Anatomy of a Web Stream
"Streaming" is a convenient catch phrase for any video on the internet, but streaming video specifically refers to video played from a server and viewed in real-time by a remote computer connected by the Internet or a network. In other words, a streamed video file is never actually downloaded to the viewer's local hard drive, but rather simply played through a window or player. And, without long download times and large file sizes, streaming opens the door for effective video presentations like the live broadcast of conventions, rallies and other campaign events.
Ironically, most of the video you'll see on the Web today is not streamed at all, but indeed downloaded to a local hard drive and played from there. This method is effective where control of image quality is critical -- for example, for Hollywood movie trailers since playback efficiency is not dictated or compromised by Internet congestion. And, for short pre-recorded campaign spots, downloadable video may be the easiest way to put a video on the Web since it can be as easy as adding a link to a Web page.
Streaming is clearly the future of Web video, if for no other reason than viewer impatience. Fortunately, the process of creating streaming video can be surprisingly accessible and affordable, especially compared to television. Today's inexpensive digital camcorders offer more than sufficient image quality to feed a streaming video encoder. And that encoder doesn't have to bankrupt any budgets, either.
Tricky Part
Of course, the server is the tricky part. Most campaign organizations don't have video servers in the back room or on the bus, nor are they likely to have the expertise to distribute potential thousands of live or on-demand video streams. The actual "broadcast" of video over the Internet tends, therefore, to be the more puzzling aspect of streaming and the one that may prevent more organizations from getting into it. Yet, on the surface, a video server is not entirely different from the server that hosts a campaign's Web page, except a video server needs quite a bit more bandwidth.
As with a Web server, a video server has to be able to handle several requests at a time. The difference with video is that those requests are much larger and sustained over a long period of time. While it's possible for larger organizations to create an appropriate infrastructure, there's a much easier way for those just beginning with streaming video. A variety of companies now offer streaming video services and utilizing them is a safe way to test the waters

Short Answer is this: (Correct me if I am wrong on this)
The company wants to be listed on the Dubai Exchange AND OTC BB at the same time, then jump to NASDAQ, when pps escalates
In order to be worthy of a listing on Dubai, they must be over 10 cents per share ...They can do this much just by releasing numbers, PR, showing very fast growth
Then, when they get listed, well above 10 cents, Wessel buys huge volume, pushing the PPS way up, making the company worth more, and hopefully spurring more buyers, especially since the company is helping to build their own ridiculous mega-buildings
Then, with continued PR, audited financials showing robust growth and earnings, they plan to reach the NASDAQ numbers, over 3-12 months ...

NEW YORK - "Hitch," "24" and "Buffy the Vampire Slayer" are among the movies and television shows that AOL will sell through its new video portal under deals the Internet company has forged with major Hollywood studios.
The partnerships, announced Thursday, represent AOL's latest efforts to become the destination for online video as the company tries to offset revenues it expects to lose from a recent decision to drop subscription fees for many high-speed customers.
The offerings also mark the latest experiments in online distribution as studios and TV networks try everything from showing programs for free on their Web sites to selling already-aired episodes for $1.99 each through services like Apple Computer Inc.'s iTunes Music Store and Google Inc.'s video store.
The AOL deals, terms for which were not disclosed, are with News Corp.'s 20th Century Fox, Sony Corp.'s Sony Pictures Home Entertainment, NBC Universal's Universal Pictures, and Time Warner Inc.'s Warner Bros. Home Entertainment Group. AOL LLC is a unit of Time Warner. NBC Universal is a joint venture of General Electric Co. and Vivendi Universal.
Users will be able to download selected titles from those studios for $9.99 to $19.99 each, comparable to fees at online services CinemaNow, MovieLink and Guba and the upcoming offerings through News Corp. sites. Initial titles available include "Hitch" and "Zathura" from Sony.
Although users will own the titles, meaning viewing won't be automatically disabled after a day or two, the movies can be played on only four personal computers or portable devices that support Microsoft Corp.'s Windows Media Player technology. They may not be burned onto DVDs, a restriction that so far has limited the appeal of movie downloads.
AOL will also sell Fox television shows for $1.99 an episode. The offerings include current series such as "24," "Prison Break" and "It's Always Sunny in Philadelphia," along with classics like "Buffy the Vampire Slayer" and "Hill St. Blues." Playback will be limited to 10 computers or devices.
