SHANGHAI, Dec 14 (Reuters) - Cisco Systems Inc. (CSCO) said it had made a US$50 million strategic investment in China Communications Services Corporation Ltd. 0552.HK, in the network equipment maker's biggest direct investment in China.
Cisco and CCS have also agreed to jointly provide telecoms services -- such as network administration, digital video and high-speed third-generation services -- to enterprise customers in China, Cisco said in a statement dated Dec. 13.
State-run CCS, a sister firm to top mainland fixed-line operator China Telecom 0728.HK, saw its shares leap as much as 91.8 percent after its US$324 million IPO last week in Hong Kong.
Cisco also said it has committed more than $700 million in venture funding to help launch nearly 30 Chinese start-up firms, such as gaming company Shanda Interactive Entertainment Ltd. (SNDA).
"The further development of publicly traded companies in China will create lasting value because the company, its profits, its intellectual property and its constellation of suppliers and partners are all rooted in the local economy," said Ned Hooper, Cisco's vice president of corporate business development.
Shares in CCS, which have risen almost 100 percent since the company's listing last week, closed up 7.07 percent at HK$4.39 on Thursday after hitting a record high of HK$4.53 during the session.

Anybody here own an Ethanol Portfolio? It's interesting that ethanol is actually trading considerably higher than gasoline, but the following paragraph and Zacks commentary on 15Dec help put it in perspective, particularly that the "Renewable Fuels Standard" to be considered by Congress may cause increased demand, and new technologies will help decrease cost of production in 2007.

What are your current recommendations on the ethanol companies in your coverage?
For the ethanol companies I cover at this time for Zacks Research - Pacific Ethanol (Nasdaq: PEIX), VeraSun (NYSE: VSE) and Aventine (NYSE: AVR) - on all three of them, I have a long-term Buy. However, all ethanol stocks look to stay relatively weak as long as gasoline prices remain lower and supplies of oil are plentiful. If we were playing the stock market with these companies, we'd likely consider them Holds or even Sells right now.
What would be some of the major factors that you see helping these ethanol stocks?
The overall impetus for ethanol is strong and will continue to be strong. Ultimately, the ethanol business will convert to cellulose - the technology is not quite there at this time, but in three-to-four years it will be - and this will bring down the cost of manufacturing and producing ethanol.
The other driver in the industry is the firing of ethanol plants with coal rather than natural gas. This will make the companies more profitable, and the financing of the industry will go to the low-cost producer. Not now, however; I'm thinking this will be over the next two or three years.
I do expect these smaller ethanol companies will be the energy industry large-caps of the next generation. This fuel is the real deal. We anticipate these companies to grow to $1-2 billion in market cap, and estimate we may see $6-7 billion by 2015 or so.
We've never seen the potential for growth in this industry like this before. Also, the big companies will no doubt buy out the little guys. Right now there are 14 publicly traded ethanol companies and 31 private companies. I expect we'll see the privates getting bought up. The game is financing. And who are the banks going to write the check for? The lowest-cost producer.

(IPKL.PK) a global developer and provider of wireless and communications solutions for the mine-safety industry, announced its signing of a Letter of Intent to establish a Chinese Joint Venture with China Coal Information Institute [CCII] and Henan YongAn Investment Guarantee Co. (YongAn). The joint venture will be responsible for the manufacturing, distribution, sales, marketing, installation, deployment, and support of iPackets' iPMine solution to the mining industry in China. The operation will be based in the province of Henan, China's second largest coal producing province. According to the agreement, YongAn will provide funding of up to US$50 million to the venture, and over 10,000 square meters of land to build and outfit a world-class manufacturing facility in Henan. Under the deal, CCII will provide professional services including product certification, sales and marketing, technical support, and market intelligence. iPackets will provide technology intellectual property, continued product development, technology direction, and technical knowledge transfer. The agreement is expected to be finalized in two months. China Coal Information Institute, a national research organization, is part of the newly established National Institute for Occupational Safety. YongAn is one of the first investment guarantee companies to be approved by the Chinese National Development and Reform Commission. iPMine is a real-time two-way wireless communications solution that tracks, monitors, and communicates with miners and equipment underground and above ground.
