The Coalition for Cannabis Policy Reform has stated that that over the weekend the group “filed its ReformCA circulation language.” Circulation language is primarily used to attract voters to get enough signatures for a proposed law to be put on a ballot. The language now needs to be approved by the California attorney general.
“We’ve filed our initiative!,” said the ReformCA. “We believe this effort has the most statewide input and consensus, and thus the greatest likelihood of succeeding on the 2016 ballot.”
Looking through the initiative database, the filing was not found. California NAACP president Alice A. Huffman is a proponent of the initiative and has tried to file a language in the past, but has not had much luck. The initiative looks to tax and regulates marijuana for adults over the age of 21. The restriction would be buying a maximum of one ounce without being arrested. This would also make an Office of Cannabis Regulation through California Department of Consumer Affairs. There would also need to be state licenses issued for anyone trying to get involved in the business.
In addition, there would be a 5% sales tax, a $2 per foot tax, and a $5 to $15 per ounce tax on the growers. It looks as if former supporters, including the Drug Policy Alliance (DPA) and the Marijuana Policy Project, have come back to show their support once more. Billionaire Sean Parker is also working on his initiative and DPA also has their own language coming in soon. There are tons of efforts going forward for marijuana to get on the ballot. The cultivation of industrial hemp as opposed to just importing and processing it for use in derivative products, would be legal in North Carolina under NC Senate Bill 313 which initially was in reference to license plates and registers of deeds until a subsequent addition by sponsor Rep. In the event that the bill does become successful, an Industrial hemp commission will be put to work managing statewide pilot programs to oversee the inaugural cohort of people who cultivate commercially and researchers of the versatile crop, which is utilized to develop many products.
Currently, the rules and regulations in the state of North Carolina remained in the dark on the subject even as other Southern State governments accommodated the controversial crop. As of now, 20 states have adopted Farm Bill with compliant rules and regulations to accommodate cultivation under varying circumstances.
If signed into law, North Carolina’s new bill will need the formation of an industrial hemp commission to manage the state’s pilot program. The commission will grant paid permits, establish a reporting system for cultivators and ensure cooperation with federal law.

Ten illnesses that can be treated by marijuana
Marijuana can be used to treat and prevent glaucoma. According to the National Eye Institute, marijuana decreases the pressure inside the eye. “Studies in the early 1970s showed that marijuana, when smoked, lowered intraocular pressure (IOP) in people with normal pressure and those with glaucoma.”
Marijuana helps reverse the carcinogenic effects of tobacco and improves lung health. In January 2012, a study was published in Journal of the American Medical Association which said marijuana does not impair lung function and it can even increase lung capacity.
Marijuana can help control epileptic seizures. Charlotte Figi suffers from Dravet’s Syndrome and a strain of marijuana called “Charlotte’s Web” has decreased Charlotte’s seizures from 300 a week to just one every seven days.
Marijuana can decrease anxiety. In 2010, researchers at Harvard Medical School suggested that that some of marijuana’s benefits may be associated with reduced anxiety.
THC slows the progression of Alzheimer’s disease. A study led by Kim Janda of the Scripps Research Institute suggests that marijuana may be able to slow the progression of Alzheimer’s disease. In 2006, the study published in the journal of Molecular Pharmaceutics found that THC, the active chemical in marijuana, slows the formation of amyloid plaques by blocking the enzyme in the brain that makes them. These plaques are what kill brain cells and cause Alzheimer’s.
Marijuana helps ease the pain associated with multiple sclerosis. GW Pharmaceuticals (GWPH) has developed a drug derived from cannabis called Sativex which helps patients who suffer from multiple sclerosis.
Marijuana relieves arthritis discomfort. In 2011, researchers said that marijuana alleviates pain, reduces inflammation and promotes sleep, which may help relieve pain for people suffering from rheumatoid arthritis.
Marijuana can potentially eliminate Crohn’s disease. A study in Israel showed that smoking a joint significantly reduced Crohn’s disease symptoms in 10 out of 11 patients. Marijuana caused a complete remission in five of the patients.
Marijuana helps veterans suffering from PTSD. The Department of Health and Human Services recently signed off on a proposal to study marijuana’s potential as part of the treatment for veterans with post-traumatic stress disorder.
Marijuana reduces some of the pain and nausea from chemotherapy and stimulates appetite.
How did marijuana become illegal?
In 1861, a farmer from Bologna manufactured a decorticator which gave famers the ability to process hemp in a cost effective manner. The decorticator was about to revolutionize the way hemp related products were made and in the mid-1900s the cover of a magazine called Popular Science said, “Hemp the new billion dollar product.”
William Randolph Hurst owned a paper mill and was very well connected with high ranking government officials. Hurst started printing stories about a new drug called marijuana which was not even a slang term for cannabis at the time. The stories said that marijuana was a type of Mexican wild tobacco and “Blacks and Mexicans would smoke it and rape white women.”
Congress ended up making marijuana illegal without even realizing they were making hemp illegal.

