SRE will purchase crushing equipment at approximately $2mil with the capacity to crush raw rapeseed and convert it into de-gummed oil for sale to SRE's production division, and for sale to other SC biodiesel producers at a fair price (enabling them to produce fuel at a profit also). There is also the option for cooperatives to partner in this endeavor also. This partnership would decrease SRE's cost and risk as well as provide the local farmers with another revenue stream.
SRE will partner with a local SC trucking company (with an existing fleet of trucks) to transport raw feedstock to the crusher, transport de-gummed oil to SRE's own production facility and transport de-gummed oil to other SC biodiesel producers. They will also transport processed biodiesel from SRE's production facility to state/county fueling depots for sale at below market pricing under a 20-25 year (long term) purchase agreement

Williamsburg County group to get federal funds
2009-04-17 - U.S. Agriculture Secretary Tom Vilsack announced that 20 organizations in 15 states, including one in Williamsburg County, have been selected to receive $12.7 million in loans to spur economic development and create or save nearly 2,000 jobs.
Williamsburg County Development Corp. will receive $750,000 through the USDA Rural Development’s Intermediary Relending Program. The funds are provided to community development or regional planning groups who then re-lend them to local businesses. Loans must be used to start new businesses, expand existing ones, or create or retain jobs.

The Technology
Genesis reformers are designed to produce high purity hydrogen from fuels such as alcohol. Fuel is mixed with water, pumped into the reformer, heated, and converted to hydrogen and carbon dioxide in a catalyst bed. Most of the hydrogen is removed from the reformed gases using a purification membrane. The leftover hydrogen and the carbon dioxide (referred to as raffinate) is sent to a burner to provide heat.

ENGINEERED EGGSHELLS TO HELP MAKE HYDROGEN FUEL
COLUMBUS , Ohio -- Engineers at Ohio State University have found a way to turn discarded chicken eggshells into an alternative energy resource.
The patented process uses eggshells to soak up carbon dioxide from a reaction that produces hydrogen fuel. It also includes a unique method for peeling the collagen-containing membrane from the inside of the shells, so that the collagen can be used commercially.
L.S. Fan, Distinguished University Professor of chemical and biomolecular engineering at Ohio State, said that he and former Ohio State doctoral student, Mahesh Iyer, hit upon the idea when they were trying to improve a method of hydrogen production called the water-gas-shift reaction. With this method, fossil fuels such as coal are gasified to produce carbon monoxide gas, which then combines with water to produce carbon dioxide and hydrogen.
The eggshell plays a critical role.
"The key to making pure hydrogen is separating out the carbon dioxide," Fan said. "In order to do it very economically, we needed a new way of thinking, a new process scheme."
That brought them to eggshells, which mostly consist of calcium carbonate -- one of nature's most absorbent materials. It is a common ingredient in calcium supplements and antacids. With heat processing, calcium carbonate becomes calcium oxide, which will then absorb any acidic gas, such as carbon dioxide.
In the laboratory, Fan and his colleagues demonstrated that ground-up eggshells could be used in the water-gas-shift reaction. Iyer performed those early experiments; recent graduate Theresa Vonder Haar also worked on the project for her bachelor's degree honors thesis.
According to the United States Department of Agriculture, the country produced nearly 91 billion eggs in 2006. That equates to about 455,000 tons of shell per year that could potentially be used in hydrogen production.
Calcium carbonate –- a key ingredient in the eggshells -- captures 78 percent of carbon dioxide by weight, Fan explained. That means, given equal amounts of carbon dioxide and eggshell, the eggshell would absorb 78 percent of the carbon dioxide.
That makes it the most effective carbon dioxide absorber ever tested.
Energy experts believe that hydrogen may become an important power source in the future, most notably in the form of fuel cells. But first, researchers must develop affordable ways to produce large quantities of hydrogen -- and that means finding ways to deal with the byproducts of chemical reactions that produce the gas.
According to the United States Department of Agriculture, the country produced nearly 91 billion eggs in 2006. That equates to about 455,000 tons of shell per year that could potentially be used in hydrogen production.
Still, Fan said, even if all that shell were utilized, it would only provide a portion of what the United States would need to seriously pursue a hydrogen economy.
"Eggshell alone may not be adequate to produce hydrogen for the whole country, but at least we can use eggshell in a better way compared to dumping it as organic waste in landfills, where companies have to pay up to $40 dollars per ton disposal cost," he said.
Before they could grind up the egg shell, the engineers needed to remove the collagen-containing membrane that clings to the inside; they developed an organic acid that does the job. About 10 percent of the membrane consists of collagen, which sells for about $ 1000/gram. This collagen, once extracted, can be used in food or pharmaceuticals, or for medical treatments. Doctors use collagen to help burn victims regenerate skin; it's also used in cosmetic surgery.
"We like that our technology can help the egg industry to dispose of its waste, and at the same time convert the waste to a useful product," Fan said.
"And in the long term, we're demonstrating that carbon-based fuel sources, like coal or biomass, can be efficiently converted to hydrogen and liquid fuel. The goal is an energy conversion system that uses a dependable fossil energy source, but at the same time has very little environmental impact."
Fan is currently working with a major egg company to produce large quantities of the eggshell granules for testing. The university plans to license the technology for further development.

