Six projects land major multi-year awards for Project TERRA, Tramsportation Energy Resources from Renewable Agriculture
In Washington, ARPA-E announced awards totaling $30 million for projects seeking to accelerate the development of sustainable energy crops for the production of renewable transportation fuels from biomass. The projects are led by Clemson, the Donald Danforth Plant Science Center, Pacific Northwest National Laboratory, Purdue, Texas A&M, and the University of Illinois. Partners include Carnegie Mellon Robotics Institute, Blue River Technologies, Chromatin, IBM, National Robotics Engineering Center, Signetron and Cornell.

It’s a wild and exciting assortment of projects at a convergence point between agriculture, information technology and engineering. Think phenotyping platforms, hyperspectral imagery, 3-D shape data, point- cloud data sets, data streams from ground- based and mobile platforms for automated phenotyping, field deployable mobile robotics platforms, and rover-mounted lasers.
The TERRA program provides $30 million to support six project teams in the development of improved varieties of sorghum, a crop used to produce biofuel, by developing improved plant remote sensing, analysis and breeding methods — and the target is energy sorghum.
TERRA project teams will address the limitations surrounding crop phenotyping (identifying and measuring the physical characteristics of plants) and genotyping (decoding the DNA of a plant), which are both manual and time-intensive processes. Project teams will develop mobile platforms with sensory systems to observe and record the characteristics of plants and create advanced algorithms to analyze data and predict plant growth potential. Additionally, the TERRA program will fund the creation of a large public database comprised of sorghum genotypes and field phenotypes. This database will provide the greater community of plant physiologists, bioinformaticians and geneticists with the knowledge to improve sorghum and bioenergy crops.

I have obtained information from the California Environmental Protection Agency Air Resources Board as that relates to retailers of flooring to address the concerns about CARB2 compliance by Lumber Liquidators and specifically the allegations of wrongdoing by Lumber Liquidators Holdings Inc (NYSE:LL).
My previous assertion was that Lumber Liquidators almost surely bought non compliant flooring from Chinese Manufacturers, and that remains true, but my follow up expectation as that relates to costs associated with that needs to be adjusted given what I have learned.

Who is subject to the Composite Wood Products Regulation?
The regulation applies to panel manufacturers, distributors, importers, fabricators, retailers, and third party certifiers of HWPW, PB, MDF. It also applies to retailers and fabricators of finished goods containing those products that are sold or supplied to businesses and consumers in California.
What is a retailer?
Retailers are entities that sell or supply finished goods that contain composite wood products directly to consumers that are intended for use in California. Retailers include small independently owned and operated businesses, as well as large national and international businesses.
What does the Composite Wood Products Regulation require?
The regulation requires manufacturers of composite wood products to produce products that meet increasingly strict emission standards. Fabricators of finished goods are required to take reasonable prudent precautions to ensure products they make comply with the emission limits and to keep records. Retailers need to ensure when ordering finished goods from a fabricator to request only products that meet the regulatory requirements for composite wood products.
Are retailers responsible for labeling finished goods?
No. Fabricators are responsible for labeling the finished goods that are supplied to retailers.
As a retailer, what should I do to comply with the regulation?
ü Make sure you request only compliant goods when ordering from a supplier.
ü Check for a statement of compliance on the invoices or bills of lading for any finished goods that are made with HWPW, PB, or MDF -- the regulation requires suppliers to include such a statement indicating compliance with the regulation.
ü Check to make sure any finished good containing composite wood products is labeled on the box or the item itself by the fabricators to show:
o Fabricators name
o Date of fabrication
o Compliance statement (such as “Complies with CARB 93120”)*
ü Keep records, such as invoices, of all regulated finished good purchases. Make sure the records show the date of purchase and the supplier.
ü Keep records for at least two years.
* CARB 93120 is a reference to the regulatory language of the California Code of Regulation, section 93120-93120.12.
Opinion:
The Regulations for Retailers as offered in the facts provided by the California Environmental Protection Agency Air Resources Board, who oversees CARB Compliance, suggests that retailers themselves do not need to verify compliance with CARB 2 over and beyond validating labels from the manufacturers.
In fact, it is, according to The Board, the manufacturer's responsibility to properly label laminate flooring and it is the retailer's responsibility to properly inspect the labels and compliance statements from the manufacturers.
This does not absolve Lumber Liquidators completely, but it certainly suggests that Lumber Liquidators, as we saw on 60 minutes, may have been selling flooring that they believed was compliant but that was mislabeled by the manufacturer. This absolves Lumber Liquidators from allegations of wrongdoing, but I still expect costs to be incurred. The costs will not be related to fines imposed by the 'Clean Air Board.'
Obviously legal costs are one part of this, but I also believe that California will request that Lumber Liquidators satisfy consumer concerns monetarily. Given California's stance on 'pulling up laminate flooring' I do not believe that California will request Lumber Liquidators to replace flooring that may have been sold with improper labels.
Statement from the 'Clean Air Board'
"Various studies have shown that laminated and engineered flooring and sealed surfaces and edges reduce the emissions from the platform materials and that the emissions generally decrease as the product ages. As a general rule, we do not recommend removing a flooring product unless there are noticeable health effects (i.e. nose and throat irritation, a burning sensation of the eyes, wheezing, and difficulty in breathing), and other measures taken to alleviate them have failed and there is good reason to believe the flooring is the source of the problem."
Given 'The Clean Air Board's' stance on removing flooring that is not causing problems and in light of the attention being paid to this matter by the public I do expect that Lumber Liquidators will incur costs, I have previously estimated them to be approximately $50 million, which included the removal of previously installed flooring and the replacement costs of compliant flooring, but given this information my estimates have been significantly reduced. The costs to Lumber Liquidators will not include fines, and the costs to satisfy customer complaints will only likely be half of my previous estimate.
In addition, facts that painted Lumber Liquidators in a very negative light are discounted by the 'Clean Air Board's' statements and that is a material event given current public perception.
Based on current Valuation levels I expect Lumber Liquidators to trade near $40.
LL is a Strong Buy in my opinion.
Works for me if the rumor is true. If not there is more coming out daily on the inner workings of the way this all went down.

