The US Nuclear Energy Research Initiative (NERI) launched in 1999 was refocused in 2004 to include the Nuclear Hydrogen Initiative (NHI), allied to the Next Generation Nuclear Plant (NGNP) programme established in 2005. NGNP envisaged construction and operation of a prototype high-temperature gas-cooled reactor (HTR) and associated electricity or hydrogen production facilities by 2021, but funding was cut back under the Obama administration and prelicensing activities were suspended in 2013.
Under an International NERI agreement, Sandia National Laboratories in the USA and the French CEA with General Atomics in the USA were also developing the IS process with a view to using high-temperature reactors for it. They had built and operated a laboratory-scale loop for thermochemical water-splitting.
South Korea has also demonstrated thermochemical water-splitting at laboratory scale, supported by General Atomics. In December 2008, the ROK Atomic Energy Commission officially approved nuclear hydrogen development as a national programme, with the development of key and basic technologies through 2017 and the goal of demonstrating nuclear hydrogen production using the S-I process and a very high-temperature reactor (VHTR) by 2026.
The economics of hydrogen production depend on the efficiency of the method used. The IS cycle coupled to a modular high temperature reactor is expected to produce hydrogen at about $2.00/kg. The oxygen byproduct also has value. General Atomics earlier projected $1.53/kg based on a 2400 MWt HTR operating at 850Β°C with 42% overall efficiency, and $1.42/kg at 950Β°C and 52% efficiency (both 10.5% discount rate). Such a plant could produce 800 tonnes of hydrogen per day.
For thermochemical processes an overall efficiency of greater than 50% is projected.

