Davidio As I listened to the board meeting it was in the last minutes before the vote that the board chairman questioned Wally and the board attorney it was their answers that the board voted it seemed all presentations went to the sidelines. Thats what I pulled out of it I could be completely wrong. here is a simple scenario You are going to build a house your county has set jan1 as a date to raise impact fees. You call a contractor Dec 1 and sign a contract, if you beat the deadline you don't have the higher impact fee so your contractor submits your application to the county but without the structural engineering the county can not
accept and review the plans as complete until the engineering is submitted the engineering comes in on jan 2 You can blame whomever you want but the fact remains a completed application was not submitted for the deadline
simple. Now I would have to say it was up to the contractor to make sure
he had the engineering in hand to submit, the whole contract was based on completed plans

WW of course I would have appreciated the original May date but what's a
couple of months compared to 4 years