No doubt. Like you said before, seems like only when they want it to come out. There are no leaks from these guys. Our government should take lessons from the hedge funds on leak prevention.

I wish they would issue a PR to explain the newest patent they received on the 12th. They have failed to do so and it sounds very interesting. Perhaps they don't want to for some odd reason.

The application reports the inventions Applicants have discovered to build a foundation of scientific understanding of plant genomes to achieve these aims. These inventions include polynucleotide and polypeptide sequences, and data relating to where and when the genes are differentially expressed and phenotypic observations resulting from either aberrant gene activation or disruption. How these data are transformed into a scientific understanding of plant biology and the control of traits from a genetic perspective also is explained by the instant application. Applications of these discoveries to create new prototypes and products in the field of chemical, pharmaceutical, food, feed, and fiber production are described herein as well.
I. The Discoveries of the Instant Application
Applicants have isolated and identified over one hundred thousand genes, gene components and their products and thousands of promoters. Specific genes were isolated and/or characterized from arabidopsis, soybean, maize, wheat and rice. These species were selected because of their economic value and scientific importance and were deliberately chosen to include representatives of the evolutionary divergent dicotyledonous and monocotyledonous groups of the plant kingdom. D. Applications Of Applicant's Discoveries
It will be appreciated while reading the sections that the different experimental molecular genetic approaches focused on different aspects of the pathway from gene and gene product through to the properties of tissues, organs and whole organisms growing in specific environments. For each endogenous gene, these pathways are delineated within the existing biology of the species. However, Applicants' inventions allow gene components or products to be mixed and matched to create new genes and placed in other cellular contexts and species, to exhibit new combinations of functions and characteristics not found in nature, or to enhance and modify existing ones. For instance, gene components can be used to achieve expression of a specific protein in a new cell type to introduce new biochemical activities, cellular attributes or developmental and physiological processes. Such cell-specific targeting can be achieved by combining polynucleotides encoding proteins with any one of a large array of promoters to facilitate synthesis of proteins in a selective set of plant cells. This emphasizes that each gene, component and protein can be used to cause multiple and different phenotypic effects depending on the biological context. The utilities are therefore not limited to the existing in vivo roles of the genes, gene components, and gene products.
While the genes, gene components and products disclosed herein can act alone, combinations are useful to modify or modulate different traits. Useful combinations include different polynucleotides and/or gene components or products that have (1) an effect in the same or similar developmental or biochemical pathways; (2) similar biological activities; (3) similar transcription profiles; or (4) similar physiological consequences.
So my guess would be ARTAL is behind it then since they are the biggest backer and bought up a good portion of the last offering. Too bad another hedge fund doesn't come in and force the issue.
If that is the case then they deliberately withheld the PR release of the patent to manipulate the price and allow them to short it IMO. I was always wondering and if you look back at my posts, why they did not release a PR when the patent was issued. All is making sense and there are some black helicopters flying around this one. They have another patent they got just after and a PR to put it in English might be nice.

DE-FOA-0001211: TRANSPORTATION ENERGY RESOURCES FROM RENEWABLE AGRICULTURE (TERRA)
There is an urgent need to accelerate energy crop development for the production of renewable transportation fuels from biomass. Recent technological advancements have now made it possible to extract massive volumes of genetic, physiological, and environmental data from certain crops, but, even with these resources, the data still cannot be processed into the knowledge needed to predict crop performance in the field. The overall objective of the TERRA program is to develop tools that enable an increase in the rate and extent of genetic improvement of the yield of bioenergy crops grown in the field. If successful, the program will enhance land use efficiency, reduce competition between bioenergy and food crops, improve environmental sustainability, and provide a more stable supply of biomass for transportation fuels and bio-refineries.
ARPA-E seeks multidisciplinary teams to leverage advancements in automation, sensor technologies, computational analytics and low-cost nucleotide sequencing and develop innovative phenotyping systems that enable (a) new predictive algorithms for plant growth, (b) more detailed measurements for plant physiology, and (c) more sophisticated bioinformatics pipelines for gene discovery and trait association. TERRA will enable breeders to evaluate more individual plants, to select appropriate plants for breeding earlier in the growing season, to capture better information about them during their development, and to associate this information with the best genes to propagate.