Shell Shuts Down Its US Hydrogen Filling Stations

The warning signs appeared last year when Shell scrapped its plans to build 48 hydrogen refueling stations for light duty vehicles in California. The company was in line for over $40 million in state incentives to install those fueling stations, but even that was not enough to move the project forward. In September, Shell closed three of its five hydrogen stations in the state.
βWe can confirm that Shell has discontinued its plan to build and operate additional light-duty vehicle fueling stations in California,β a company spokesperson tells Hydrogen Insight. βWe will continue to invest in hydrogen in a disciplined manner, with a focus on hard-to-abate sectors such as industry and heavy duty transport and emphasis on key regions where we have competitive advantage and strong adjacencies with our existing business. Shell remains active in hydrogen in California where we operate three heavy duty stations as part of project ZANZEFF: Zero and Near Zero-Emission Freight Facilities Shore to Store Project.β
In July, the company formally rejected the funding available from the state of California, saying in a letter written by Abhishek Banerjee, Shellβs hydrogen commercial manager in the US, βPolitical and economic uncertainty in the initial stages of market deployment present a significant risk in further investment. These barriers need to be overcome in order to enable future investment from Shell in this segment of the market.β He also wrote that the project had encountered difficulties getting permits and sourcing green hydrogen, and faced high construction costs.
The California-based trade body Hydrogen Fuel Cell Partnership states on its website that H2 filling stations cost an βestimatedβ $2 million to build, a sum that might be difficult to ever recoup, given that only 17,284 fuel cell cars have ever been sold or leased in the state. Californiaβs largest H2 fuel retailer, True Zero, operates 37 of the 53 hydrogen filling stations in the California. It recently hiked the price of hydrogen at all its pumps to $36 per kg, up from around $30/kg. As recently as April 2021, it was charging just $13.14 per kg. According to Hydrogen Insight calculations, this now means a Tesla EV is now roughly 14 times cheaper to run than a Toyota hydrogen car in the state.
Shell closed three of its five hydrogen stations last fall, calling the closures βtemporaryβ but declining to say when they might reopen. Hydrogen refueling stations tend to suffer from serious reliability issues due to the nature of liquid hydrogen, which is notoriously difficult to handle. Iwatani, a Japanese gas company that is one of the two largest names in American hydrogen filling stations, is currently suing Nel, the Norwegian company that provided the core technology for its stations, claiming it was bamboozled by that company.
Shell Drops The Other Shoe
Now we know those three stations and the two that remained open are all being taken out of service. Shell Hydrogen will permanently close all seven of its California pumping stations immediately, the company confirmed this week. It will no longer operate light duty hydrogen stations in the U.S., which represents another blow to the struggling hydrogen car market in the only state where the fuel is widely available at all.
A Shell spokesman told Hydrogen Insight on February 9, 2024, βShell discontinued the build out of its light duty hydrogen station network in California in 2023, and after temporary closure of five of its seven light duty stations, made the decision to permanently close its light duty station network in California in early 2024. This was due to a number of market factors.β Shell will continue to operate three H2 filling stations for heavy duty vehicles in the state.
Shell previously told Hydrogen Insight in December that it would prioritize hydrogen for heavy duty mobility, while investing in EV charging to decarbonize light duty vehicles. In 2022, Shell closed all three of its hydrogen filling stations in the UK. The company and its partner, Motive, said they were refocusing their business on serving heavy duty trucks, which those three sites would not be able to accommodate.
The decision to abandon the California market for light duty hydrogen fueled vehicles could also reflect a lack of demand. While California was one of the few markets for hydrogen powered vehicles to grow this year, only 3,143 were registered in 2023, which was less than 1% of battery electric cars sold in the same period, according to the most recent figures from the California Energy Commission.
The Dispute Behind The Hydrogen Fueling Station Closures
Iwataniβs American subsidiary alleges in court documents seen by Hydrogen Insight that Nel had never actually tested its H2Stations in βreal-world commercial conditionsβ prior to selling seven of them for the Californian market, structuring its contracts so that only the Norwegian firm would have visibility over any problems with the equipment. βThis scheme was designed to allow [Nel] to hide defects in the equipment, control information customers received regarding problems that were encountered, and use customersβ equipment for field testing and R&D without their knowledge and at their expense,β Iwatani alleges.
Iwantani also claims that the H2Station control systems and software had not been completed by the time its refueling points were installed, alleging that Nel was still writing the code while employees in its Denmark office ran equipment remotely without Iwataniβs knowledge. βThis shifted the cost of field testing the H2Stations to [Iwatani] and allowed [Nel] to take them into the market before they were properly tested or ready for actual commercial use by customers, and long before the software underlying the Control Systems and Software was actually created,β the lawsuit continues.
The Japanese company also argues that the Norwegian firm had misrepresented its track record, claiming that the equipment sold to other companies βwas actually defective, had disastrous performance records, and was plagued by constant breakdowns and failures that caused the customers to incur millions of dollars in lost profits and other damages.β We here at CleanTechnica are not experts on business transactions, but a casual reading of the complaints against Nel seem to indicate a shocking lack of due diligence on the part of the Japanese firm.
Fuel Cell Car Owners Suffer
Having Shell pull the plug on its hydrogen refueling plans should give Toyota Mirai, Hyundai Nexo, and Honda Clarity Fuel Cell owners pause. The technology has struggled to catch on, as the stations and their fuel remain expensive. Though hydrogen car manufacturers usually include a large amount of free fuel in the purchase of a vehicle, once that runs out consumers are left to buy very expensive hydrogen from stations that are often broken, out of fuel, or swarmed with long lines. Itβs why used hydrogen cars are so cheap, and why they still arenβt a good deal.
Shell, with its decades of experience in the fossil fuel industry, was supposed to make driving a hydrogen powered car cheaper and spearhead the building of a robust fueling infrastructure. βIf even a fossil giant like Shell canβt justify investing in the future of light duty hydrogen infrastructure, weβre not sure who can,β says Inside EVs.

