill operation. I believe that it will not hinder the cleanup work. That was what the "Technical Revisions" #'s 1 through 11 were all about. The DRMS was giving CGFI permission to do certain work at the site on a step by step, item by item basis. The completion of the settling pond issue should remove any basis for the continuation of the C&D order, in effect granting POW mill the go ahead to restart production. There will be the need for an "official" or legal removal of that C&D order. However the work to get the mill ready for production should run concurrent with the pond work.
Dry stacking will actually allow the mill to operate pretty much on a year round basis. The tailings are "dry" and can be moved and deposited wherever without the worry of freezing. (a problem with settling ponds in any cold climate)
The work on the pond should easily be completed well before the freezing weather returns.
The company web page has mill approval expected in August, and so far CGFI has hit these projected dates.

No Scotia, no PR on the TR-11 approval, at least that anyone has found yet. Some of us are speculating that although an important event, to us at least, since it is more or less only an ok to do work, CGFIA is waiting for the work to actually be done.
The other line of thinking is that the mill approval is a much more significant milestone and THAT is the event that will warrant the fanfare. (you know, don't shout "mission accomplished" until you really have accomplished the mission.)
It is easy to get mill approval confused with TR-11 approval. We even had members on this board confused about the two.
Now, having said all that, with my luck, Tuesday may bring a nice big fat juicy PR!!! (You know that would be perfectly in line with my record of predictive analysis!)
I don't think it will be too long until mill approval. Work on the old settling pond should only be a matter of weeks. Mill approval MAY not be totally reliant on the complete accomplishment of the TR-11, since the bond has been fully paid.
I hope that my thoughts on this can give you the information you seek, or at least the confidence we all feel in CGFIA.
This is going to be a really exciting month, with pacific & Colorado Goldfields both on the verge! That would be some double header! If they both launch shortly, even I may have a celebratory measure of grog!

Not a problem! Im sure some people probably will be deep frying a turkey or two, and that is delicious! You got to try that too, but it can be dangerous cooking it. A lot of people start their houses or decks on fire that way! Whole turkey in boiling peanut oil, if the turkey isn't thawed, BOOM!

We know that that the finalization of TR-11 will cost a few bucks, and so will repairs to the electrical system. As I see it and you have pointed out that controlled dilution is one way to raise money. We know from past history, no one in management is lining their pockets with bundles of cash as so many bashers have repeatedly accused.
The price is relatively stable, so I will ride this stock to the levels that it is bound to rise to.

I know exactly how you feel. I would say it's like waking up thinking it's Christmas, and realizing it's only Thanksgiving! A nice day, but not the holiday we expected.
At least Santa hasn't totally forgotten us. We just looked for him a little too early.
I personally don't think it will be months. Without having seen the area of the pond, I am guessing that it will be less than 2. I'm thinking along the 6 week timeframe.
These guys have to feel they are so close to mill operations that they can taste it! I would be drooling myself. A good work crew, with a bulldozer and front loader, and the job is moving along fast.
I think cold hard cash may be the biggest problem right now. Between the pond and the electrical system, Guyer is looking at a sizable chunk of money. However, he's a smart guy, and I expect he has this need planned out already.
It will and is exciting to watch this all unfold over the next few weeks.
I almost wish I could be on site to watch things happen. (This reminds me of the times I had new houses built. I was at the job site so often I should have pitched a tent and set up camp on the front lawn.)

Just speculating here, but the way I read it, the approval of the TR-11 gives them the go ahead to finish the work on the settling pond, and it has several inspections to go through. Knowing a bit about government agencies, is seems that they will want to see at least the foundations, liner and protective sand layer completed before they give the go ahead to start the mill. I believe the fill material is going to come from the previously processed ore bearing aggregate and some from the future processed tailings. I believe the old tailings, from the former owners, contained contaminants, hence the need for the lining and drainage channels.
I would think that the mill start up would be allowed since the fill may at least partially come from that processing. Ficose may be able to speak to that more accurately than I, since he has pictures of the areas in question. Also, the new dry stacking method of handling the tailings has, for the most part, nothing to do with the old settling pond. They will be deposited on another site off the POW mill area. A strong case could be made for the start up of the mill before the scope of TR-11 is fully a achieved.
A PR, although it may seem appropriate to us, may be more effective once the work gets to a more significant point. What that point is, again that would be pure speculation on my part, and left up to the good judgement of the CGFI management.
The important point here, is we are making steady progress. I believe the mill will be opened roughly on the schedule that CGFI has put out. They know / knew what they were facing and the realistic possibilities when they released it. So far they have been pretty good at fulfilling their projections, don't you think?
I'll be very happy with that schedule, even with a little slippage.