No one has ever died from smoking marijuana but every year more than half a million people die from alcohol and tobacco. Every year, people die from the following substances:

North Dakota Initiates a Hemp Program

Because of a farm bill from last year, universities and state agricultural departments are able to grow industrial hemp primarily for research purposes. One university, North Dakota State University, and their Langdon Research Extension Center began planting hemp for experiments during the summer time and have begun to harvest the crops.
Bryan Hanson is an agronomist at the university and leads the hemp trails through their courses. He said: “It’s very exciting for us to be able to start variety trials.”
Langdon Research Extension Center is the only center in the state to undergo hemp trials, however, it is likely that other centers of research will soon join in according to university professor in the Department of Plant Sciences, Burton Johnson. He also stated that the DEA has allowed NDSU to begin starting trials many years ago but only now are the experiments possible.
“The DEA wanted us to have a security fence and lights and all kinds of expensive equipment. That just wasn’t feasible,” he stated.
Actually, North Dakota gave money back to the Agricultural Products Utilization Commission since the funds were unable to be used. North Dakota is just one of fifteen states that have established some type of law allowing an industrial hemp program in the United States. “The Canadian varieties look really good,” Hanson reported. “But we did have issues with emergence.”
They planted the crops in late May and began harvesting in the third week in August. The results are unclear, but according to Johnson, “they can harvest hemp for seed yield and biomass fiber yield or it can be harvested for both.”
“Some of these varieties reached 8 feet tall, taller than the corn at Langdon,” stated Johnson. “The taller varieties were 1.8-2.5 meters in height nine weeks after planting (around July 16th).”
Cannabis Industry Riding High After Latest Tax Numbers From Colorado

More Dispensary are Opening Up in Washington

State regulators in Washington are looking to have new cannabis stores licensed by the end of 2015 while they get ready to mix the medical and recreational markets. The state Liquor and Cannabis Board are expecting to accept cannabis-store applications beginning on October 12th for the first time since 2013. This announcement “marks the beginning of phase two,” according to Jane Rushford, chairwoman of the cannabis board. In addition, the board also stated that ceilings were going to be raised on how many crops licensed producers can grow. For instance, a farm currently able to grow 21,000 square feet will rise up to approximately 30,000 feet.
Those whose applications are accepted will be able to sell cannabis recreationally and medically; stores that already exist may apply for the same benefit. This year, a law was passed that would replace unregulated medicinal marijuana dispensaries and even shut them down by the summer-time. Switching to a new medical system will not happen anytime soon, but stores will be able to open. A huge concern, though, is that they will not be able to sell medicinal products until the Department of Health evaluates and deciphers medicinal marijuana from recreational marijuana. Something that’s different from the application process that went on in 2013 is that there will be neither a cap on the amount of applicants expected nor a deadline on applications.
What this all means is that the primary licenses will “to applicants who ran or worked at a medical-marijuana operation in 2012 or earlier and who have stayed current on taxes and business licenses.” Even higher priority will go to those who go to the first round applicants and meet the qualifications. Temporary rules were set on Wednesday by the board as they look into permanent rules to be set. As of right now, the cannabis board has licensed over 700 producers and 200 stores.

Has Colorado Become the First State to Sell More Marijuana Than Alcohol

The first seven months of 2015 have been record breaking for Colorado. The state has already generated almost as much tax revenue from marijuana when compared to 2014. Colorado is on pace to double its numbers from last year and generate $125 million in tax revenue during 2015. Our analysts expect this number to continue to move higher year-over-year and we think this just the start of something big.
In 2014, Colorado brought in $76 million in tax revenue from marijuana. The state has already collected $73.5 million in taxes during 2015. Of the $73.5 million, $19.6 million has been set aside to fund Colorado’s public schools. This growth is outstanding when you compare it to 2014. During 2014, Colorado’s public schools received $13.3 million from the marijuana taxes collected.
Colorado Makes History
The Colorado marijuana industry is proving to be a more profitable business for the state than alcohol. During the 2014 fiscal year, Colorado generated $70 million from marijuana. During the same period, the state collected less than $42 million from alcohol taxes.
This development is historic because Colorado is the first state to generate more revenue from marijuana than alcohol.