("FEF" or the "Company") today announced the public opening of a new high-capacity retail hydrogen station in Oakland, CA, expanding its True Zero hydrogen network to 41 fully public, retail locations. The new hydrogen station, which uses FEF's proprietary design, has 4 dispensers capable of simultaneously providing H70 standard fills with a capacity of 1600 kilograms per day (or the equivalent of refueling 450 hydrogen-powered cars per day) making it the highest-performing retail hydrogen station in the world. The Oakland station represents the ninth such high-output station installed and operated by FEF.
Once operational, the Oakland Multi-Use Station, which also uses FEF's proprietary design, will be the largest heavy-duty hydrogen refueling truck station in the world with the capability to handle heavy-duty, medium-duty, and light-duty hydrogen-powered vehicles. The station is part of a public and private partnership in which Hyundai Motor Company will supply 30 XCIENT Fuel Cell trucks, the largest deployment of Class 8 hydrogen-powered vehicles in the U.S. The project, titled NorCAL ZERO was jointly funded by the California Energy Commission (CEC) and the California Air Resources Board (CARB) and is being managed by the Center for Transportation and the Environment (CTE). FEF has designed the station, which is nearing completion, with a unique architecture that will yield 18,000 kilograms per day capacity (enough to fill as many as 200 heavy-duty trucks and 400 light-duty vehicles a day) and make it the first station in the world to deploy fast-fill components and protocols capable of filling a truck with 80 kilograms of hydrogen in under 10 minutes.
FEF's latest retail station to break ground is in Redwood City, CA, and is supported in part by grant funding from the California Energy Commission. The new plant is the first large scale investment into the supply chain infrastructure needed to support hydrogen energy solutions for the energy transition, starting with transport and mobility. The pace of FCEV deployment has now reached a level requiring a growing scale of investment and is paving the way for the growth of zero emission mobility in other geographies.
In addition to the long-term supply agreement, Air Liquide and FEF have entered into an agreement outlining Air Liquideβs intent to make an equity investment in FEF, following previous assistance to the company by Toyota and Honda. With these agreements, Air Liquide also builds upon its existing collaborations with Toyota and Honda to further enable a robust hydrogen fueling infrastructure and, along with others, bolster the deployment of fuel cell electric vehicles and the retail fueling infrastructure in California.

Donald Trump won the Nevada caucuses Thursday, as expected, while his fellow Republican Nikki Haley was not on the ballot.
The Nevada election has been marred by the confusing way in which it has played out, splitting votes between two contests on two different days.
Nonetheless, Nevada Republicans made clear that they want Trump to be their nominee against President Biden in Novemberβs general election, which is open to all voters.
Trump not only won the caucuses, but his supporters also registered a resounding protest vote against Haley in the primary two days earlier.
In the primary β which did not have Trump on the ballot β Haley received around 23,000 votes, while the option for βnone of these candidatesβ received more than 47,000 votes.
Nevada Republicans were able to participate in both the primary and the caucuses. One prominent Trump supporter, Nevada Gov. Joe Lombardo, said he planned to vote against Haley in the primary and to caucus for Trump. Clearly, many other Trump supporters did the same.

The Colorado Supreme Court ruled in a 4-3 decision to keep President Trump off the 2024 Primary ballot in the state. The Colorado high court has been the only court to rule this way out of several decisions or dismissals in other states.
The legal theories are based on Section 3 of the US Constitutionβs 14th Amendment which states public officials who have βengaged in insurrection or rebellion againstβ the US may be disqualified from public office.
During the proceedings, Justice Kavanaugh directly addressed Colorado attorney Jason Murray, emphasizing the absence of criminal charges against Trump related to insurrection.
Kavanaughβs remarks shed light on the broader implications of the case, questioning the appropriateness of state-level decisions on matters potentially covered by federal statutes against insurrection. Kavanaugh highlighted existing federal statutes, like Section 2383 of Title 18, which already address the issue of insurrection.
Kavanaugh: βSome of the rhetoric of your position seems to suggest, unless the states can do this, no one can prevent insurrectionists from holding federal office. But obviously, Congress has enacted statutes, including one still in effect, Section 2383 of Title 18. [It] prohibits insurrection β itβs a federal criminal statute. And, if youβre convicted of that you are β it says, βshall be disqualified from holding any office.β And so, there is a federal statute on the books, but President Trump has not been charged with that.So what are we to make of that?

