Environmental permits? Remember that they only mine the ore at Willa. The ore then gets transported at their Max mine where a mill that is fully permitted would process it. Therefore they don't need much permitting at the Willa mine site. Waste rock dump, yes. But that's not that difficult to permit. It's not tailings.
The BC government is pro mining so no problems there. And there are no vocal local First Nations to oppose mining.
MX Gold would be soon (1-1.5 years) mining Willa gold. And some from the NBRI claim.

Why do you think the investors gave them that much money? And they have a 2016 PEA. No need for a full feasibility study as many more junior miners start mining without one.

They have two mines: the Max moly mine on care & maintenance (low moly prices), and Willa gold mine that has a lot of underground development and would be reopened as a mine as metal prices improved in 2016. The Willa ore would be processed at the Max mine mill.

The Ruby Gravel mine, in Sierra County, in which the channel was from 50 to 300 feet in width, was worked for a distance of 3,850 feet and yielded at th~ rate of $465 a linear foot. The cost is stated to ,have averaged $240 a foot.
For comparison it may be mentioned that according to A. H. Brooks the average value of the principal creeks at Nome, Alaska, is approximately $100 a foot. The White channel in the Klondike yielded $380 a foot. In the Berry drift mines in Victoria, Australia, the yield per foot ranged from $440 to $1,293, the width of gravel mined being from 330 to 1,000 feet.

The renowned Ruby gold mine was not abandoned.
Read MSHA (safety right?) definition first. They consider a mine as being abandoned if work has stopped (which is right; temporary shutdown) and no mining engineer, etc (responsible person in charge of mining operations) is permanently there onsite (which is not for the moment; no reason to pay him yet). All will change once Ruby is being reopened.

A mineral exploration company like NBRI works toward estimating the proven and probable. If they want to do that. Because they can either sell the mineral claims or jv them! In other cases like at the Ruby gold mine it will be mine as you go I. E. open the mineralization and mine it to generate cash flow that wold be reinvested in finding and opening other gold rich zone that would be also mined. Good deal!

They've drilled up and gold was literally falling onto them. Only 60 ft away. Then they've tried to build raises in some bad ground. Miners weren't experienced and their raises failed. Gold price collapsed. Share price down. End of part 1 of the story.