Renewable Fuel Standard Program Amendments
EPA issued final regulations implementing the Renewable Fuel Standard Program on May 1, 2007. EPA subsequently identified a number of technical errors and ambiguities in the regulations and, in parallel proposed and direct final rules published on October 2, 2008, proposed to amend the regulations to correct these deficiencies. EPA received adverse comment on certain of the proposed changes, so, on November 26, 2008, formally withdrew the portions of the direct final rule that were the subject of adverse comment. Those provisions consisted of amendments to 40 CFR 80.1129(b)(1) and 80.1129(b)(8) (providing that a party with a small refinery or small refiner exemption may only separate RINs that have been assigned to a volume of renewable fuel that the party blends into motor vehicle fuel),
A. Separating RINs: Parties With Small Refiner or Small Refinery Exemption
EPA proposed the addition of 40 CFR 80.1129(b)(8) and a conforming change to 80.1129(b)(1) to clarify that a party with a small refinery or small refiner exemption may only separate Renewable Identification Numbers (RINs) that have been assigned to a volume of renewable fuel that the party blends into motor vehicle fuel.
In response to this proposed amendment, EPA received a comment which stated that the proposed 80.1129(b)(8) would result in the provision being overly broad. The comment further articulated a concern that EPA has mistakenly concluded that all refiners who have received either a small refiner exemption under 40 CFR 80.1142 or a small refinery exemption under 40 CFR 80.1141 are not obligated parties under the RFS program, and therefore, that those refiners may only separate RINs that have been assigned to volumes of renewable fuel that the refiner blends into motor vehicle fuel. Refiners who have received the small refinery exemption either are not obligated parties because they do not operate other non-exempt refineries or they are obligated parties because they do operate other non-exempt refineries. The commenter argued that the proposed technical amendment to add 40 CFR 80.1129(b)(8), as written, applies to both groups, but that it should apply only to the former group of refiners and not the latter.
EPA agrees with the comment and has added a clause to the final amendment to 40 80.1129(b)(8) to clarify our intention. Thus, the final rule states that it applies only to parties that have received a small refinery or small refiner exemption and who are ``not otherwise
obligated parties.'

It should be noted that 1505.10(b) allows for an exception to the rules of timing. An exception may be made in the case of an agency decision which is subject to a formal internal appeal. Agencies should assure that EPA is informed so that the situation is accurately reflected in the Notice of Availability.

Nearly $800 Million from Recovery Act to Accelerate
Biofuels Research and Commercialization