COLUMBIA, S.C. β President Joe Biden easily won South Carolinaβs Democratic primary on Saturday, clinching a state he pushed to lead off his partyβs nominating process after it revived his then-struggling White House bid four years ago.
Biden on Saturday defeated the other long-shot Democrats on South Carolinaβs ballot, including Minnesota Rep. Dean Phillips and author Marianne Williamson. His reelection campaign invested heavily in driving up turnout in what it saw as a test drive of its efforts to mobilize Black voters, a key Democratic bloc central to Biden's chances in a likely November rematch against former President Donald Trump.
βIn 2020, it was the voters of South Carolina who proved the pundits wrong, breathed new life into our campaign, and set us on the path to winning the presidency,β Biden said in a statement. βNow in 2024, the people of South Carolina have spoken again and I have no doubt that you have set us on the path to winning the Presidency again β and making Donald Trump a loser β again.β
The Associated Press declared Biden the winner at 7:23 p.m. based on an analysis of initial vote results showing him with a decisive lead in key locations throughout the state.
His win comes after he led a Democratic National Committee effort to have South Carolina go first in the partyβs primary, citing the stateβs more racially diverse population compared to the traditional first-in-the-nation states of Iowa and New Hampshire, which are overwhelmingly white.
South Carolina is reliably Republican, but 26% of its residents are Black. In the 2020 general election, Black voters made up 11% of the national electorate, and 9 in 10 of them supported Biden, according to AP VoteCast, an expansive survey of that electionβs voters.
Biden pushed for a revamped primary calendar that will see Nevada go second, holding its primary on Tuesday. The new order also moves the Democratic primary in Michigan, a large and diverse swing state, to Feb. 27, before the expansive field of states voting on March 5, known as Super Tuesday.
New Hampshire rejected the DNCβs plan and held a leadoff primary last month anyway. Biden didnβt campaign and his name wasnβt on the ballot, but still won by a sizable margin after supporters mounted a write-in campaign on his behalf.

Nel Gets $20 Million from Nikola, Fortescue Deals

Nel will receive around $20 million after a previous deal with Nikola was reworked and at the same time the Norwegian hydrogen company signed a supply deal with Fortescue.
Nel previously entered a supply agreement with electric-vehicle maker Nikola, but the companies have agreed to cancel that deal and instead sign a new agreement for different equipment, with Nel receiving around $9 million.
In addition, Nel will receive around $11 million from Fortescue. The Australian mining group has acquired Nikola's Phoenix Hydrogen Hub and the deal includes the installation of electrolyser equipment previously delivered by Nel to Nikola.
The payment will cover updated guarantees and warranties for the equipment and changes in the scope of delivery.
Nel shares trade 7.3% higher at NOK5.64.

CONTINUATION OF THE NATIONAL EMERGENCY WITH RESPECT
TO CERTAIN TERRORIST ATTACKS
Consistent with section 202(d) of the National Emergencies Act, 50 U.S.C. 1622(d), I am continuing for 1 year the national emergency declared on September 14, 2001, in Proclamation 7463, with respect to the terrorist attacks of September 11, 2001, and the continuing and immediate threat of further attacks on the United States.
Because the terrorist threat continues, the national emergency declared on September 14, 2001, and the powers and authorities adopted to deal with that emergency, must continue in effect beyond September 14, 2009. Therefore, I am continuing in effect for an additional year the national emergency the former President declared on September 14, 2001, with respect to the terrorist threat.
This notice shall be published in the Federal Register and transmitted to the Congress.