I think that the MM's don't give a hoot about the price. They are like the sports books in the casinos. They make money on the movement of money, not on who wins the game.
Investing is so complex today, most people don't really know what is happening right in front of them.
I used an analogy a few days ago about investing being like watching a play. A lot going on stage, that we see, but even more behind the curtain, that we don't see.
Most people know that the MM's are behind the curtain, but don't know much about who /what else is behind the curtain. They want to sound intelligent, so they "guess", and are usually wrong.
I prefer to just ride the tide, to change analogies. If it changes and starts going out, then it may be time to go ashore. But it usually will come back in, and occasionally a real nice high tide comes along.
I can't blame anyone for the tide. I don't try to. But I do try to keep an eye out for the way the tide is going, and wonder when it is late.
CGFI will catch a wave and be on the tide in time. I'm patient, and usually an optimist. I just pray I'm not waiting on a tide that turns out to be a riptide!

I got into penny stock by taking the money I would normally have used in the casino and put it into a few penny stocks. (I live near Las Vegas, so my casino trips were more often than most others out there, but I'm a small time gambler.) I stopped going to the casinos and I slowly bought more stock instead of playing. It added up quickly thanks to a few good picks and some timely sells.
All throughout that time I kept telling myself that any money invested was lost money, so I felt good about my picks and was willing to take a few risks.
That's where CGFI came in. The world said this is a dog, but my DD told me the up side was too good not to take a shot.
You, my friend are a smart investor. You know the game and the odds. That's more than half the battle. Now it's a matter of judgement, ours and the good people at CGFI. The right judgement (decisions) will turn a profit.

It does scare me when I see desperate investors on this and other boards. They don't realize the dangers.

Sorry, there isn't a place the totals are posted. Some people don't want their positions publicly known, and I respect that. I am the only one who has the list, so if I spill a cup of coffee on it, I may have to start over. I try to post the total number of shares every few days, and the total number of members reporting.
You probably have seen people referencing "the FLOTILLA" and the "ARMADA". The armada came about because people were telling me that they didn't want to report their exact position, but they held "a BOATLOAD" of shares. So, the Flotilla came about as a combination of reporting members and the armada.
I don't disclose names or individual numbers, only the cumulative totals.

Over, I can't fault your thinking in the least. We CGFI investors get excited a bit too easily some times. It's like watching your kid play in his first soccer game and scoring a goal. The other team may be up by 10 points, but you still cheer and think that was the best part of the game! The rest of the crowd sees it differently.
So, we keep cheering on our kid, hoping he becomes a world cup player, but if he just grows up to be a good human being and never makes the big leagues in soccer, we still cheer him on.
I would be happy to see 10 cents. Anything that takes a few zeros off the PPS, would be great!
So, please forgive our exuberance, but I'm the type that buys lottery tickets when the jackpot is big enough.

I think you seem confused a little about what this is, blubbaar. The TR-11 approval is not mill approval. I believe you said this "wouldn't move even with mill approval" or something like that. The problem is, THIS IS NOT "MILL APROVAL". It is an ok from the DRMS to continue to seek mill approval. Basically they have accepted the plan to clean up the POW mill site and keep it environmentally safe. So, mill approval was being held up by the DRMS and that way now clear. Mill approval will come when the work is finished on the settling pond area, as the DRMS has approved.
IMO, The market right now is playing a wait and see game. Just like you, they are somewhat skeptical that the mill will be approved, because of the long delays. It's almost "too good to be believed" in their view. They believe they have time to get in on this at a later date. I would bet that right now, most don't even know that this TR-11 has been approved, or it is the last block to mill approval.
So, let's give the market some time to come around. We have waited quite some time for CGFI to take off. A little longer won't hurt. The price is not dropping, and the MM' will want to trade this back and forth as long as they can to get their pound of fresh while they still can.
The good moves are coming, in their own time.
Hold on a little longer. CGFI is, and will be a winner.
