I'm inclined to believe that George S., now in his late 60's, is looking to retire. In order to do that, hopefully in style, he'll need a buyout, IMO. And not just a run-of-the-mill, take-it-or-leave-it, we've-got-you-over-a-barrel buyout, either. Nope, I believe he's looking at the type of buyout that will allow him to retire not only in style but with a clear conscience as well.
So, it is my belief that he will use his industry and business experience to structure ICOA's position in such a way that ICOA becomes a VERY attractive buyout candidate to the RIGHT buyout suitor. Now, the key point in that last sentence is "the RIGHT buyout suitor". And, since he will, once again all IMO, be targeting "the RIGHT buyout suitor", he will take whatever time he needs to get all of his ducks in a row before he makes his move because he can't afford to "screw this one up", pardon the colloquialism. He won't have, once again IMO, that many "RIGHT buyout suitors" to choose from.
So, while he's doing his "Thang", I watch and I wait.

Here are some Very Basic Figures, rherr987:
1. Per OTCMarkets.com: O/S of 5,387,363,273 shares as of Aug 31, 2010.
2. Per PR Newswire (via IHub) on 04/27/2011 @ 3:39PM: ICOA, Inc. (OTCPK: ICOA) today announced that it has completed the documentation for the cancellation of the third and final tranche of 1.675 billion shares held by related parties. It will be effective by April 29, 2011.
Result: Based upon previous announcements using the most conservative figures, total reduction amount in shares by 04-29-11 = 3,975,000,000 O/S shares.
3. Resulting New O/S: 5,387,363,273 existing shares minus 3,975,000,000 reduction amount of shares = 1,412,363,273 O/S shares.
4. Per OTCMarkets.com: Previous Market Value using approx 5.4 Billion O/S = $2,154,945 dollars - OR - $0.0004 dollars per share.
5. New, ESTIMATED Market Value using 1,412,363,273 O/S: $2,154,945 dollars divided by 1,412,363,273 O/S shares = $0.0015 dollars per share.
6. ESTIMATED "BuyOut" Value Dollars: $30,000,000 dollars of Tax Loss Carry Forward PLUS $2,154,945 Market Value Dollars = $32,154,945 "BuyOut" Value dollars.
7. $32,154,945 "BuyOut" Value dollars divided by 1,412,363,273 O/S shares = $0.0228 dollars per share.
8. Additional "BuyOut" Value dollars created between 2008 and 2011: Unknown.
Now, sources for these Additional BuyOut Value dollars could be current revenue, access to existing markets not currently available to the "BuyOut" Buyer, etc.
And Now . . .
9. Additional "BuyOut" Value dollars needed to reach $0.10 dollars per share: 1,412,363,273 O/S shares times $0.10 dollars per share = $141,236,327 dollars; minus $30,000,000 Tax Loss Carry Forward dollars = $111,236,327 dollars.
So, is it "delusional thinking" to think that George S. could somehow come up with that kind of Additional "BuyOut" Value dollars in order to create a true value of $0.10 dollars per share?
Well, IMO, George doesn't have to. All George has to do is to be doing things that convince the "Market" that this stock may and/or will become worth this much to a "BuyOut" Buyer.
So, Now . . .
Has this kind of thing (convincing the "Market", that is) EVER happened before, I mean, in recent memory?
I'd like to hear the boards thoughts on this last question, please?

Well, IMO, I firmly believe it will be worth the wait. Now, I can't say it will be worth 0.50 cents a share, but I wouldn't put 0.10 cents into the ridiculous category, either. I'm basing that on the current float and the value I believe ICOA brings to a buyout for the right buyer.
So . . .

Now, as to "Keepin' Da Faith", that's a matter of, well, faith, isn't it? Faith in that George will eventually do what he said he would do, whether it gets done by the first quarter or not. And as we ALL know (but, you can point it out, AGAIN, if you like), George didn't make his first quarter deadline.
O O P S . . .
Oh Well, "Stuff Happens".
But, that's OK. I have faith that George will get his list completed, correctly, as needed for the success of his plan. Now, as to "our" plan, well, that depends. The "Investors-Have-Needs" investors will (and probably already have) complain about the time line. Those willing to be patient, won't.
You see, it boils down to personal preference. Which sticking points are worth complaining about and which aren't. I haven't found one just yet worth complaining about.

I think that's true for the "new timers". They aren't used to the "George S. Time Scale". But, I've been around for awhile. George has been working on:
1. Fins.
2. Share Reduction.
3. Possible J/V.
4. Possible Merger(s).
for MONTHS and MONTHS.
So, I've gotten used to it. So far, he's done everything he's said he would do, in logical order that makes business sense, with exceptions of 3. and 4. Number 2. has already been announced and only needs to be formalized into the filings, as I recall.
So, once again, I watch and I wait.

IMO, I don't think he cares all that much considering how much he repeats himself . . .
George made a comment in one of his previous emails about the fact that the later fins will be easier to put together once the earlier fins are completed, provided the earlier fins are done correctly and completely. So, we may not have to wait much longer for the '09 fins to be out. Once that's done, the '10 fins "should" follow up fairly quickly, IMO.
And, once ALL of the fins are complete, it will be more "reasonable" to start talking about jv's or mergers. So, you may be right, George may already have "a suitor" or "another suitor" in the wings but can't really move forward or comment on until the fins are complete.
We'll see . . .

I agree with Foxy. IMO, Even if BOINGO doesn't buy out ICOA, having a working relationship with BOINGO will help ICOA in the long run. George has his plans in motion with or without BOINGO so I believe that ICOA is still a good investment.
Now, if BOINGO DOES take a special interest in ICOA is some way, then so much the better.

For the answer to THAT question, you really WILL have to study the DD listed in previous posts and in the Board's Intro Message. Right now, WSLV has gone "dark" and has been "dark" for quite some time. But, all of this is "explained" in the DD that has already been posted. Now, I put the word "explained" in quotes because the overall outcome is, in my opinion, counter-intuitive but non-the-less accurate and correct.

I agree with you, GA. It would be better for George to give himself more "play room" on his deliverables. That way, as you so eloquently stated, it doesn't "pi$$ off the investors". But, having said that, I'm happy to receive his latest info whenever he can get it done.

IMO, L2 values can be VERY misleading if your not familiar with how they work. So, I HIGHLY recommend studying up on them BEFORE you try to draw conclusions as to what they MAY or MAY NOT be telling you.
