Its logical. The higher the share price, the less the dilution. Reverse stock split doesn't help this.

NioCorp Announces That All Principal Under Convertible Debt Financing Agreement With The Lind Partners Has Been Retired
CENTENNIAL, Colo. (October 22, 2019) – NioCorp Developments Ltd. (“NioCorp” or the “Company”) (TSX: NB; OTCQX: NIOBF; and FSE: BR3) is pleased to announce the remaining principal due under the Convertible Security Financing Agreements (“CSFA”) with The Lind Partners (“Lind”) was retired through a common share conversion of $200,000 on October 17, 2019. No new proceeds were raised in connection with the conversion. Remaining interest will accrue monthly, as required under the CSFA, through the duration of the agreement, which terminates on July 9, 2020.
Net proceeds to NioCorp under the CSFA were US$10.77M, with a total of US$13.1M in common share conversions made to date under the terms of the CSFA.
“We are pleased to have made the final principal payment under the funding agreements, and we thank The Lind Partners for their support of NioCorp and the Elk Creek Superalloy Materials Project over these past three-plus years,” said Mark A. Smith, NioCorp’s CEO and Executive Chairman. “Lind’s financial support was crucial to helping us advance the Elk Creek Project through the Feasibility Study phase and get to the point where we are today, which is working to secure project financing necessary to move this Project to construction and eventual commercial operation.”
“The Lind Partners sees the Elk Creek Project as a very compelling project that deserves to be brought into commercial operation, and we were pleased to make a substantial investment in the project in order to help it continue to advance,” said Jeff Easton, Founder and Managing Director of The Lind Partners.

During one of the presentations/calls NioCorp did about a year ago. I can try and find it if necessary.
I don't think we can make this assumption. Mark has said there will be equity financing for sure as part of the financing package.
The share price definitely has an effect on the equity financing. I've never seen equity financing in any company where the diluted shares have a higher price than the actual PPS. It doesn't happen.
Look at what the horde has already done to Canada. Needs to be stopped.
Lets wait until the shareholder's meeting to see what management has to say about financing. If we're still hearing 'competitive tension' I won't be as confident.
With the latest news release you can see that things are happening in the background. Need to let things play out.

If they are already aware of material news, it would be announced. We are waiting for the financing and that's going to happen whenever it happens.

Agreed. In 2018, I estimated financing would close late 2019 but this could easily push into 2020 in my opinion.
I've also seen this same pattern with other mining stocks. Financing isn't a guarantee to raise the PPS unless the terms are surprisingly good.

The PPS is going to drift downwards or stay flat until we get news. It won't move up based on technical signals.