The American Recovery and Reinvestment Act of 2009 (Recovery Act), Pub. L. 111-5, was signed into law by President Obama on February 17, 2009. The Recovery Act is a $787-billion economic stimulus package aimed at “jumpstarting the U.S. economy, creating or saving millions of jobs, and putting a down payment on addressing long-neglected challenges so the nation can thrive in the 21st century.” Federal agencies were charged with developing plans to award Recovery Act funds on activities that stimulate the economy and create or retain jobs. Final agency and program plans were submitted to the Office of Management and Budget (OMB) on May 15, 2009, and are now available at recovery.gov.
The U.S. Department of Energy, Office of Energy Efficiency and Renewable Energy, Biomass Program was appropriated $786.5 million in Recovery Act funds. The Biomass Program was directed by the President to accelerate advanced biofuels research and development (R&D) and provide additional funding for commercial-scale biorefinery demonstration projects with the Recovery Act funds. The Recovery Act gives preference to activities that can be started and completed expeditiously, including a goal of using at least 50 percent of the funds for activities that were initiated no later than June 17, 2009. The Program has received further guidance that all funds be obligated within eighteen months and spent within five years of the Recovery Act’s signing.
The Biomass Program’s $786.5 million of Recovery Act funding is distributed across five areas. The largest portion, $480 million, will go toward solicitations for integrated pilot- and demonstration-scale biorefineries. This will include 10–20 awards for refineries planning to be operational within three years. The DOE funding ceiling for these solicitations will be $25 million for pilot-scale projects and $50 million for demonstration-scale projects. A funding opportunity announcement (FOA; Recovery Act: Demonstration of Integrated Biorefinery Operations; reference number: DE-FOA-0000096) under this portion of Recovery Act funding was issued May 7, 2009, and closed June 30, 2009, with a funding ceiling of $50 million. Initial award announcements for this solicitation are expected by November 15, 2009.
The next piece will also be directed at biorefinery projects; although this $176.5 million will be used to increase the funding of existing demonstration- and commercial-scale projects, rather than soliciting for new ones. This money will aim at accelerating those projects’ construction phases in an attempt to get them up and running. This money will not be open for competitive solicitation.
Although biorefineries account for the majority of the Recovery Act money, another $110 million is being used for fundamental research in the following key program areas:
· Expanding sustainability research through the Office of Science Bioenergy Research Centers ($5 million)
· Establishing an integrated process-development unit ($20 million)
· Creating an Advanced Biofuels Consortium to develop technologies and facilitate demonstrations of biofuels compatible with existing infrastructure ($35 million)
· Creating an Algal Biofuels Consortium to accelerate demonstration of algal biofuels ($50 million).
A FOA (Recovery Act: Dev. of Algal/Advanced Biofuels; reference number: DE-FOA-0000123) under this portion of Recovery Act funding was issued July 16, 2009, and will close September 14, 2009. Approximately $85 million is expected to be available for new awards under this announcement, with a $50-million ceiling for the Algae Consortium (1–2 awards) and a $35-million ceiling for the Advanced Biofuels Consortium (1 award). Initial award announcements for this solicitation are expected by January 31, 2010.
An additional $20 million is being devoted solely to ethanol research. The goals under this funding will be to optimize flex-fuel vehicles (FFVs) operating on E85, to evaluate the impact of higher ethanol blends in conventional vehicles (non-FFVs), and to upgrade existing refueling infrastructure to be compatible with fuels up to E85. A FOA (Recovery Act: Expansion of Infrastructures for Higher Ethanol Blends; reference number: DE-FOA-0000125) under this portion of Recovery Act funding was issued July 31, 2009, and will close September 30, 2009. Approximately $5.5 million is expected to be available for new awards under two topic areas in this announcement: Topic Area 1 seeks to expand the retail refueling infrastructure for ethanol blends ($3.5-million ceiling; 15–35 awards), whereas Topic 2 focuses on raising public awareness of ethanol blends through an education and outreach program ($2-million ceiling; 1–3 awards). Initial award announcements for this solicitation are expected by December 30, 2009.
The remaining $13.5 million will go toward expanding the pretreatment capacity of the National Renewable Energy Laboratory (NREL) Integrated Biorefinery Research Facility. This money will not be open for competitive solicitation.
Although the U.S. Department of Agriculture (USDA) was not appropriated any Recovery Act funding for the advancement of biomass R&D, the millions of dollars the agency spends on strengthening rural communities should benefit the rural-based biomass industry as a whole. It's an old trap that I fell into long time ago, and I know they are different and not related.
Now my question is:
How do they put them together?
The synj PR comes across the wire and the feed picks it up. Do they look for any common factors between any company within a 50 mile radius? Or do they pick apart every word in the PR and search around for that? That's what I don't understand. They went out and found the carlo pinnacle, and then assumed they were related and spliced their corporate structure together. Does anybody know the algorithm?
