The re-worked share structure will allow us to complete the SirenGPS transaction, raise money through third party investment in HDSI preferred stock, and free up common stock for financing upon completion of a registration statement required to access the $4M line of credit we have in place. We believe that our efforts to develop business and the acquisition of SirenGPS assets will be sufficient to support our price per share at levels necessary to complete the registration. We do not believe that a reverse split will be necessary at this time.”

Paul has moved his common shares into preferred shares so he can dilute back up to the 2billion A/S
Now that's almost maxed out so get ready for a huge A/S increase
From the 10Q:
On April 3, 2015, SirenGPS, Inc., and Hillwinds Ocean Energy, LLC, agreed to convert 200,000,000 shares of common stock, and 222,000,000 shares of common stock owned by them into 1,050,000 shares of Class B Preferred Stock, and 1,165,000 shares of Class B Preferred Stock, respectively, in order to facilitate the closing of the other transactions herein described.
If all of our Class A Preferred Stock and Class B Preferred Stock was converted into shares of common stock, the number of issued and outstanding shares of our common stock will increase by 3,317,960,000 shares.

That's almost 5,317,000,000 total so far and that's just for the nonexclusive license agreement. It will sky rocket now that HDSI has to pay $6,500,000 to sirengps

Anyone going long on this ticker will be sorry!

If Sirengps(a private company) would've just merged into HDSI from the beginning the share price would be in the pennies IMO , but the way Paul is playing it you will be lucky if it ever gets out of the trips.
